Oil Stain Pretreatment Before Flatwork Cleaning
Purpose
Pressure alone does not remove oil from concrete. It moves oil sideways and drives it deeper into the pores, so a driveway that looks clean at handover can show the same stain again, slightly larger and slightly lighter, within a day or two as the oil wicks back toward the surface. This standard forces a degreaser to break the oil's bond to the concrete before the surface cleaner ever runs, and it sets an honest boundary for stains that will not fully lift.
The failure it prevents: a "ghosted" stain callback, and the opposite failure of an over-strong degreaser etching or bleaching a stamped or colored surface because nobody tested it first.
Scope
Petroleum staining, motor oil, transmission fluid, hydraulic fluid, and similar drips, on exposed concrete, pavers, and other porous flatwork. Covers assessment, a required test patch, application, and rinse-out.
Does not cover rust staining, which uses an oxalic-acid product and is covered in the paver and stone compatibility reference, and does not cover the organic-stain sodium hypochlorite pretreatment or wastewater containment, both owned by the surface cleaner flatwork procedure standard, which this SOP is a required step inside of.

Before the degreaser goes down
Degreasers are alkaline and caustic. They burn skin and eyes on contact. Gloves and eye protection go on before mixing, and if splash reaches skin or eyes anyway, then flush with clean water for the time stated on the SDS, commonly on the order of 15 minutes, and seek care if irritation persists. The SDS, which 29 CFR 1910.1200 requires be on hand at the job site, sets the actual dwell window and PPE for that specific formulation; follow it over any general number here.
Never let this degreaser meet an acid-based rust treatment on the same wet surface, in a bucket, or in an unlabeled container. Sodium hypochlorite and an acid release chlorine gas on contact, and this degreaser sits in the same tote bin as an oxalic-acid rust remover on most trucks. Sequence chemistries with a full rinse to bare water between them, and treat any unlabeled container as unknown rather than guessing. If a chlorine smell develops anyway, then leave the area immediately, get upwind, and do not try to neutralize it by hand.
The procedure
Identify the stain and classify its age. Read color, edge sharpness, and tack against what the customer reports. Acceptance: classified fresh (dark, sharp edge, still slightly tacky), moderate (lighter, edges softening, weeks old), or set (pale, diffuse edge, present for a season or more). Wrong looks like treating every stain the same regardless of age. Stop rule: a set stain gets a documented expectation-setting conversation before any product is applied, since full removal is not guaranteed. Hazard: none at this step, it is a visual and tactile read.
Age matters mechanically, not just cosmetically. Fresh oil sits mostly in the top layer of pores and is still low-viscosity enough for a surfactant to break its bond quickly. The same oil, weeks or months later, has wicked deeper by capillary action and partially oxidized, which is why a set stain resists a degreaser that would have lifted it easily on day one; the classification at this step is what sets a realistic outcome for every step after it.
Run a test patch in a low-visibility corner before treating the full stain. Apply the degreaser at label dilution to roughly a 1 sq ft area, dwell per the SDS-stated window, agitate, rinse, and inspect. Acceptance: the patch visibly lightens with no etching, bleaching, or color change to the surrounding concrete. Wrong looks like a lighter halo bigger than the treated square, meaning the mix is too strong for this substrate, especially stamped, colored, or sealed concrete, where the visible finish is a thin surface coat rather than the concrete itself (full material notes in the paver and stamped surface compatibility reference). Stop rule: any etching or halo on the test patch means dilute further or switch to a milder product before touching the full stain. Hazard: alkaline splash while agitating a small area; and if splash reaches skin or eyes, then flush per the SDS window above.
A slab under roughly 28 days of cure, the conventional strength-cure benchmark, is more chemically vulnerable than fully cured concrete. Confirm the pour date if it is recent construction, and if the slab is that young, run a smaller, more conservative test patch and expect to dilute further than the label's standard rate.
Apply the confirmed dilution to the full stain, working from the perimeter inward with a margin beyond the visible edge. Acceptance: full wet coverage including the margin. Wrong looks like treating only the dark visible center, which misses the halo that shows once the surface dries. Stop rule: none beyond correctness; re-cover any missed margin before agitating.
