Water Service Line Replacement

Purpose

A service line replacement is not a hard job. It is a job with three ways to lose a week, and all three happen before or after the pipe goes in: a locate that was never called or never waited out, a boundary nobody agreed on so the shop digs up the purveyor's side, and a line backfilled before it was tested and disinfected, which means it comes back out. The pipe itself is the easy part. This procedure puts a gate at each of those three points and refuses to let the trench close until the test and the disinfection are recorded.

Scope

Covers replacement of a residential potable water service from the meter or curb stop to the point of entry at the building, open trench or trenchless pull, ending with a passed pressure test, completed disinfection and a restored surface.

It does NOT cover work on the purveyor's side of the meter or curb stop, which is the utility's, and it does not cover interior repiping, which the repipe phasing SOP owns. It does not cover a sewer or gas service. Where the existing service is lead, the purveyor's replacement and notification program governs and this procedure follows it rather than substituting for it.

The handoff that costs the most: the crew backfills on a Friday because the inspector could not come until Monday. That call is made by the office, in writing, or not at all.

Procedure

  1. Establish the ownership boundary in writing before anything is scheduled. Who owns the curb stop, the meter and the setter varies by purveyor, and so does whether they will operate the curb stop for you. Acceptance: the boundary and the purveyor's material list, depth requirement and disinfection requirement recorded on the job file, with the permit number. Wrong looks like a crew arriving to a meter pit they are not allowed to touch, which turns a one-day job into two mobilizations.

  2. Call the one-call center and wait out the statutory notice period before a shovel moves. Notice windows are set by state law and commonly run two to three business days, so the ticket goes in when the job is scheduled, not the morning of. Acceptance: a ticket number, a positive response from every member operator, and marks visible on the ground. Wrong looks like digging on an expired ticket or with one operator still unresponsive: no excavation starts until every response is in.

  3. Locate the private facilities that one-call does not cover. Irrigation, landscape lighting, invisible fence, a gas run to a grill, a septic field and any private well line are the owner's, and the one-call marks say nothing about them. Acceptance: the owner walked the route with you and private items marked or disclaimed in their words. Wrong looks like a trencher through the customer's irrigation main, a repair you own and an afternoon you did not price.

  4. Hand-dig the tolerance zone on either side of every mark before mechanical excavation. Most states set that zone at a stated distance either side of the mark, commonly around 18 in, so work to whichever figure your state law specifies. Acceptance: each marked facility visually exposed before the machine works near it. If you find an unmarked facility, stop work, protect it, and call the operator and the one-call center; if you damage a gas line, everyone leaves the area immediately on foot, nobody starts an engine or touches a switch, and the call to 911 and the gas operator is made from well upwind.

  5. Make the excavation safe for entry before anyone enters it. A protective system is required at 5 ft depth or more under 29 CFR 1926.652(a)(1), a means of egress within 25 ft of lateral travel is required at 4 ft or more under 1926.651(c)(2), spoil and equipment stay back at least 2 ft from the edge under 1926.651(j)(2), and a competent person inspects daily and after any rain under 1926.651(k). Acceptance: those four confirmed and recorded before entry. Wrong looks like a quick hop into a 5 ft trench to make one connection, which is the exact circumstance that kills people in this trade every year.

  6. Shut down and verify no pressure before cutting. Close the curb stop yourself only if the purveyor allows it, otherwise schedule them, then open a hose bib to prove the line is dead and leave it open. Acceptance: no flow and no pressure at an opened bib. Wrong looks like a curb stop that will not seat, which is the purveyor's valve and their repair: stop and call them rather than working around a passing valve.

  7. Install the new service in the specified material at the specified depth, with tracer wire. Type K soft copper or polyethylene tubing meeting the purveyor's listed standard, certified to NSF/ANSI 61 and NSF/ANSI 372 for potable contact, laid below local frost depth on undisturbed or bedded bottom, sleeved under any driveway or slab, with tracer wire on non-metallic pipe brought up accessible at both ends. Acceptance: measured depth at three points, tracer wire continuous and terminated. Wrong looks like plastic pipe with no tracer, which makes the next locate impossible.

  8. Keep joints out of places nobody can reach. Pull or lay in one continuous length where the run allows, and where a joint is unavoidable put it in an accessible location, never under a slab, a driveway or a structure. Acceptance: joint locations recorded and photographed with a measurement from a fixed feature. Wrong looks like a buried compression coupling under a new driveway, which is the leak the customer will find in five years and the shop will pay to reach.

