Small Restaurant Plumbing Emergency Response
Purpose
In a restaurant the first real decision is not what is broken, it is whether the kitchen can keep operating, and that decision is made with the manager against the health code the operator is licensed under. A plumber who quietly works around a sewage backup while service continues has helped an operator commit the thing that closes them. This procedure guarantees the source is stopped and the operating call is made and written down before anybody diagnoses anything, and that the handback is verified under real kitchen load rather than at one sink. The failure it prevents is the repair that passes at 10 pm and fails at the Friday rush.
Scope
Covers emergency calls at small restaurants, cafes, bars, delis and coffee shops: backups at floor sinks and three-compartment sinks, grease line blockages, loss of hot water to warewashing, active leaks over prep and cooking lines, and sewage in a food area.
Does not cover the drain clearing method, owned by the drain cleaning and hydro jetting service standards, or interceptor service, owned by the grease interceptor service and manifest SOP. Does not cover a gas odor, which leaves this procedure for the gas odor call response SOP. The closure decision and any notification to the health authority belong to the operator, who holds the licence; this procedure only makes sure the decision is faced.

Procedure
Make the area safe before any diagnosis, starting with water reaching energy. Look for water or sewage reaching cooking equipment, receptacles, a panel or a cord, and for fryers and steam equipment near the wet area. Acceptance: affected equipment de-energized, fryers shut down and cooling by kitchen staff, nobody standing in the water. Wrong looks like a tech kneeling in a puddle beside an energized reach-in because service is running. Stop rule: nobody wades into water near energized equipment; the circuit is opened by a qualified person, proved dead on a known live source before and after per NFPA 70E-2021, 120.5, with work practices at 29 CFR 1910.333(b)(2), and where nobody on site is qualified under 1910.332 the work waits for an electrician. Hazard: hot oil is the injury nobody plans for, so fryers are off and confirmed with the manager before a mop or hose goes near the line.
Stop the source before you understand it. Isolate the failing fixture at its stop, the branch at its valve, or the building at the main, in that order of preference. Acceptance: flow stopped, confirmed by watching the failure point for a full minute. Wrong looks like tracing a leak with water still arriving, which floods more floor while the diagnosis proceeds. Stop rule: if you cannot identify the isolation within a couple of minutes on an active loss, take the building main and sort the granularity out afterward. Hazard: a wet kitchen floor is slick under grease film, so move deliberately and put a mat or a dry path between the valve and the work rather than trusting your boots.
Make the operating call with the manager, out loud and in writing. Tell them plainly what is on the floor, what is out of service and for how long. Acceptance: a written decision from the manager on whether the affected area or the whole operation stops, taken against the imminent health hazard triggers in the Food Code as adopted by your state or local health authority in the edition it enforces, which typically include sewage backup, loss of potable water and loss of hot water. Wrong looks like a plumber deciding it is fine to keep serving. Stop rule: where sewage has reached a food preparation or storage area, say so explicitly and record that you said it; the closure decision and the notification are the operator's, and your part is that nobody can say they were not told. Hazard: none at this step, it is a conversation, and skipping it is how a shop becomes a witness in somebody else's enforcement action.
Contain the water and let the operator handle the food. Dam the spread, wet-vac standing water, and keep the extraction path away from prep areas. Acceptance: the spread stopped at a defined line, standing water removed, and the boundary agreed with the manager. Wrong looks like pushing contaminated water toward a floor drain in a prep aisle. Stop rule: do not move, cover or discard food or food-contact items yourself; name them to the manager and let them act, because that is their decision to record. Hazard: sewage on the floor is a contact and splash exposure, so wear boots and gloves, keep the vac exhaust pointed away from occupied space, and do not use a pressure washer or anything that aerosolizes it in an enclosed kitchen.
Determine which system failed before opening anything. Establish whether the fault is on the sanitary branch, the grease branch, the storm system or the supply, from the cleanouts and the fixture pattern. Acceptance: the failing system named with its evidence, usually which fixtures back up and which do not. Wrong looks like rodding the first cleanout you find, which in a restaurant is as likely to be the grease line as the sanitary. Stop rule: where every fixture in the building is affected, the fault is downstream of the interceptor or in the lateral, and that is a camera job and a lead conversation before any cable goes in. Hazard: a cleanout under head releases what is behind it, so open it with the plug pointed away from you, stand to the side, and have the vac running.
