Trim-Out Walkthrough Before Final Inspection

Purpose

A final inspection checks almost nothing the rough-in checked. Rough-in was pipe under test; final is fixtures, clearances, protective devices and cross-connection control, and a crew that passed the first one confidently can fail the second on a reduced relief discharge and a missing vacuum breaker. The cost is not the re-inspection. It is the day, the trades behind you, and the position you lose with a builder who now schedules your shop last. This walkthrough runs the inspector's own final list before the call is placed, with measured numbers written down.

Scope

Covers the shop's self-check at the fixture-set stage on new construction and permitted alterations, residential and light commercial: fixture clearances, traps and indirect wastes, cross-connection control, temperature limiting, relief discharge and expansion control, accessibility and labeling, through to placing the inspection call.

Does not cover the rough-in stage, its pressure tests or its DWV test, which the rough-in readiness SOP owns, gas piping tests, or backflow assembly commissioning. Whether a permit was needed at all is settled in the office before anyone mobilizes.

Procedure

  1. Start with the edition, not the fixtures. Confirm which model code and which edition the jurisdiction has adopted, plus local amendments, and have the AHJ's final checklist on the tablet. Acceptance: code family, year and amendment list written on the record before the walk starts. Wrong: measuring against remembered numbers, which is how a 22 in front clearance passes in one county and fails in the next. Stop rule: no confirmed edition, no walk, because every number below moves with it. Hazard: none, it is paperwork done before entering the building.

  2. Measure the fixture clearances with a tape. Take the water closet centerline to each side obstruction, the clear space in front, and the shower compartment's two interior dimensions. Acceptance: 15 in minimum from the closet centerline to any wall, partition or fixture, which the IPC, IRC and UPC all set; clear space in front at 21 in under the IPC and IRC and 24 in under the UPC, so record which applies; a shower compartment of at least 900 sq in interior area with no dimension under 30 in. Wrong: eyeballing a vanity moved after rough-in. Stop rule: a short clearance is a correction before the call, not an argument at the inspection. Hazard: trades work overhead on an active site, so hard hat on and eyes up before you kneel with a tape.

  3. Check every trap, every trap seal and every indirect waste. Walk each fixture, measure the seal where it is accessible, and follow every indirect waste to its receptor. Acceptance: a seal between the 2 in minimum and 4 in maximum the IPC sets at Section 1002 in the adopted edition, no flexible corrugated traps, every indirect waste terminating above the receptor's flood level rim with an air gap. Wrong: a softener or condensate line pushed down inside a standpipe, a direct connection wearing an indirect waste's clothes. Stop rule: a missing air gap is corrected on the spot. Hazard: ordinary access only, but do not reach blind behind a fixture where a cut tube end may be waiting.

  4. Walk the cross-connection control, fixture by fixture. Check hose bibs, the ice maker, the softener, the dishwasher, any tub filler or hand shower that can reach below a flood level rim, and any chemical or irrigation connection. Acceptance: a vacuum breaker on every hose connection, the dishwasher drain protected by the air gap or high loop the adopted code and the appliance instructions require, no outlet capable of submersion without protection. Wrong: a hand shower on a long hose over a tub, a submerged inlet the moment the tub is full. Stop rule: any unprotected connection stops the call, since this category fails a final outright rather than earning a correction notice. Hazard: none from checking, but keep others clear when you open a valve to test.

  5. Set and verify every temperature-limiting device. At each shower and tub-shower, run to full hot and read the outlet temperature in the stream at the head or spout, then set the limit stop where the reading is high. Acceptance: a measured full-hot temperature at or below the 120 F maximum both the IPC and UPC set for a shower outlet in the adopted edition, recorded per fixture, with a shop default of 3 to 5 F under so a seasonal inlet swing cannot push it over. Wrong: recording that a valve has a limit stop with no temperature beside it. Stop rule: a reading above 120 F is corrected and re-read before the call, not noted as an observation. Hazard: this step runs water at its hottest, so keep hands and body out of the stream, thermometer at arm's length, and children out of the room.

  6. Check the relief discharge, the expansion control and the pan drain. Follow the temperature and pressure relief discharge from the valve to its termination, then measure static pressure at a hose bib with nothing running. Acceptance: discharge full size the whole way, unvalved, untrapped, pitched down, plain-ended and terminating per the section the jurisdiction adopted (IPC 504.6 or UPC 608.5, which state termination heights differently, so record which); a pan draining to a legal indirect waste; static pressure at or under the 80 psi maximum both model codes set; and thermal expansion controlled where a check valve, pressure-reducing valve or backflow preventer closes the system. Wrong: a discharge reduced one size at a coupling downstream of the valve. Stop rule: correct it now. Hazard: do not lift a relief lever on this walk; that test belongs to the water heater SOP at temperature, and a lever lifted on a hot tank discharges scalding water at your feet.

