Crew Daily Start and Tool Tether Standard
Purpose
A dropped tool is the roofing hazard that most reliably injures somebody who is not on the crew: the homeowner who stepped out to look, the child on a scooter, the sales rep walking to the door. This procedure fixes the morning so the day's variables are decided once, out loud, and fixes what happens to every object that goes above ground level.
The number it produces is a tool count that has to close at the end of the day, and a barricade that does not come down until it does.
Scope
Covers the daily start on an occupied residential or light commercial roofing site: the huddle, the person check, the ground barricade, tool and hardware control above ground level, and the end-of-day reconciliation.
Does not cover ladder setup or personal fall arrest, owned by the ladder setup and fall protection SOPs - both run inside this start rather than being repeated here. Does not cover rooftop loading or the closeout sweep.

Tethering is a rated system, not a piece of string
Dropped-object prevention is built from four parts, and the consensus standard that defines and tests them is ANSI/ISEA 121-2018: anchor attachments, tool attachments, tethers, and containers. It is a voluntary standard rather than a regulation, so it reaches you through the manufacturer's certification of the parts you buy and through your own program, not through an inspector citing it directly.
The rule that matters on a roof is simple. Every component carries a rated capacity, and the tool's weight must be under the rating of the weakest link from tool to anchor. A 5 lb tether on an 8 lb nailer is not a control, it is a dropped tool with a strap attached. Anything over the rating goes in a container and gets hoisted, and a container full of hardware is itself a rated load.
Two things are never tether anchors: the harness D-ring used for fall arrest, and the personal fall arrest anchor. Loading either with a tool line puts a snag path across the one system that has to work in a fall. Tools tether to a tool belt attachment point or a separate structural point.
OSHA's requirement is separate and additive. Under 29 CFR 1926.501(c), workers exposed to falling objects wear hard hats and the area is protected by toeboards, screens, a canopy, or by barricading the area below and keeping it clear. On a residential reroof the barricade is the practical one, and it is why the ground person exists.
Procedure
1. Hold the huddle before anything is carried anywhere. Read yesterday's open items, name the person who owns the weather call, state the day's end line and strip target, and name who is on the ground. Acceptance: those four named out loud with everyone present, and written on the ticket. Wrong looks like a huddle where the lead talks and nobody repeats anything back. Stop rule: a crew member who cannot say back the end line and the weather owner has not been briefed, so the huddle is not finished. Hazard: none at this step, it is a conversation on the ground with the trucks off - which is why it happens before engines, ladders and traffic make it impossible to hear.
2. Check the people before you check the tools. Confirm footwear, eye protection and hard hats are on site, ask directly about anyone working sick, injured or short of sleep, set the water and shade plan for the forecast temperature, and pair anyone new or temporary with a named experienced person. Acceptance: PPE present for every person, a named partner for every new person, a stated water and rest plan. Wrong looks like a temp nobody has assigned, learning the site by following whoever is nearest. Stop rule: no eye protection or no hard hat means that person does not go up, and nobody wears a hard hat that has been struck. Hazard: there is no federal numeric heat standard, but several states set their own water, shade and rest requirements, so use your state's and treat cramping, confusion or a headache as a stop-and-cool event.
3. Barricade the ground below before anything goes above ground level. Cone and tape the full area under every work face plus the drop and hoist zones, put the signage where the occupant and the postal carrier will meet it, and tell the occupant the line is not decorative. Acceptance: a continuous barricade under every work face, gates and walks addressed, and the occupant told by name. Wrong looks like tape run only under the eave the crew is working, when a tool bounces. Stop rule: anyone inside the line stops the work above until they are out, no discussion. Hazard: hard hats are required under 29 CFR 1926.100 for anyone exposed to falling objects, and that includes the ground person under the eave, who is the one most often bare-headed because they feel like they are not really on the job.
4. Log every tool going up, and check its weight against the tether rating. Write each tool on the day's log with its weight and the rated capacity of the tether and attachment it will use, and mark its disposition: tethered, contained, or staying on the ground. Acceptance: a log line per tool with weight, rating and disposition, and no line where weight exceeds rating. Wrong looks like a tether picked by which clip is free. Stop rule: any tool heavier than its tether's rating goes in a container hoisted by rope, and a frayed, cut or heat-damaged tether comes out of service on the spot. Hazard: inspecting a tether means running it through your hands, so gloves off for the inspection and back on for the work, and a nailer is logged with its magazine empty and its air line off.
