Pool Barrier and Gate Safety Inspection
Purpose
This procedure guarantees a barrier is judged at its worst opening rather than its best, that every gate is proved to latch from the position a child leaves it in, and that the finding reaches whoever can act on it before the truck moves. A barrier fails as a system: panels sound, gate swinging true, the whole thing defeated by two inches of washed-out grade. Without a written check a shop learns that when a child is found in the water and its own service photos show that gate standing open in eleven of them.
Scope
Covers barrier inspection on residential and small multifamily pools and spas: perimeter mapping, height, ground clearance, opening size, climbable features, gate self-close and self-latch, latch release geometry, and any dwelling door or window in the barrier. Suction outlet certification belongs to the drain cover SOP; safety covers are out. It does not make the shop the authority having jurisdiction: the technician records measurements against the adopted rule and routes the verdict to the code official or the customer's attorney.

What the barrier has to do
Residential barrier figures come mostly from CPSC Publication 362, guidance rather than law, and from Section 305 of the International Swimming Pool and Spa Code in the edition your jurisdiction adopted, which binds the property through the ordinance and the permit. Pull that edition first: heights and latch rules have moved between editions.
Everything below is the RESIDENTIAL figure set. A pool serving more than one dwelling unit - a duplex, a small apartment courtyard, an HOA pool - is a public or semi-public pool under most state health codes, which commonly require a taller barrier and their own gate hardware and alarm rules, so settle that classification with the health department before you measure. Run against these numbers, a shared pool reads as a pass at a height its own code fails.

The number worth carrying is the 4 in sphere, the one a customer creates between visits: a panel knocked loose by a mower, a pet door cut into a gate, a lattice that lost a slat. All measured fine in April. The second is the latch datum: a release is high enough by where it sits on the gate, not by the dirt under it.
Procedure
Walk the whole barrier line before touching a gate and sketch it, numbering every opening. Accept when a reverse walk returns the same element count and no run is unlabeled. Wrong is starting at the gate you parked beside, which drops the back corner: restart the walk. Hazard is footing and animals - ask where the dog is, and reschedule rather than work the far side blind with one loose.
Measure height at each run's lowest outside grade. Accept when every run reads 48 in or more, with the low point and where it sits written. Wrong is measuring at the post, where fence is tallest: red-tag the run, record the shortfall in inches, tell the owner in person. Hazard is the fence - spiked tops, sun-hot metal, wasps in a hollow top rail - so gloves on, look up the rail before reaching past it, and leave any nest for the customer to treat.
Pass a 4 in sphere gauge through every opening on the sketch, hinge and post gaps included. Accept when nothing admits the sphere and the widest reading per run is recorded. Wrong is eyeballing a gap, or checking mid-panel and missing the wedge where a gate hangs off plumb: stop on any opening that passes. Hazard is what lives in a gap, so work the gauge by its handle, never reach through one whose far side you cannot see.
Gauge ground clearance at each run's low point, distinguishing grade from hard surface. Accept at 2 in or less on soil, 4 in or less over an abutting deck or drive. Wrong is a scoured channel at the downhill corner, the tell a clean wash line under the bottom rail: stop and report, because a gap a toddler passes is a failed barrier however tall the fence. Hazard is kneeling blind, so sweep the ground gloved first, and route a wet landscape light at the fence line to an electrician.
List and photograph every climbable object within reach of the barrier from outside - condensers, planters, firewood, furniture, trash carts, dog houses, low limbs. Accept when each is photographed and either cleared on the visit or signed for as an open item. Wrong is noting "some furniture" with no photo, which loses the finding the moment the chairs move. Hazard is lifting what you did not bring: photograph the condenser or the loaded cart rather than move it.
Cycle every gate from three open positions - fully open, roughly half, a few inches ajar - five releases each, hands off. Accept at 15 of 15 unassisted latches, each confirmed by pulling the gate without touching the release. Wrong, and the most common failure here, is a gate that latches from wide open and stalls short from ajar, because a closer has least energy at the end of travel and ajar is where a child leaves a gate: red-tag it and tell the adult on site the gate is not self-latching. Hazard is the gate: fingers clear of the latch jamb and hinge side, stand outside the arc, never cycle a spring gate with a child or pet in the path.
Measure latch release height from the bottom of the gate, not the ground under it, and gauge the surrounding openings. Accept at 54 in or more from the gate bottom; where lower, only if it is on the pool side, at least 3 in below the gate top, with no opening over 1/2 in within 18 in of it. Wrong is measuring from grade, which on a gate hung with 2 in of clearance reads 2 in high and passes a marginal gate; wrong too is a low outside latch, or a low inside latch beside a 1 in gap a child reaches through: stop and report a failed gate. Hazard is the reach, so walk around rather than lean over the gate.