  7. Check accessibility, cleanouts and labeling. Confirm every fixture shutoff is reachable without tools, cleanouts are clear and openable, accessible lavatories in commercial work have their supply and drain piping insulated or configured against contact under Section 606.5 of the 2010 ADA Standards for Accessible Design, and shutoffs are labeled. Acceptance: every stop reached and operated by hand, every cleanout cover accessible, insulation present where required, labels legible. Wrong: a stop buried behind a fixed panel, a code failure and a future emergency. Stop rule: an unreachable stop is relocated or the panel made removable before the call. Hazard: a stop that has never been turned can start weeping when it is, so keep a towel and bucket in hand and know where the branch isolation is.

  8. Operate everything, then write the record and place the call. Run every fixture hot and cold, flush every closet twice, fill and release each sink and tub, and watch for leaks and slow drains. Acceptance: every fixture flows and drains, no closet rocks under body weight, no weep at any supply or trap joint after a full cycle, and a value in every record field. Wrong: sampling half the fixtures because the rest were tested at rough-in, which tested pipe, not fixtures. Stop rule: any fixture that fails holds the call until corrected and re-run. Hazard: where a gas water heater fires for the first time to make this test, a personal CO monitor is worn and the appliance runs only with venting confirmed under the water heater SOP.

The record this produces

A field per check, all with values rather than ticks: the code family, edition and amendments from step 1; the closet centerline and front clearances and the shower's two dimensions from step 2; the measured trap seals and the air gaps confirmed at step 3; the cross-connection devices found at step 4; a full-hot temperature per shower from step 5; the relief discharge condition, static pressure and expansion finding from step 6; the accessibility and labeling results from step 7; and the fixture-by-fixture operation result from step 8.

That record has two lives. Before the call it is the crew's own gate, and a lead who signs it is saying the shop already ran the inspection. After the call it is what a builder reads when another trade damages something and the timeline matters, and the cheapest way to settle a disagreement with an inspector who remembers the site differently than you do.

One worked pass, including a failure

Two-bath residential addition, IPC jurisdiction confirmed at step 1 with no local amendments affecting these items.

Step 2 measures the closet centerline at 16 1/2 in to the vanity side, over the 15 in minimum, and 22 in of clear space in front, which clears the IPC's 21 in. Worth noting on the record: in a UPC jurisdiction that same 22 in would fail the 24 in requirement, which is why step 1 comes first. The shower measures 32 in by 32 in, so 32 times 32 is 1,024 sq in, over the 900 sq in minimum, with no dimension under 30 in.

Step 3 measures 2 1/2 in of seal at the lavatory and 3 in at the kitchen sink, both inside the 2 in to 4 in range, and the softener discharge terminates above the standpipe rim with a visible air gap. Step 4 finds vacuum breakers on both hose bibs and a dishwasher high loop fastened under the countertop.

Step 5 reads 117 F full hot at the master showerhead and 119 F at the hall shower, both under the 120 F maximum, the hall figure noted as thin margin and the stop backed off to bring it to 116 F.

Step 6 fails. Static pressure reads 68 psi at the hose bib, under the 80 psi maximum, and the pan drains to a legal indirect waste, but the relief discharge leaves the valve at 3/4 in and is reduced to 1/2 in at a coupling about 18 in downstream. That is not full size the whole way, so the stop rule applies: the call is not placed, the reduced section is replaced in 3/4 in to the termination, and the corrected condition is re-checked and recorded before anything else moves.

Step 7 reaches and operates every stop by hand, finds both cleanouts clear, and labels the two laundry stops that had none. Step 8 runs every fixture, flushes both closets twice, fills and releases both lavatories and the tub: no rocking closet, no weep at any joint. The call is placed with the step 6 correction shown as found, corrected and re-checked.

When the site does not match this procedure

The fixtures are not all set because a finish trade is behind. Do not walk half a house and place the call. Walk what is set, record it, and tell the office plainly which rooms are not ready, because an inspector who finds an unset fixture is entitled to fail the whole visit.

A local amendment contradicts a model code number used here. The amendment governs. Record its reference next to the measurement it changed and tell the lead, because the next job in that jurisdiction meets it too and the shop should learn it once.

The GC wants the call placed today with a known open item. Say plainly that the item fails and put the refusal in writing on the record with the measured value beside it. A shop that places a call it knows will fail buys one day and pays for it with the builder's next three jobs.
