Heat and Cold Weather Work Limits on a Roof

Purpose

A roof imposes two temperature limits that move in opposite directions: what the crew can survive, and what the material will do. Heat takes the crew down while it makes shingles soft enough to scuff and overdrive. Cold leaves the crew comfortable while shingles turn brittle and seal strips never activate. Check both against measured numbers, because a day that clears one can fail the other, and both failures arrive late: heat illness shows after the person is impaired, and an unsealed shingle looks perfect until the first wind event.

Scope

Covers the go, modify or stop decision for steep-slope and small low-slope roofing in heat and cold: crew limits, hydration and rest, acclimatization, material application temperature, sealing verification, and the response when someone goes down.

Does not cover wind or precipitation cutoffs (tear-off and dry-in SOP), kettle temperature control (kettle safety SOP), or the fastener audit that catches heat-driven overdriving (nailing pattern SOP), though this names the condition.

Heat stroke is the one that kills, and it shows up in the head

Learn this before anything else on the page, because the response starts before the diagnosis is certain.

Heat exhaustion is heavy sweating, weakness, nausea, headache, cramps, cool clammy skin, and the person is still themselves. Shade, loosen clothing, cool them, give water, off the roof for the rest of the shift, and watch them.

Heat stroke is confusion, slurred speech, stumbling, odd behavior, collapse or a seizure, and the skin may be hot and dry or still sweating. Call 911 immediately, start cooling immediately, and do not stop cooling to wait. Cold water immersion is the most effective field cooling; otherwise ice or cold wet cloths to neck, armpits and groin with shade and air movement. Someone stays with them throughout. A confused person is not given water and is not driven anywhere by a co-worker.

If they are on the roof when this is recognized, they come down first, with hands on them, because a confused person at a roof edge is a fall in progress. That descent is the one thing that comes ahead of the cooling.

Procedure

1. Take three measured numbers at the huddle, not one forecast. Read shaded air at the site, roof surface with an infrared thermometer on each plane to be worked, and wind. Acceptance: three readings on the ticket with times, plus the forecast high and heat index. Wrong looks like deciding from a phone forecast, which reports shaded air at an airport. Dark asphalt in full sun with little wind commonly reads 40 to 70 F above shaded air, so measure yours. Stop rule: frost, ice or visible moisture on a plane stops access until it measures dry. Hazard: the surface reading is taken from a ladder or a connected position, never by walking a frosted plane.

2. Turn the heat plan on at a stated action level. Shop default: heat plan on at a heat index of 80 F or a measured roof surface of 120 F, whichever comes first; high-heat procedures at 90 F index or 140 F surface. Tune them to your climate, but commit to numbers. Acceptance: shade at the site, water on the roof and at grade, breaks scheduled, every worker able to name their buddy. Wrong looks like water in a cooler fifty steps from the ladder, which nobody drinks. Stop rule: no shade and no drinkable water means the crew does not start. In California, Title 8 section 3395 requires shade at 80 F and high-heat procedures at 95 F for construction; elsewhere the duty runs through the General Duty Clause and any state plan you fall under.

3. Set hydration and rest as a schedule, not an invitation. Default is about 1 cup of water every 15 to 20 minutes, roughly a quart an hour per person, and not more than 48 oz in any hour. Under high-heat procedures shade breaks come on the clock, not on request. Acceptance: water tracked by container count at each break, every worker taking it. Wrong looks like a crew drinking on breaks only, half the intake the work requires. Stop rule: a worker who has not been drinking comes off the roof for the break rather than through it. Hazard: overdrinking is a real risk the other way, which is why the 48 oz ceiling sits beside the target.

4. Run the acclimatization schedule for anyone new or returning. A worker new to the job, new to the climate, or back after a week away builds up gradually: roughly 20 percent of the crew's usual roof time on day one, rising by no more than about 20 percent a day. Acceptance: their allowed roof hours on the ticket and their actual hours against it. Wrong looks like a new hire on a full first day in July. Stop rule: a worker past their allowed time moves to ground work for the rest of the shift.

5. Check the material's application temperature before a roll or bundle opens. Read the printed minimum off the instruction for the exact membrane, underlayment, sealant and cement on the truck, then measure the surface where it goes. Acceptance: measured surface at or above the printed minimum at the location of use, both numbers recorded. Wrong looks like one reading from the sunny plane approving a shaded return. Stop rule: below the printed minimum, that area waits, gets the primer the manufacturer names for cold application, or is held to another day, never installed and hoped for. Hazard: cold membrane and cold metal are stiff and springy, so a partly unrolled sheet or an unclipped flashing can snap back into a face.

