Toilet Replacement Standard
Purpose
This procedure produces a replaced water closet that sits dead solid, seals on the first pressurization, and leaves behind a written record of what the closet flange looked like when the old bowl came off. That last item is the one shops skip and the one that decides who pays later. When a customer calls at week three about a stain on the ceiling below, a job with a dated bare-flange photo and a recorded flange-height measurement is a warranty conversation with facts in it; a job without one is a guess, and shops lose guesses. Toilet swaps are high volume, thin margin, and handed to the newest tech, which is exactly the combination that makes a standing instruction worth more than individual skill.
Scope
Covers floor-mounted, floor-outlet, tank-type water closets replaced onto an existing closet flange, residential and light commercial, including flange assessment, extension rings, bolt-slot repair rings and the post-set leak verification.
Does not cover wall-hung fixtures on a carrier, which anchor differently and leak with a different signature, or flushometer bowls. Two exclusions have named owners. Relocating the drain is rough-in work and belongs to the rough-in inspection readiness SOP, because in most jurisdictions it becomes an inspected alteration the moment the bend moves. A soft or delaminated subfloor around the flange is a structural repair this SOP stops for and quotes separately, because setting a new bowl on a floor that flexes reproduces the original failure and transfers the blame to whoever touched it last.

Procedure
Confirm the rough-in first. Measure finished wall to bolt centerline: 12 in standard, 10 in and 14 in the variants. Acceptance: within about 1/4 in of the bowl on the truck. Wrong: a 10 in rough-in with a 12 in bowl. Stop rule: reschedule with the right fixture rather than opening the wall, which turns a swap into unquoted carpentry. Hazard: knee pad on tile, and do not rock a still-full fixture to check it.
Close the stop and prove isolation. Close, flush, watch the tank. Acceptance: no refill, water line static a full minute. Wrong: a stop that turns freely and keeps trickling. Stop rule: isolate at the branch or main and replace the stop as part of this job rather than working against live water. Hazard: a corroded stop can shear at the stem or split a chrome nipple, so back the body up with a second wrench and stage the pan first.
Drain the fixture before you lift it. Flush, sponge the tank dry, sponge the trap. Acceptance: no standing water above the bowl outlet, tank dry enough that tipping it does not sluice. Wrong: a full trap, which holds enough to soak a hallway when the bowl tilts on the dolly. Stop rule: do not carry a wet bowl, go back and finish the trap. Hazard: trap water is contaminated waste, so gloves on, and never sponge into a bucket that will later touch potable work.
Break the supply and free the bolts. Support the stop body while backing the supply nut off, then take both closet nuts. Acceptance: bowl breaks free under light hand pressure. Wrong: a bolt spinning in its slot because the nut has seized. Stop rule: cut it with a mini hacksaw or oscillating tool rather than levering the bowl off it, which is how a flange ear snaps. Hazard: cutting a closet bolt throws steel chips toward your face, so eye protection first, and stub and blade both burn.
Lift with the real load in mind, and cap the opening at once. Two-piece bowls commonly run 50 to 70 lb and one-piece units often exceed 100 lb, past the 51 lb load constant of the revised NIOSH lifting equation before any posture multiplier applies. Acceptance: two people or a dolly, bowl on cardboard, flange plugged. Wrong: an uncapped flange left open. Stop rule: smell sewer gas and you plug and ventilate before anything else. Hazard: dropped vitreous china shatters into blades, so clear the carry path and keep everyone off it.
Assess the flange, then record it. Scrape to bare metal or plastic and measure the flange top against the finished floor, which is where a flange is designed to sit. Acceptance: both bolt slots intact, ring level within roughly 1/8 in, top no more than about 1/4 in below the finished floor. Wrong: a flange recessed half an inch under a later tile layer, or an ear cracked through. Stop rule: a recess past about 1/4 in takes an extender ring, never stacked wax rings, which compress unevenly and are the most common cause of a seal that passes on the day and weeps in month two; a cracked ear takes a stainless repair ring; a pipe broken below the floor escalates to the lead. Hazard: dry-scraping a room floored before the mid-1980s disturbs resilient flooring and cutback adhesive presumed asbestos-containing until sampled under 29 CFR 1926.1101, so keep the scrape wet, never grind, and route the material question before disturbing more.
Set new bolts and choose the seal deliberately. New brass bolts every time, heads under the flange lip, vertical. Acceptance: bolts plumb, spaced to the measured rough-in, seal matched to the gap from step 6. Wrong: reused steel bolts, the ones that seize and force step 4's cut next time. Stop rule: a gap outside the seal manufacturer's stated range means change the seal, not your estimate of the gap. Hazard: upright bolts are a puncture point for a kneeling tech, so cap them until the bowl goes on.
