Toilet Rebuild and Internal Replacement
Purpose
This procedure produces a water closet whose tank hardware is new, matched to the fixture rather than to the truck stock, and whose tank-to-bowl joint is dry after being disturbed. Two things decide whether a rebuild comes back. The first is the flush valve seat, which no new seal fixes and which a tech who never looked at it will not have found. The second is the tank-to-bowl gasket, which is nobody's complaint and gets disturbed anyway the moment the flush valve is replaced. A shop that treats a rebuild as "swap the flapper" produces a fixture that stops running and starts weeping onto the floor two weeks later.
Scope
Covers replacement of tank internals on a floor-mounted, tank-type water closet: fill valve, flush valve and its seal, tank-to-bowl gasket and bolts, refill tube, chain and trip lever. Residential and light commercial.
Does not cover deciding which part is at fault; the running toilet diagnosis SOP owns that, and this procedure assumes its dye test and fill valve checks have already named the fault. Replacing the whole fixture belongs to the toilet replacement standard, which owns the flange and the wax seal. Flushometer bowls belong to the flushometer rebuild SOP. Cracked china is a stop, not a rebuild.

Procedure
Settle rebuild against replacement before parts leave the truck. Read the lid date stamp, the flush volume moulded near the seat, and the china at the bolt bosses. Acceptance: sound china and a currently stocked internals size. Wrong: rebuilding a fixture whose canister size is discontinued, which buys a second parts trip. Stop rule: china cracked at a boss or through the tank wall becomes a replacement quote here. Hazard: none at this step, it is a conversation held with hands out of the fixture.
Close the stop and prove isolation. Close it, flush, watch the tank line a full minute. Acceptance: no refill, line static 60 seconds. Wrong: a stop that turns freely and keeps trickling. Stop rule: isolate at the branch or main and add a quarter-turn stop to scope rather than working against live water, because a rebuild done around a weeping stop cannot be leak-tested. Hazard: an old multi-turn stop shears at the stem or splits a chrome nipple at a kneeling tech's face height, so back the body with a second wrench and stage a pan first.
Drain and sponge the tank dry, bolt wells included. Acceptance: no free water in the tank, bolt heads visible and dry. Wrong: an inch left in the bottom, which sluices onto the floor when the tank tips on its bolts. Stop rule: do not start on the bolts with water in the tank. Hazard: with an in-tank cleaner cartridge present the tank water is a dilute bleach or acid solution, so nitrile gloves and eye protection before your hand goes in, and tell the customer the tablet destroyed the rubber you are replacing.
Identify both valves by measurement, not memory. Measure the flush valve opening across the seat and record fill valve type and shank length. Acceptance: the opening reads roughly 2 in or roughly 3 in, and the seal reads as a hinged flapper, a canister seal on a tower, or an integral tower seal. Wrong: assuming a 2 in flapper because that is what rides on the truck. Stop rule: a 3 in valve fitted with a 2 in conversion leaks immediately, so quote a return with the part. Hazard: reaching into the tank drags your hand over corroded bolt heads and a sharp refill clip, so gloves stay on.
Read the seat before deciding what you are replacing. Drag a gloved fingertip the full circumference and look across it in raking light. Acceptance: continuous and smooth, no raised mineral ridge you can feel, no cut in a moulded plastic seat. Wrong: a scale crust or a worn groove. Stop rule: a ridge on a brass seat gets dressed with a seat pad and re-checked by fingertip; a cut moulded seat cannot be dressed and the job becomes a flush valve replacement at steps 6 to 8. Hazard: dressing a seat throws scale grit up at eye height while you lean over the tank, so eye protection first.
Break the tank from the bowl only when the flush valve is being replaced. Hold the screwdriver in the bolt head, back both nuts off, lift the tank straight up with two hands onto a folded towel. Acceptance: tank free, gasket intact enough to identify. Wrong: a bolt spinning in its boss because the nut has seized. Stop rule: cut a seized bolt rather than levering against china, and if the blade cannot clear the tank wall, stop and quote the fixture. Hazard: a china tank commonly runs 20 to 35 lb and breaks into edged pieces, so two hands and a planned landing spot, and the cut throws steel chips at a face directly above it, so eye protection and a gloved hand shielding it.
Fit the flush valve and set the gasket dry. Seat the shank washer inside the tank, hand-start the spud nut, snug it just past hand tight, place the new gasket over the spud with no sealant. Acceptance: valve square, overflow tube vertical, gasket flat and unlubricated. Wrong: dope or silicone on the gasket, which lets the tank creep under the bolts and reopens the joint. Stop rule: china that ticks sharply under the wrench has started a crack and is condemned, not re-tightened. Hazard: over-torque here fails later under a seated customer, so no cheater on a spud nut.