  9. Pressure test before any backfill, at the pressure and duration the code official or purveyor requires. Acceptance: a static hold with no measurable drop over the specified period, with the gauge and the whole run visible. Wrong looks like a gauge falling: stop, find it, repair, and re-run the full test from the start rather than the remaining time. Backfilling a test that "only dropped a little" is how a shop ends up excavating a finished lawn.

  10. Disinfect and flush per the purveyor's requirement, then sample if they ask for it. Many purveyors reference AWWA C651 in the permit conditions for services as well as mains, in the edition their permit cites. Handle chlorine solution with eye protection and gloves, pour with the container below face level, and discharge the chlorinated flush where the purveyor directs rather than into a storm drain or onto planting. Acceptance: contact time met, flushed to the residual the purveyor states, samples recorded if required.

  11. Backfill in lifts, restore, and document what is now invisible. Bedding and initial cover as specified, compaction in lifts rather than one dump, surface restored to what was there. Acceptance: photographs of the open trench with a tape showing depth, the tracer wire, and every joint, taken before cover. Wrong looks like a complete job with no open-trench photos, which leaves the shop with nothing to show when the surface settles or the inspector asks.

When the day does not go to plan

The existing service is lead and the purveyor has a program: their replacement, flushing and notification requirements govern, including their rules on partial replacements. The inspector cannot come before the end of the day: the office decides, in writing, whether the trench is barricaded and left open overnight or the crew demobilizes. An unmarked facility appears in the tolerance zone: stop, protect, notify, and reschedule if the route has to move. The customer asks to keep the old line as a spare: it is abandoned and capped at both ends, because a dead leg on a potable system is a water quality problem. Each has a landing that is not "keep going and sort it later", and the ticket says which one was taken.

The record this produces

One replacement record on the property record, plus the permit file:

  • Permit number, purveyor requirements as given, and the agreed ownership boundary
  • One-call ticket number, dates of notice and positive responses, and who marked
  • Private facilities located or disclaimed, in the owner's words
  • Excavation: maximum depth, protective system used, and daily competent person entries
  • Material, size, standard and certification of the new pipe, and measured depth at three points
  • Pressure test: pressure, duration, result, and any re-test after a repair
  • Disinfection method, contact time, flush duration, residual and any sample result
  • Open-trench photographs, tracer wire termination points, and surface restoration

The purveyor closes the permit from it, the next tech locates the line from the tracer wire and the joint measurements, and the office defends the work from the photographs when the lawn settles in spring.

Worked pass: 1/2 in galvanized service, 62 ft to the meter pit

Existing: 1/2 in galvanized from a curb-side meter pit, chronic low flow at upstairs fixtures. New: 1 in polyethylene, pulled, with a new tracer wire.

  • Steps 1 to 3: the purveyor owns the curb stop and operates it on 24 hours notice; permit conditions specify 42 in frost depth and disinfection per their referenced standard. One-call ticket placed at scheduling, all positive responses in, gas and communications marked crossing the route about 18 ft from the pit. Owner marked an irrigation main and a lighting run.
  • Step 4: tolerance zone hand-dug at both marked crossings, both visually exposed, gas at 30 in of cover.
  • Step 5: maximum depth 44 in at the pit end, so the protective system, the ladder within 25 ft, the 2 ft spoil setback and the competent person's daily entry were all in place before anyone entered.
  • Step 6: purveyor closed the curb stop; hose bib opened and left open, no pressure.
  • Steps 7 to 8: 1 in polyethylene pulled in one continuous length with no intermediate joints, at measured depths of 44 in, 45 in and 43 in, sleeved under the walk, tracer wire up at the pit and at the house.
  • Step 9: FAILED. The permit's condition was a static hold at 100 psi for 30 minutes with no measurable drop. The gauge fell from 100 psi to 86 psi within 12 minutes, a 14 psi loss. Stop rule taken: no backfill, walk the run. The leak was at the house-end transition fitting, which had been made up on a tubing end cut slightly out of square. Fitting remade, and the full 30 minute test was re-run from the start rather than picking up the remaining 18 minutes, because a partial re-test proves nothing about the joint that just moved. Second test held 100 psi for the full 30 minutes.
  • Steps 10 to 11: disinfected and flushed per the permit, flush discharged where the purveyor directed, open-trench photographs taken with a tape at all three depth stations, then backfilled in lifts and the sod relaid.

Note the two numbers the record carries that the customer never sees: the 14 psi drop and the fact that the re-test started over. Those are what make the second test mean something.
