Chemical Storage and Transport on the Truck
Purpose
A route truck carrying acid and oxidizer is a chemical storage facility that moves, gets hot, and is loaded by whoever is on shift. This procedure keeps incompatible products from reaching each other in a crash, a tip, or a leak, and puts the neutralizer and the protection in the hands of whoever finds it. The two events it exists to prevent are chlorine gas in a closed compartment when acid contacts sodium hypochlorite, and a fire when trichlor contacts calcium hypochlorite or any organic. Both have happened in this trade with no ignition source and no collision, from a leaking closure and a shared shelf.
Scope
Covers loading, restraint, in-transit condition, dispensing at a customer site, and end-of-day unload for liquid muriatic acid, liquid sodium hypochlorite, calcium hypochlorite, trichlor and dichlor, cyanuric acid, soda ash, sodium bicarbonate, calcium chloride, and algaecides carried on a service vehicle in support of the shop's own work.
It does not cover the fixed storage building, which has its own separation, ventilation, and inventory procedure, or hauling chemical as freight for a third party, which puts the load outside the materials-of-trade allowance and into full hazardous-materials carriage. Bulk acid dilution and pool dosing belong to the muriatic acid handling SOP and the shock dosing standard.

Under 29 CFR 1910.1200, the shop's hazard communication duty runs to its employees: every container on that truck carries a legible label identifying the product and its hazards, and the technician has access to the safety data sheet for it during their shift, electronically or on paper.
Procedure
Inspect every container at the tailgate before it goes on the truck. Look at the closure, the sidewall, and the label with the container standing on the ground, not in your arms. Accept a container whose closure is dry and free of crystalline residue, whose sidewall is firm rather than bulging or dished, and whose label is readable at arm's length. Wrong looks like white crusting at an acid closure, a swollen cal-hypo lid, or a label softened to illegibility. Any of those and the container does not load: set it outdoors, away from the building air intake, tag it, and hand it to the shop lead. Wear splash goggles and chemical gloves for the inspection itself, because a container that fails this check is the one most likely to release when you pick it up.
Load acids into the acid zone and oxidizers into the oxidizer zone, with the empty shelf between them left empty. Liquid acid goes low and upright in a lipped tray; cal-hypo and trichlor pails go in the opposite zone, lids latched, never stacked so a lower lid carries the weight of two. Accept the load when a walk to the tailgate shows no acid container in the oxidizer zone and nothing at all on the separation shelf. Wrong looks like one product moved across "just for this stop." Stop and reload; do not drive a mixed shelf. Trichlor and cal-hypo in contact can ignite without any flame present, so they never share a zone with each other either.

Restrain every container so it cannot tip, slide, or turn over under braking. Straps, a rack, or a keyed tote well; not the weight of other product. Accept when a firm two-handed shove on each container moves it less than roughly an inch and returns it upright. Wrong looks like a pail that walks when you push it, or an acid jug wedged only by a leaf net. Re-secure before driving.
Confirm the chemical space is vented to outside air and sealed from the cab. Acid vapor and chlorine off-gassing collect in a closed box; the bed compartment vents, the pass-through to the cab stays closed, and no product rides in the cab or the passenger footwell at any time. Accept when the vent openings are clear of debris and the cab pass-through latches shut. Wrong looks like a tarp taped over the vents against rain. Untape it and use a lipped tray instead; if the compartment cannot be vented, the load is limited to the products you will use that day and the compartment is opened from upwind at the first stop.
Verify the spill kit and personal protection are aboard and complete before the truck moves. Present and unopened: splash goggles, a face shield, acid-resistant gloves in nitrile or neoprene rather than latex, an inert absorbent, soda ash for acid neutralization, a sealable waste container, and drinking-quality water in a volume you can pour continuously for fifteen minutes over an eye or a forearm. Accept when every item is physically touched, not glanced at. Wrong is an absorbent bag already open and half used. Restock before departure; a route with no neutralizer turns a pint of spilled acid into a fire-department call.
Re-check the load after the first stop and after any rough road or hard stop. Open the compartment standing upwind with the door swung fully before you lean in, because ten minutes of leak has had ten minutes to concentrate. Accept when every container is upright, dry at the closure, and still restrained. Wrong is a wet tray, a fume you can smell before you reach in, or a shifted pail. If you can smell chlorine or acid, step back upwind and leave the compartment open. The smell fading is not the all-clear, because chlorine deadens the sense of smell at concentrations that still injure: re-secure only a closure you can identify from outside the box, goggles and face shield on. Anything you cannot identify from outside, or any release the truck's kit will not take, means moving the vehicle to open air, keeping bystanders back and calling it in, not leaning in to search.
