Equipment Pad Electrical Safety Inspection

Purpose

This inspection decides whether the shop touches anything else on the pad, and ends in one of three written verdicts. Pool equipment is electrical gear living outdoors, in water, downwind of chlorine, and it degrades quietly: a bonding lug goes green over five summers, a GFCI stops tripping with no symptom at all, and neither announces itself until somebody is in the water. Run it on the first visit to a new account, after anyone else has worked the pad, and at least once a year.

If anyone reports a tingle, a shock or a buzz in the water, or if there is standing water inside an enclosure, nobody touches any equipment. Keep everyone out of the water and off the wet deck, kill the pool circuits at the panel only if you can reach it from dry ground without touching water or metal, close the pool, and call a licensed electrician.

Scope

Covers a technician's visual and functional survey of a residential or light commercial equipment pad: GFCI function, disconnecting means, the equipotential bonding network, enclosures and raceways, wiring methods, working space, and the written verdict.

It does not cover any repair. Opening an energized panel, removing a dead front, landing a conductor, repairing a bond, replacing a breaker or altering a circuit is a licensed electrician's work, and any reading requiring an open energized enclosure is qualified-person work, gated at step 3. It does not define the bonding network or its acceptance, which the pump and motor replacement SOP owns.

Three verdicts, and what each one permits

The point of a fixed verdict is that the next technician does not have to re-judge. Write one of three on the ticket, name the circuit or component it applies to, and hand it to the customer the same day.

GREEN. Every item on the list passes. Normal work proceeds.

CONDITIONAL. One or more items fail on a specific circuit or component and the rest of the pad is sound, so name what is permitted and what is not, item by item. A failed GFCI on the light circuit does not stop a filter clean; it stops any work on that circuit and stops the light being used. Conditional is not "noted and carried on" - if you cannot write down what remains permitted, the verdict is RED.

RED. Any of these and nobody works the pad: an open or corroded-through bonding path, water inside an energized enclosure, a shock or tingle reported by anyone, exposed energized conductors, or no working disconnecting means for a motor. Equipment goes off and is tagged, the customer is notified in writing that day, and the pool's usability is the electrician's decision.

Two things this inspection deliberately does NOT do. It puts no resistance number on a pool bond, because the NEC states none; acceptance is a listed, mechanically sound connection on a clean lug plus a verified continuous path, per the pump and motor replacement SOP. And it opens nothing energized: every item is visible with covers on, testable from a button, or measurable with the circuit locked out.

Procedure

  1. Do the no-contact survey from dry ground before anything is touched. Walk the pad for standing water at or inside enclosures, scorching, melted insulation, or a panel door that will not close, and ask the customer whether anyone has felt a tingle in the water and whether a breaker has been tripping. Accept when there is no water in or at an enclosure and no shock report. Wrong is either one. Stop rule: RED immediately, no equipment touched, nobody stepping into standing water to reach a disconnect, circuits killed only from dry ground, pool closed, electrician called.

  2. Test every GFCI serving pool equipment on its own test button. Accept when each device trips within about a second and resets cleanly. Wrong is a device that will not trip after three presses, or one that trips and will not reset. Stop rule: that circuit is RED - breaker open, locked, tagged and named on the verdict; a GFCI that will not trip on its own mechanism is a failed device, not a nuisance, and resetting it repeatedly to keep equipment running is what this step forbids. Hazard: pressing a test button is a dry-hand, dry-deck operation, never done standing in a puddle.

  3. Verify each motor's and appliance's disconnecting means actually opens its circuit. Confirm a disconnect is present, within sight of the equipment it serves, readily operable and correctly rated, then open, lock and tag it and verify by operation that its equipment will not run. Metering the load terminals dead reaches inside an enclosure energized a minute earlier, so only a qualified person under 29 CFR 1910.332 and 1910.399 does it, on a meter proved live before and after; anyone else stops at the operation check and books the proving to the electrician. Accept when the equipment is dead on operation, and zero on every conductor combination where one proved it. Wrong is a switch that opens one leg only, or a plug-and-cord arrangement standing in for a disconnect. Stop rule: either is RED for that circuit - left open, locked, tagged, named on the verdict - a single-leg switch leaves a hot conductor in equipment everyone treats as off. Work practices per 29 CFR 1910.333(b)(2), proving per NFPA 70E-2021, 120.5.

  4. Survey the bonding network with the circuits locked out. Inspect the lug and conductor at every accessible bonded item - pump motor, heater, salt cell, ladder and handrail anchors, the niche conductor at the deck box - then check continuity between them. Accept per the pump and motor replacement SOP: a solid copper conductor of the size NEC Article 680 requires in the adopted edition, landed on a clean lug, with a verified continuous path. Wrong is copper gone green through the strands, a conductor that pulls free on a light tug, or an open reading. Stop rule: RED, electrician, and the pool's usability is their call. Hazard: this puts hands on lugs at four separate items, so each one's circuit is opened, locked and tagged at the panel first, and the tug is a light gloved pull with no cover removed and nothing probed inside.