6. Verify sealing rather than assuming it. Seal strips need warmth and sun; on a cold or shaded plane they may not bond until the following season. Where the shingle instruction requires it, hand-seal with the cement it names, in the spot count, size and location it specifies. Acceptance: a lift test on a sample of laid shingles finds them bonded, or hand-sealing done to instruction on every shingle there and recorded by plane. Wrong looks like a stripe of cement across a tab, which traps water and is not what the instruction says. Stop rule: the plane is not closed out until one is true, because an unsealed plane over a winter is a blow-off waiting to happen. Hazard: asphalt roof cement carries solvent, so nitrile gloves and eye protection, never in a closed space, SDS read first.

7. Protect the material from the crew in heat. Above the shop's walkability surface reading, foot traffic leaves depressions and drags granules off, and guns overdrive into soft asphalt. Keep traffic to planned routes, work off jacks or planks where a plane must be crossed, and stage bundles so nobody walks a finished plane twice. Acceptance: no footprint depression and no granule scuff on any completed course, checked at the end of each plane. Wrong looks like a shiny scuffed path across a south plane in the afternoon. Stop rule: scuffing stops covering on that plane until the surface comes down or the crew works off planks, and scuffed shingles are replaced. Hazard: a surface hot enough to scuff burns a bare hand or knee, so gloves and knee pads stay on and nothing metal is left where somebody grabs it.

8. Respond, record and route when someone goes down. Use the response above for heat. For cold, numbness, clumsiness, slurred speech or shivering that stops is a stop-work for that person: into warmth, dry clothing, warm sweet drinks if alert, medical attention for skin that is white, waxy or numb. Acceptance: the person out of the environment, someone with them, the event written the same day with time, symptoms, action and outcome. Wrong looks like an event handled well and never recorded, losing the pattern that would have changed the schedule. Stop rule: any suspected heat stroke or cold injury ends that shift and goes to medical care however they feel twenty minutes later. Hazard: the responder is in the same conditions, so it is staffed by two, one cooling or warming, one managing the call and the access.

Three exceptions the schedule produces

Material already up and already cold. Bundles staged overnight are not condemned by being cold, but they are not installed cold either. Move what goes down first into a warmed space or a sunlit plane, re-measure at the point of use, and install only from stock at or above the printed minimum. Stop rule: if nothing on site reaches that figure, the plane is dried in and held.

A worker who refuses the acclimatization limit. It is not theirs to waive: new and returning workers are the profile in fatal heat cases. The lead moves them to ground work when the allowed hours are gone and records it; a second refusal is a supervision conversation off the roof, not a debate at the ridge.

Re-measure before agreeing: the plane closes only if the surface still holds the printed minimum and there is light to work by. Otherwise it is dried in and the customer gets the reason in writing that day, because a plane laid by headlamp cannot be inspected.

The record this produces

One weather-limits entry per work day: date, address, shaded air and surface readings per plane with times, wind, forecast high and heat index, which limit was on and the number that triggered it, water on site and consumed, breaks taken, any acclimatization schedule with allowed and actual hours, each product's printed minimum beside the measured surface, hand-sealing by plane, any stop that fired, and any symptom with its response.

The lead writes it at close. The office reads the symptom lines across a season, because three headaches on three Tuesdays is a schedule problem; the warranty desk reads the sealing lines after a wind loss.

Worked pass: October reroof, 34 F morning, 62 F afternoon

Step 1 at the 6:40 am huddle: shaded air 34 F, wind 8 mph, forecast high 62 F and clear, heat index 62 F. Frost on the north plane, so the stop rule fires and the start is pushed to 9:15, when that plane measures 41 F and reads dry.

Step 2: the heat index peaks at 62 F against the shop's 80 F action level, so the heat plan stays off and the entry says so with the number. Steps 3, 4 and 7 are logged as not triggered, because a blank reads as an omission later.

Step 5 fails on the east return. The self-adhered ice barrier instruction prints a 40 F minimum application temperature. Surface at 9:20 reads 41 F on the north plane and 38 F on the east return: north passes at 41 against 40, east fails at 38 against 40, short by 2 F. The crew dries in the north plane first; the east return re-measures 47 F at 11:40 and is installed then, both readings recorded beside the printed 40.

Step 6: surface peaks at 1:10 pm read 96 F south and 58 F north. A 3:00 pm lift test finds the south plane's sampled shingles bonded, so no hand-sealing there. The north plane is not bonded and will not be this season, so it is hand-sealed to the instruction's spot count and size, recorded by plane.

The lead's note: the 2 F shortfall cost two and a half hours of resequencing; installing anyway would have cost the bond on the one elevation that never sees sun.