Dispense at the pool from the container into a marked measuring vessel, never pool-side into the wind and never back into stock. One vessel per product family, marked, and rinsed away from the equipment pad. Accept when the measured volume is read at eye level on a level surface and the closure is retorqued before the container returns to the truck. Wrong looks like pouring from a five gallon carboy straight into the skimmer, or tipping an unused half measure back into the stock jug where it can carry pool water and organics into the container. Discard unused product to the pool it was measured for, not to the container. Goggles and gloves stay on through the pour, and you pour downwind of yourself with the vessel below chest height.
Unload at end of shift and reconcile the load sheet the same day. Everything comes off; nothing stays on the truck overnight in a compartment that reaches summer cab temperature by mid-morning. Accept when the truck bed is empty, the trays are dry, and the load sheet's out and back counts differ only by what the day's tickets consumed. Wrong is a count that does not reconcile, which means either an unrecorded dose or a container left at a customer site. Trace it before you go home; a cal-hypo pail left at a pool gate is the shop's liability and the neighbourhood's problem.
Aggregate limits that keep the load a materials-of-trade load
A service vehicle carrying chemical in direct support of its own principal business, rather than transporting it for hire, moves under the materials-of-trade provisions at 49 CFR 173.6 rather than under full hazardous-materials carriage. Those provisions cap the quantity per package and the aggregate gross weight of hazardous material on the vehicle, and they require the packaging to be the manufacturer's, closed, and secured against movement. Confirm the current per-package and aggregate figures against the regulation text for the packing group of what you actually carry, the enforcement question being always the aggregate, not the single container. A route that grew from six stops to fourteen is how a compliant load becomes a non-compliant one without anybody deciding to change anything.
The record this produces
The load sheet, one per truck per day, filed with the day's route in the job record.
- Out counts per product, by container and volume or weight, recorded at load-out.
- Condition exceptions, naming any container pulled at step 1 and why, with the shop lead's initials.
- In-transit check results after stop one and after any hard stop, as pass or as a description of what was found.
- Spill kit status, verified complete or restocked, with the restock line.
- Back counts at unload, and the reconciliation against the day's dosing entries on customer tickets.
The shop lead reads the exception lines the same evening to decide whether a stock lot is failing. The owner reads the reconciliation trend monthly, because a load sheet that never quite closes is usually a technician dosing by eye and recording a round number afterwards, which is a chemistry problem before it is an inventory problem. If a regulator or an insurer ever asks how the shop controls incompatible storage on a moving vehicle, this sheet plus the zone map is the answer.
One load-out, filled in
Truck 3, fourteen stops, mid-season. Load-out at 06:40.
Step 1 fails. Of eleven containers presented, ten pass. The eleventh, a calcium hypochlorite pail, has a lid domed enough to rock when set on a flat tailgate and a faint chlorine smell at the rim with the lid still latched. The stop rule is unambiguous: it does not load. The technician sets it on the concrete apron away from the building air intake, tags it with the date and the finding, and hands it to the shop lead rather than leaving a note. The shop lead pulls two more pails from the same lot, finds one of them also domed, and quarantines the lot. Two of three pails from one lot is a supplier conversation, not a bad pail.
Restock: one replacement cal-hypo pail from a different lot, verified flat-lidded and dry at the rim, signed off on the restock line at 06:55.
Step 2 accepted: five acid jugs in the lipped tray in the acid zone, four oxidizer pails racked opposite, separation shelf clear on the walk-past. Step 3 accepted: shove test moved nothing more than about an inch. Step 4 accepted: vents clear, cab pass-through latched. Step 5 found the absorbent bag opened from a previous route and roughly a third gone; restocked whole before departure.
Step 6, after stop one at 08:20, the tray reads dry and every closure is dry. After a hard stop at 11:05 on a gravel drive, the re-check finds one acid jug leaning against the tray lip, upright and dry but no longer strapped because the strap had backed off its cam. Re-secured, shove test repeated, load continued. That is the restraint step earning its place: nothing spilled, and the reason nothing spilled is that somebody looked twice.
Step 8 reconciles at 17:20: fourteen tickets, dosing entries totalling three and a half gallons of acid and six pounds of cal-hypo, against back counts short by exactly that. Load sheet closed. Total exceptions for the day: one lot quarantine, one restock, one strap failure. All three are the kind of finding that is worth nothing on the day and worth a great deal in the third month, when the strap failures cluster on one truck and the shop replaces the cam straps instead of the technician.