Clear or repair the immediate fault under the SOP that owns it. Acceptance: the fault cleared or isolated, with the method and what came out recorded. Wrong looks like a cable run until the water goes down, with nobody noting it came back with grease rather than debris. Stop rule: a line that will not stay clear after one pass is not passed back as fixed; it goes to camera and to a scheduled repair, and the operator is told tonight. Hazard: cable and jetting machines throw contaminated water, so full face protection and gloves stay on and nobody works one alone in an aisle where the hose can whip.
Verify under real kitchen load, not at one fixture. Run the dish machine through a full cycle, drain the three-compartment sink, and run the pre-rinse and the mop sink at the same time. Acceptance: no backup at any floor sink or fixture through a continuous loaded run of at least ten minutes, with the drain accepting flow the whole time. Wrong looks like a single sink drained as a test, which passes on a line that still fails at service volume. Stop rule: any backup during the loaded run means the fault is not cleared, whatever the single-fixture test showed, and step 5 starts again. Hazard: the loaded run puts dish machine discharge into the line while you watch at floor level, so stand clear of the floor sink while it drains, since that water arrives at rinse temperature.
Confirm the sanitizing capability the operator needs before you hand back. Where hot water was involved, have the operator run their own verification while you are still there. Acceptance: hot water delivered at the handwashing sinks at or above the minimum in the adopted Food Code, commonly 100 F in the model code, and the dish machine reaching the wash and final rinse temperatures on its own data plate with the operator's utensil-surface check taken by their method. Wrong looks like a plumber declaring the sanitizer fine on a hand test. Stop rule: if the machine cannot make temperature, the warewashing route is out of service and the operator decides how they proceed, because that is a health decision on their record. Hazard: this equipment delivers scalding water and steam, so read temperatures with an instrument and let the operator open the machine door, on their timing, from the side.
Hand back in writing, with what was done, what was not, and what to watch. Acceptance: a written summary naming the fault, the method, the loaded test result, anything outstanding, and the follow-up with a date. Wrong looks like a verbal at the end of a shift to whoever is left. Stop rule: anything outstanding goes in writing to the manager, and to the property owner where they differ, before you leave the building. Hazard: none at this step, and it is the only thing that exists three weeks later when the line backs up again and everyone remembers the night differently.
The record this produces
Per call: arrival time, what was found and where, what was de-energized and by whom, the isolation used, the manager's written operating decision with its time, the containment boundary, the system identified with its evidence, the method and what came out, the loaded verification with its duration and result, the hot water and warewashing figures with who took them, and the outstanding list with dates.
These land on the account record. The operator keeps the written handback, which is what they show the inspector. The next tech reads the loaded test result rather than the fixture originally reported, because the reported fixture is often only the low point. The lead reads the outstanding list, and a restaurant with the same grease branch outstanding three times is an interceptor conversation, not a drain conversation.
One worked pass, including a failure
Friday, 7:40 pm, service running. The floor sink under the dish machine is overflowing and water has spread about eight feet toward the cook line.
Step 1: water is within a couple of feet of the fryer battery and a reach-in cord runs across the wet floor. Fryers off and cooling, confirmed with the manager; the reach-in circuit is opened by the manager at a panel they are qualified to operate, and nothing is worked in the wet area until that is done.
Step 2 isolates the dish machine at its supply stop, and the floor sink stops rising within a minute. Step 3: the manager is told sewage-bearing water has reached the dish area and is spreading toward the cook line. They decide to close the kitchen for the evening and note the time, and they make their own notification call. That is written on the ticket with the time and their name.
Step 4 dams the spread at the aisle joint and extracts standing water. Step 5 opens the grease branch cleanout, which is under head, and confirms the sanitary side is clear since the restrooms drain normally. Step 6 cables the grease branch and returns grease rather than debris.
Step 7 fails. A single sink drains fine. The loaded run backs up at the floor sink 3 minutes in, with the dish machine discharging and the three-compartment sink draining together. Stop rule taken: the single-fixture pass does not count, and step 5 starts again. The camera shows the restriction is downstream of the interceptor outlet, not in the branch that was cabled, which is why the cable found grease and still left a partial line.
The lead is called at 9:15 and jetting downstream of the interceptor is scheduled for 6 am, before opening, since it needs the kitchen dry. Step 8 is deferred with the kitchen closed. Step 9 hands back in writing at 9:40: kitchen closed by the operator at 7:55, grease branch cabled, restriction found downstream of the interceptor, jetting at 6 am, warewashing not verified because the kitchen is not operating, and the interceptor's last service date requested.