Test every dwelling door and operable window opening into the enclosure, timing the alarm twice. Accept when it sounds within 7 seconds and runs 30 seconds or more on both tests, switch 54 in or higher. Wrong is silence, a low-battery chirp, a taped switch or a magnet propped off its contact, any of which means that wall is not a barrier: stop and report. Hazard is the door standing open mid-test, so keep a hand on it, never prop it, and wait until an adult has any small child behind a shut door.
Restore anything you moved, disabled or propped, then re-prove it. Accept when each gate on the sketch latches on one final unassisted release and each alarm is heard once more. Wrong is driving off with your own wedge in a gate, which is how a shop causes the event it came to prevent: re-walk the sketch if any element is unaccounted for.
Report in person, then write the same words on the ticket. Read the failed lines aloud, say what the pool needs until each is corrected (adult present, or closed and locked), take a signature. Accept when signature, date, time and every failed line number are on the sheet and the customer holds a copy before you leave. Wrong is emailing it from the next stop, which loses the one thing the shop needs later: evidence the customer was told. On a refusal, note the words used and call the manager.
The record this produces
One barrier inspection sheet per pool per inspection, filed on the customer record and read against the previous one. Every acceptance figure the steps name goes on it against its numbered element, the latch release recorded from the gate bottom, then the failed line numbers, the words used, the signature or refusal, the date and time, and a line confirming nothing was left propped or silenced.
Insurers and, in a bad year, attorneys read this sheet to establish what the shop knew and when it said it.
Worked pass: single-family backyard pool, spring inspection
One dwelling, so the residential figures above govern. Four runs of aluminum picket fence, one gate off the driveway, one laundry-room patio door.
Step 1. The reverse walk returned that same count.
Step 2 FAILS. Run A read 48.5 in at the post and 45.5 in at the low point where a downspout scoured the grade. Acceptance is the run's lowest reading, so run A is short by 48 minus 45.5, which is 2.5 in. Runs B, C and D read 48.25, 49.0 and 48.5 in. Run A red-tagged.
Step 3. Widest openings by run: 3.5, 3.25, 3.5 and 3.75 in. None admitted the sphere. The 3.75 in at a gate-side post is written down because it is 0.25 in from failing and one freeze-thaw season decides it.
Step 4 FAILS on the same run. Run A gauged 3.25 in on grade against 2 in, over by 1.25 in, in that same scoured channel. B, C and D gauged 1.0, 0.75 and 1.5 in; C gauged 2.5 in where it crosses a concrete walk, inside the 4 in hard-surface figure. Both run A failures share one cause, so the quote is one line: regrade, close the bottom rail, re-measure both.
Step 5. Photographed on the driveway side of run A: a trash cart and two stacked chairs, moved during the visit, and a fixed electrical pedestal signed for as an open item.
Step 6 FAILS. Five of 5 latched from fully open, 5 of 5 from half, 3 of 5 from ajar at roughly 4 in, the other two stalling 1.5 in short of the keeper. That is 13 of 15 against an acceptance of 15 of 15. Stalling from ajar is closer energy, not latch alignment, so the quote is a closer replacement, not a keeper adjustment.
Steps 7 to 9. The gate hangs 1.5 in above its pad, so the release read 56.0 in from grade and 54.5 in from the bottom of the gate. The gate-bottom figure is the one the rule uses, and 54.5 clears 54 by half an inch, so the low-latch geometry does not apply. From grade it looked like 2 in of margin it does not have. Door alarm sounded at 3 and 4 seconds, both inside 7, and ran 45 and 44 seconds, both above 30, switch 58 in above the threshold. Nothing was left propped or silenced and the final unassisted release from half open latched.
Step 10. Read aloud to the homeowner: run A short 2.5 in on height and over 1.25 in on clearance, gate not self-latching from ajar. Until the closer is replaced the gate is chained shut or an adult is present. The owner chose the chain, signed at 10:40, holds a copy. The sheet says in those words that a chain is an interim measure and not a repair: a chained gate is neither self-closing nor self-latching, so the barrier stays non-compliant while it hangs there. Failed lines and interim measure both go to the code official, and to the property's attorney where one is involved. Re-check booked before the repair.
Three of ten steps failed, and all three trace to two physical causes.