Set the bowl in one motion and do not lift it back off. Line up over both bolts, lower straight down, no sliding. Acceptance: even reveal at the back wall, the bowl's weight visibly settling the seal. Wrong: setting it, judging alignment off, and lifting to retry, which smears a wax seal into a shape that will not seal again. Stop rule: if the bowl leaves the floor the ring is scrap and a fresh one goes in, no inspection to see whether it looks fine. Hazard: pinch point, so hands on the rim and outside the footprint.
Draw the nuts down alternately, and shim before you chase a rock with torque. Acceptance: no movement under a firm push at the tank, nuts snug rather than tight. Wrong: a rocking bowl and a tech reaching for more torque. Stop rule: shim the low point with a composite shim and re-check, because torque on a bowl not supported all round cracks the china at the base, sometimes days later. Hazard: that crack happens under the hand on the wrench, so keep your weight off the bowl and stop when resistance climbs.
Reconnect, pressurize, observe under load. New supply line, stop opened slowly. Acceptance: fill valve shuts off cleanly, no drip at either supply nut after two minutes, no water at the base after three full flushes. Wrong: any bead at the base. Stop rule: a base leak is a reset to step 8 with a new seal, not a re-tighten, because re-torquing a leaking seal is how china cracks. Hazard: first pressurization of an old stop is where a failed part lets go, so open with a hand on the valve and eyes on the joint.
Verify flush performance and set the water line. Acceptance: tank level at the manufacturer's mark, three consecutive full-bowl evacuations clearing without hesitation. Wrong: sluggish evacuation with the tank level correct. Stop rule: that puts the restriction downstream, so document it as a separate finding and open a drain conversation; do not overfill above the mark, which drives water into the overflow and hides the fault.
The record this produces
Seven fields, written before the tech leaves: flange material, flange condition (intact, cracked ear, broken below floor), flange height relative to finished floor in inches, seal type installed, whether an extender or repair ring was used, whether the stop was replaced, and the three-flush result. The bare-flange photo attaches to the same job.
They land on the job record's custom fields and attachments, filed against both customer and fixture. The tech on a callback reads flange height and seal type to decide in ten seconds whether a month-two leak is a seal failure or floor movement. The office reads stop-replaced and flange-condition to decide whether the visit is warranty. The estimator on that address's next remodel reads whether the flange has already been extended once, because a flange on an extender under two floor layers will not take a third.
One worked pass, including a failure
Second-floor hall bath, house built in the early 1970s, ticket says 12 in rough-in, complaint is a rocking bowl and a stain on the ceiling below.
Step 1 measures 12-1/8 in, within tolerance. Step 2 fails: the stop closes and the tank keeps taking water slowly, so the line creeps up over the one-minute observation instead of holding. Stop rule taken, branch isolated at the basement valve, quarter-turn stop added to scope and priced before further work.
Steps 3 through 5 run clean, two-piece bowl moved with a second set of hands, flange capped inside the same minute.
Step 6 produces two findings against one acceptance condition. The flange top measures 7/16 in below the finished floor, because a tile layer went over the original sheet vinyl without resetting the flange, and 7/16 in is past the 1/4 in acceptance. The left bolt slot is cracked through its ear. That is an extender ring plus a stainless repair ring, both on the truck, so it is a documented deviation rather than an escalation. The 1970s sheet vinyl is presumed asbestos-containing, so the scrape stays wet and disturbance stops at the flange face. The old seal comes off as two stacked wax rings, which explains both symptoms on the ticket: the stack held the bowl proud, which is why it rocked, and it compressed unevenly, which is why it wept.
Steps 7 and 8 run clean with a wax ring sized to the extender's finished height. Step 9 fails on the first check: the bowl still moves at the right rear because the tile has lippage there. Stop rule taken, shim rather than torque; one composite shim, re-checked under a firm push, solid.
Steps 10 and 11 pass, no bead at the base after three flushes, tank at the mark, three clean evacuations. Because the flange was extended, the office books the 48-hour follow-up.
When the site does not match this procedure
The customer declines the stop replacement. Document the decline in their own words, isolate at the branch for the work, and put "no working fixture isolation" in the record, because the next tech needs to know before they open anything.
The subfloor is soft around the flange. Stop before the new bowl goes near it and escalate. A bowl set on flexing floor will loosen its bolts and re-open its seal within a season no matter how well steps 8 through 10 were run.
The flange pipe is broken below the finished floor. Outside the scope above. A repair ring bridges a cracked ear, not a broken pipe, and using one there produces a fixture that passes the three-flush test and leaks into the structure.