  5. Check every enclosure, cover and raceway on the pad. Accept when each enclosure is closed with its gasket intact, every unused opening carries a listed closure, conduit is continuous and undamaged, and fittings are rated for a wet location. Wrong is an open knockout, a missing cover screw, or conduit crushed under a hose reel. Stop rule: an open knockout or missing cover on an energized enclosure is RED until closed; fitting a listed closure with the circuit locked out is a technician's scope, anything needing a dead front off is not. Hazard: rodents and water enter through the same openings, so nest debris is vacuumed as contaminated dust, never blown toward your face.

  6. Inspect the wiring methods for anything that does not belong outdoors. Accept when every conductor run uses a wet-location method, every splice is inside a closed listed box, and insulation at each motor and appliance is intact, not cracked or brittle. Wrong is indoor cable stapled along a fence, an extension cord feeding a pump, a taped splice behind the filter. Stop rule: RED for that circuit, tagged out, electrician. No "temporary" improvement: a technician's repair on an unlisted method transfers the whole problem to the shop.

  7. Check working space and what is stored against the gear. Accept when the panel, subpanel and each disconnect can be reached and opened without moving anything, nothing combustible or chemical is stored under or against them, and the pad has not settled enough to put conduit in tension. Wrong is a hedge grown across a subpanel or a jug of acid parked under it. Acid and chlorine vapor corrode lugs and busbars from the inside out, so containers move per the chemical storage SOP and the visible lugs get inspected with the circuit locked out. Hazard: lifting a chemical container is its own contact and inhalation exposure, so gloves and goggles on, and check for weeping before lifting.

  8. Restore, then write and deliver the verdict the same day. Remove locks only from circuits that passed, confirm each restored disconnect leaves its equipment running normally, and leave every RED circuit off, locked and tagged with date and reason. Accept when the ticket carries one verdict per failed item with the permitted scope written out, in the customer's hands the same day. Wrong is a verbal warning, worth nothing to the customer and nothing to the shop later. Hazard: closing a disconnect is where a fault you did not find announces itself, so stand to the hinge side rather than square in front of it.

The record this produces

One dated electrical inspection block on the pad's equipment record, plus a copy to the customer.

  • Survey: standing water, scorching, shock or tingle reports, breaker trip history.
  • GFCI: each device, where it is, whether it tripped and reset, how many presses.
  • Disconnects: present, within sight, rated, dead on operation, and who proved the load terminals.
  • Bonding: each lug and its condition, continuity between components, conductor size and material.
  • Enclosures, wiring and space: what was found, closed on site, or left for the electrician.
  • Verdict: GREEN, CONDITIONAL with the permitted scope written out, or RED with what was tagged, the date and how the customer was notified.

The dated verdict is what lets a shop refuse work later without an argument, and it dates the condition to before the shop arrived. The GFCI line is worth trending: three presses this year against one last year is a device on its way out.

One pad inspection, filled in

A residential pad on a new account: pump, gas heater, salt cell and pool light off a subpanel with two GFCI breakers.

Step 1 passes: no standing water, no scorching, no tingle, though the customer mentions the light has been out a while and a breaker "clicked off once last summer" - which goes on the ticket.

Step 2 fails. The pump circuit's GFCI breaker trips in under a second and resets cleanly; the light circuit's does not trip after three presses. Stop rule taken as written: breaker off, lock and tag on it, light circuit RED, and replacing it is the electrician's work.

Steps 3 and 4 pass. Every disconnect opens its circuit and neither pump nor heater runs with it open; the route tech is not a qualified person, so the load-terminal proving is booked to the electrician. The bond lands clean at pump motor, heater and ladder anchor, continuity confirmed between all three, no corrosion in any lug.

Step 5: one open knockout on the subpanel, circuit already locked out, so a listed closure goes in on the spot. Step 6 passes. Step 7 finds a jug of muriatic acid under the subpanel, moved per the chemical storage SOP; the visible lugs read with the circuit still locked out, and one neutral lug carries a light green film, photographed and reported rather than cleaned.

Step 8: verdict CONDITIONAL. Permitted: filter, pump, heater and salt cell service, and normal route chemistry. Not permitted: any work on the light circuit, which stays off and tagged. Required: an electrician to replace the failed breaker, prove the disconnects dead at the load and assess the corroded lug, plus no chemical storage under the subpanel. Emailed the same afternoon with photographs.
