Shutoff Location and Labeling Visit
Purpose
Every burst-pipe call has the same first question and most houses cannot answer it: where is the main and does it work. The answer is worth minutes, and minutes are the whole difference between a wet floor and a wet ceiling below it. This visit produces two things a house does not otherwise have: a labeled, proved set of shutoffs, and one occupant who has closed the main with their own hands. It also finds the valves that no longer work, which is the uncomfortable half of the job and the reason it has to be sold honestly.
Scope
Covers locating, operating, labeling and documenting the water and gas shutoffs at a residential property, and teaching an occupant to use them.
It does NOT cover repair or replacement of a valve found defective, which is quoted as its own work, and it does not cover operating any valve the utility owns, which includes the curb stop and the gas meter valve in most jurisdictions. It does not cover the electrical main, which is identified for reference during an emergency but is never operated under this procedure.

The handoff that goes wrong: a tech exercises a 30 year old gate valve, it weeps, and the customer feels the shop broke something. That conversation is won at booking, before anyone touches a handle, or it is not won at all.
Procedure
Get consent for valve operation before anything is touched, and explain the real risk in one honest sentence. A valve that has not moved in decades may weep at the packing or fail to reseat when it is operated, and finding that out today with a plumber standing there is better than finding it out at two in the morning. Acceptance: the customer acknowledges that any valve found defective becomes a quote. Wrong looks like discovering the risk together after the handle is turned.
Find where the water enters the building and identify who owns what. Meter location, curb stop, main shutoff inside, and any pressure reducing valve or backflow device. Acceptance: entry point photographed and the ownership boundary stated on the record. The curb stop is the purveyor's in most jurisdictions and is identified but not operated, because a curb stop damaged by a shop's key is a repair the shop pays for and a service the customer loses.
Inventory every shutoff in the building before operating any of them. Main, water heater cold inlet, each fixture stop, laundry box, ice maker, dishwasher, boiler or hydronic isolation, hose bibs, irrigation, and every gas appliance valve. Acceptance: a numbered list with room locations. Wrong looks like a visit that labels the main and stops, which leaves the customer shutting off the whole house to change a lavatory washer.
Operate the main and prove it with an open fixture, then return it fully open. Close, confirm a running fixture goes to nothing and stays down for a full minute, then reopen fully. On a rising-stem valve, back the handle off a quarter turn from full open so it cannot seize against the backseat. Acceptance: flow stops, then returns to normal, with no weep at the stem or the bonnet afterward. A weep after operation is not a nuisance: snug the packing nut a small amount and retest, and if it still weeps, the valve is quoted today rather than left dripping behind a customer's water heater.
Operate every fixture stop the same way, one at a time, with its fixture running. Acceptance: flow at that fixture stops within a few seconds and returns fully when reopened. Wrong looks like a stop whose handle turns freely with no change in flow, or a multi-turn stop that will not seat: that valve is dead. Tag it non-functional, tell the customer which fixture now has no local isolation, and quote it. Do not force a seized stop on a supply riser you are not prepared to replace on the same visit, because the stem will shear and the visit becomes an emergency you created.
Check the water heater and appliance isolations and their surroundings. Cold inlet valve operated and proved, and while you are there, confirm the T&P discharge is intact and the appliance connectors are not kinked or corroded. Acceptance: heater isolation proved, connectors visually sound. This is a two minute look that regularly finds the failure the customer would have called about next winter.
Identify gas shutoffs without operating the utility's valve. The meter valve belongs to the gas operator, so it is located, photographed and explained but not exercised. Each appliance shutoff is checked for accessibility, for a handle actually present, and for the wrench being where somebody could find it. Acceptance: every appliance valve reachable and identified. Wrong looks like a range valve behind a cabinet with no handle, which is quoted, and a customer told to call the gas operator rather than to search for a valve during an odor call.
Label durably, at both ends, in words a stranger understands. Engraved or printed tags rather than marker on tape, naming what the valve controls and the direction to close, at the valve and again at the fixture it serves. Acceptance: labels legible, attached so they survive a damp basement, and readable by someone who has never seen the house. Wrong looks like handwritten tape in a crawlspace, which is unreadable within a season and worse than nothing because it is trusted.
Build the shutoff map as the deliverable. A simple plan or photo sheet showing the main, the meter, the curb stop and each numbered shutoff with its room, plus the one-line closing instruction for each. Acceptance: the map exists in the customer's hands and on the property record. Wrong looks like a completed visit whose only output is a labeled valve, since a label helps nobody who is standing in a different room with water running.
Have an occupant close and reopen the main themselves, once, while you watch. Time it, coach the grip, and make sure they know where the light switch is on the way. Acceptance: the occupant closes the main unassisted and reopens it fully. Wrong looks like a demonstration the tech performs and the customer watches, which does not transfer under stress. Where the occupant cannot physically reach or turn the valve, that is a finding: quote a relocation or a lever-handle replacement.
Close out with the failures named and quoted, not softened. Say which valves work, which do not, and what a dead stop means the next time that fixture leaks. Acceptance: each failed valve on the quote with its location and consequence. Wrong looks like a cheerful summary and a note in the file, which leaves the customer believing the house is covered when a third of it is not.
When a valve fights back
A gate valve seizes part way: leave it in the position that keeps the house in service, do not reef on it, and quote the replacement. A stop shears: this is now a burst response, so isolate upstream, replace on the spot if the parts are on the truck, and if not, the branch stays off with the customer told which fixtures are down. The main is inaccessible, buried behind stored belongings or finished in behind drywall: photograph it, tell the customer plainly that they effectively have no shutoff, and quote an accessible valve, because a main nobody can reach is not a main. The customer declines to have valves operated: locate, label and map anyway, and write on the record that no valve was proved, since an unproved label is a promise the house has not earned.
The record this produces
The map is the deliverable, and it lives in two places, with the customer and on the property record:
- Property entry point, meter location, curb stop location, and who owns each
- A numbered list of every shutoff: what it controls, its room, its type, and whether it was operated
- Result per valve: proved, proved with a note, or non-functional
- Photographs of the main, the meter, and every valve that failed
- Labels applied and where
- The occupant who performed the practice run, and how long the main took them
- Quoted items with locations, and anything the customer declined in their words
The next tech dispatched to a leak at that address opens the map before they leave the shop. The office reads the declined list before booking the next emergency. The customer reads it at two in the morning, which is the only test that matters.

Shutoffs identified: 14. Two are the utility's and were located but not operated, the curb stop and the gas meter valve, leaving 12 to prove.

- Step 4: the main closed and the running kitchen tap went to nothing and stayed down for a full minute. On reopening, the stem packing wept steadily. The packing nut was snugged an eighth of a turn and the weep stopped, held dry through 10 minutes at full pressure. Recorded as proved with a note, and the customer was told this valve is on borrowed time and why a quarter-turn ball valve is the replacement.
- Step 5: FAILED on valve 8. The guest bath lavatory hot stop turned through its full travel with no change in flow at the faucet, and the stem gave no resistance at either end. Stop rule taken: the stop was tagged non-functional rather than being forced, the customer was told that fixture has no local hot isolation so any repair there means shutting the main, and the replacement was quoted on the visit with the location on the quote.
- Step 10: the homeowner closed and reopened the main unassisted in 1 minute 50 seconds from the kitchen, including finding the basement light.
Counting the visit honestly: 12 valves operated, 11 proved, 1 non-functional. The two utility valves are on the map with the operator's emergency number beside them. The customer left the visit with one quoted valve, one aging main flagged, and a map on the refrigerator, which is worth more than any of the labels on their own.