Reset the tank and pull the bolts in alternating turns. Take the nuts down alternately, no more than a half turn per side. Acceptance: tank level side to side against the wall line, gasket squeezed evenly all round with no gap front or rear. Wrong: one side pulled down first, putting a point load on one boss. Stop rule: a tank that will not come level gets the manufacturer's cushions, not the low corner pulled down, which is how a boss cracks. Hazard: the tank is loose under your hands, so the free hand stays on the rim rather than under it.
Fit the fill valve and set the critical level, then the water line. Hand tighten the shank nut, clip the refill tube to discharge above the overflow opening, set the float so static level lands on the moulded mark. Acceptance: the valve's critical level mark sits at least 1 in above the overflow opening, the refill tube discharges above the overflow rather than inside it, and static level rests on the line. Wrong: a refill tube pushed into the overflow, which siphons the tank and imitates a failed seal exactly. Stop rule: a valve whose critical level cannot reach 1 in above the overflow is the wrong valve and gets exchanged, not shimmed, because that relationship is the fixture's backflow protection. Hazard: a torqued shank nut cracks china, so hand tight plus a light snug.
Re-pressurize slowly and prove the protections you disturbed still work. Open the stop a quarter turn at a time, hand on the valve body, pan underneath. Acceptance: clean shutoff with the level on the mark, critical level still at least 1 in above the overflow opening, no colour in the bowl on a fresh 15-minute dye test, tank-to-bowl joint and supply nut dry to a folded paper towel, and three consecutive flushes clearing and refilling without hunting. Wrong: any of the five, and the damp towel at the tank-to-bowl joint is the one that gets ignored because it is not dripping yet. Stop rule: a wet towel there means the tank comes off again and the gasket is replaced, not the bolts tightened further. Hazard: first pressurization is when a stop that survived closing lets go, at a kneeling tech's face height, so eyes on the packing nut.
The record this produces
Six fields, written before the tech leaves: flush valve size and seal type from step 4, seat condition from step 5 in the tech's own words, whether the flush valve was replaced or only the seal, whether the tank-to-bowl gasket and bolts were replaced, the critical level relationship confirmed at step 10, and the three-flush result. The raking-light seat photo attaches to the same job.
They land against the fixture, not only the customer. The tech on a repeat call reads seat condition first and knows in ten seconds whether the last visit fitted a fresh seal to a ridged seat, which is the most common reason a rebuild returns. The office reads flush-valve-replaced and gasket-replaced to decide whether a leak at the tank base three weeks later is warranty or a new event.
One worked pass, including a failure
Guest bath, house built mid 1990s. The diagnosis visit already recorded a continuous run with dye reaching the bowl inside four minutes.
Step 1 reads a 1996 lid stamp and 1.6 gpf moulded near the seat, china sound, customer takes the rebuild. Step 2 passes, line static the full 60 seconds. Step 3 runs clean. Step 4 measures the flush valve opening at about 3 in and records a canister seal on a tower with a float cup fill valve, both on the truck.
Step 5 fails. Under raking light the moulded seat carries a cut running about a third of the way round where the seal has been chattering, and a fingertip catches it. Stop rule taken: a moulded seat cannot be dressed, so the job becomes a flush valve replacement and the customer is told before the tank moves.
Step 6 takes both bolts, but the right one spins in its boss and is cut with a mini hacksaw, gloved hand shielding the cut. Steps 7 and 8 reach acceptance: dry gasket, no sealant, nuts down alternately at a half turn a side until squeeze is even front and rear and the tank reads level against the wall line.
Step 9 produces the second finding. As first assembled the replacement valve's critical level mark sits about 1/2 in above the overflow opening, under the 1 in acceptance. It is reset to its taller shank position, putting the mark about 1-1/2 in above the overflow, and the float is then re-set so static level lands back on the moulded line. Both figures go on the record.
Step 10 passes all five: clean shutoff on the mark, critical level 1-1/2 in above the overflow, no dye at 15 minutes, dry towel at the tank-to-bowl joint and the supply nut, three clean flushes. Gasket replaced, so the office books the 30-day check.
When the site does not match this procedure
The customer declines the flush valve after step 5 fails. Document the decline in their own words, fit the seal, and write "seat cut, seal fitted to a failed seat at customer direction" on the record, because it will run again and the next tech needs to know it was already found.
The fixture is one-piece with no tank-to-bowl joint. Steps 6 to 8 do not apply and the flush valve is serviced in place, but the parts are usually fixture-specific, so step 1's availability check becomes the gate.
The supply riser is a rigid chrome tube flared or soldered at the stop. That is not a hand operation and belongs to the fixture supply stop replacement SOP, because a rigid riser twisted at the stop end takes the stop with it.