5. Attach tools to a tool point, never to a fall arrest point. Clip each tool attachment to the tool, run the tether to a tool belt attachment or a separate structural anchor, and check the length so it cannot reach a moving part or the ladder. Acceptance: every tool on the log physically clipped and pulled by hand to confirm it holds, and no tether on any harness fall-arrest D-ring or personal fall arrest anchor. Wrong looks like a tether clipped to the back D-ring because it was the nearest ring. Stop rule: a tether that is long enough to let a tool swing into the person below the worker is shortened before work starts. Hazard: a long tether is itself a snag, so tethers are kept clear of the fall arrest line and of anything that turns - and if a tool does swing and strike the worker, the stop is the same as any struck-by: come down, assess, report.
6. Move everything else by container and rope, not by hand on a ladder. Load containers on the ground, hoist them by rope with the ground person clear of the line of fall, and keep both hands for the ladder. Acceptance: nothing carried up or down a ladder, every hoist rope tended by a named person, hoist path inside the barricade. Wrong looks like somebody climbing with a bundle on a shoulder. Stop rule: 29 CFR 1926.1053(b)(22) prohibits carrying any object or load that could cause loss of balance, so a climb with hands full stops and the load goes on the rope. Hazard: a hoisted container swings and can spill, so nobody stands under or beside the line of fall, containers are filled below the rim, and a snagged container is lowered rather than jerked free.
7. Contain hardware and offcuts at the point they are made. Keep fastener coils, cap nails, cut-offs and packaging in a closed container on the roof, and send everything down by chute or bucket. Acceptance: no loose hardware or offcut on the roof plane at any break, chute discharging inside the barricade into the container. Wrong looks like offcuts pushed to the eave for later, which is a shower of aluminum onto the drive once the wind gets under them. Stop rule: nothing leaves the roof by gravity, ever - a crew that starts throwing offcuts is stopped and the barricade re-checked before work resumes. Hazard: reaching over an eave to feed a chute is a fall exposure, so the chute is set where it can be fed from an anchored position and no section is re-hung while somebody is below it.
8. Close the count before the barricade comes down. Walk the roof for anything left, bring everything down by container or tether, then reconcile the log line by line. Acceptance: every logged tool physically accounted for, the log signed, and the barricade removed only after the count closes. Wrong looks like a barricade dropped at quitting time while somebody is still on the slope. Stop rule: a missing tool means searching the roof plane, gutters, valleys and the ground inside the barricade before anyone leaves, because what you cannot find is on a roof in tonight's wind. Hazard: the closing walk is the last trip up on tired legs, so fall protection stays on until the person is back on the ladder, and day anchors are removed and their penetrations sealed to the fall protection SOP rather than left open.
The record this produces
The daily start sheet: date, address, crew present by name, the weather-call owner, the day's end line and strip target, PPE confirmed, new-person pairings, the water and rest plan, barricade extent, and the tool log with one line per tool carrying weight, tether rating, disposition and a tick at the closing count. Anything that came off a tether during the day is written on it, and so is any tool taken out of service. The next morning's huddle reads the open items off it, and if a struck-by event happens the sheet says who was briefed, what the barricade was, and which tool was where.

Step 4 fails on the nailer. At 8.5 lb against a 5 lb tether rating, the tool is 3.5 lb over the weakest link, so no tether on the truck controls it. The stop rule fired: the nailer went up in a container on a hoist rope with the ground person clear of the line of fall, and stayed in the container between uses rather than being clipped to something convenient. Five of the six tools were tethered and the sixth contained, which is the only combination the log accepts.
Step 3's barricade ran the full south elevation plus the hoist zone and the gate path, and the ground person stopped work twice: once for the customer walking to their car, once for a delivery driver.
At close, five of the six logged tools were accounted for. The hatchet was missing, having been unclipped for a two-handed valley detail and left there. Step 8's stop rule held the barricade up while two people searched the roof plane and the gutters, and it was found in the north valley eleven minutes later. Had the barricade come down on schedule, a 2.2 lb hatchet would have spent the night in a valley with 30 mph gusts forecast, over the drive the customer parks on.