Agitate with a stiff synthetic-bristle brush, working the product into the pores. Acceptance: visible emulsification, a milky or foamy sheen developing where oil is lifting. Wrong looks like no change on a fresh or moderate stain, which usually means the mix is too weak or the dwell has not started working; on a confirmed set stain, no change may mean the oil is at its practical limit. Stop rule: on a fresh or moderate stain with zero response after full agitation, escalate to a stronger label dilution before condemning it as set; on a confirmed set stain with no response, stop mechanical work now, since continued scrubbing burnishes the aggregate and leaves a shiny patch more visible than the original stain. Hazard: agitation kicks up alkaline splash and fine debris, so eye protection stays on throughout.
Hold the dwell window confirmed at step 2, keeping the surface wet. Acceptance: the treated area stays visibly wet or foamy through the full window. Wrong looks like flash-drying in direct sun, leaving unreacted product. Stop rule: re-mist the moment drying starts rather than letting it sit partly dried. Hazard: continued alkaline exposure; gloves and eye protection remain on.
Rinse thoroughly to bare water before any other chemistry touches this area. Flush until the runoff carries no visible foam or sheen. Acceptance: rinse water runs clear off the treated patch. Wrong looks like foam still visible in the rinse stream after one pass. Stop rule: continue rinsing until clear; do not layer the sodium hypochlorite pretreatment or the surface cleaner pass over unrinsed degreaser residue. Hazard: none beyond standard footing on a wet surface.
The record this produces
- Classification: fresh, moderate, or set, with the reasoning.
- Product and dilution: the confirmed mix from the test patch.
- Dwell achieved: the actual window held, including any re-misting.
- Agitation and rinse: method used and rinse-clear confirmation.

One run of this standard, filled in
A driveway threshold with a roughly 2 x 3 ft stain, dark with soft edges, present about three weeks per the customer and already rained on twice.
- Step 1: classified moderate, edges softening, three weeks old. Pass.
- Step 2: test patch at label dilution (illustrative 1 part concentrate to 10 parts water), dwelled 12 minutes within the SDS's stated 10 to 15 minute range, agitated, rinsed. Patch lightened cleanly, no halo. Pass.
- Step 3: full 6 sq ft area covered with a margin beyond the visible edge. Pass.
- Step 4: agitated with a stiff brush. Visible emulsification across the stain. Pass.
- Step 5: dwelled 12 minutes, stayed wet, no re-misting needed. Pass.
- Step 6: first rinse pass. Faint sheen still visible in the runoff. Fail. Stop rule taken: continued rinsing for a second pass, runoff ran clear.
Final result: stain lightened to a faint shadow, not fully invisible, consistent with a moderate stain that has already had time to set. Documented as significantly reduced with a residual shadow, matching the pre-work classification rather than promising full removal a fresh stain might have delivered. A fresh stain caught within a day or two, before repeated rain events pushed oil deeper into the pores, would reasonably be expected to lift closer to fully; the three weeks and two rain events are exactly what widened the gap between "reduced" and "gone" here, and that reasoning, not a weaker product, is what belongs in the customer conversation.
When the call does not run as written
A set stain shows zero response after full agitation. Stop mechanical work. Document it, photograph it, and discuss options with the customer, including that a deeper penetrating treatment is outside this SOP's scope and may not exist for oil cured this far into the pores.
An unidentified spill on a commercial lot. Do not treat it. A stain of unknown origin may not be petroleum at all; refer to a hazmat-qualified handler rather than guessing with a degreaser.
A large stain spans both a stamped or sealed zone and plain broom-finish concrete. Run the test patch on the more sensitive material, not the more durable one; a dilution confirmed safe on plain concrete can still etch a sealer coat a few feet away, and confirming on the tougher material first is the shortcut that produces the callback.
The stain sits directly beside a storm drain or landscaped bed. The containment step in the flatwork procedure standard is mandatory before this SOP's chemistry goes down, not after.
