Low-Slope Roof Repair Standard SOP
Purpose
A low-slope repair is a materials-compatibility decision before it is a workmanship decision. Identify the membrane and how it is attached, and the repair method follows. Guess it, and the patch looks perfect the day it goes on, holds through the first season, and debonds in the second - by which time the customer believes the roof is failing and the shop that made the first repair owns the argument.
It guarantees three things: the membrane is identified by evidence rather than by colour, the wet insulation under the defect is found and removed rather than covered, and the repair is proven by a destructive test coupon before any production work goes down. It also keeps the shop from voiding a live manufacturer warranty with a repair it was not authorized to make.
Scope
Covers repair of single-ply and modified bitumen low-slope roofs on residential and light-commercial buildings: splits, punctures, open seams, failed penetration flashings and storm damage, both temporary and permanent.
It does not cover full replacement or recover, roof drain work, or structural deck repair beyond reporting it, and it does not cover new-installation seam-weld quality control. Where the roof carries a live manufacturer system warranty and the shop is not an authorized applicator for that system, this procedure stops at the temporary repair and hands the permanent work to whoever holds the certification.

Procedure
1. Make the roof safe to work before diagnosing anything. Set fall protection at every unprotected edge before walking out: a personal fall arrest system anchored to structure, or on roofing work on a low-slope roof, a warning line system with a monitor under 29 CFR 1926.501(b)(10), with the line placed to the distances in 1926.502(f). Cover or guard every skylight and roof opening. Acceptance: protection in place at every edge of the work area and every opening covered before the first tool comes out. Wrong: a warning line set closer to the edge than the standard allows because the work sits near it. Stop rule: an edge or opening that cannot be protected is not worked. Hazard: wet or frosted single-ply is genuinely slick, and a ballasted roof hides trip and ankle hazards under the stone, so both conditions stop work rather than slow it.
2. Identify the membrane by evidence, not by colour. Read the seams: a hot-air welded thermoplastic seam has no tape line and no adhesive edge, while an EPDM seam shows a tape line and lap sealant. Note the attachment - fastener plates telegraphing in rows, full adhesion, or ballast. Then confirm the polymer with the roof file, a manufacturer label at a curb or a drain, or a test coupon welded to a sample of your patch stock. Acceptance: membrane type, attachment method and thickness recorded, with the evidence named. Wrong: calling any white membrane TPO, when a PVC roof takes a PVC patch and will not weld to TPO stock. Stop rule: an unidentified membrane gets a temporary mechanical repair only, never a chemistry commitment. Hazard: do not scorch or torch a suspected PVC membrane as an identification test, because overheated PVC releases hydrogen chloride and the exposure route is inhalation.
3. Confirm warranty status before altering the roof. Check whether a manufacturer system warranty is live and whether it requires an authorized applicator for repairs. Acceptance: a yes or no recorded on the ticket with the warranty number when one exists. Wrong: proceeding on the customer's belief that "there is no paperwork," when the building owner's file usually has it. Stop rule: a live system warranty plus no certification for that system means temporary repair only, the customer is told in writing that a permanent repair by others protects their coverage, and the permanent work is handed off. Hazard: this is a paperwork step done at the truck, not on the roof, so it happens before anyone is out on an edge under time pressure.
4. Find the wet core, not just the hole. Take core cuts on a grid around the defect, or run a moisture survey, and probe the insulation at each cut. Acceptance: a core-cut map with each cut marked wet or dry, a measured wet area in square feet, and every cut patched the same day it is taken. Wrong: patching the membrane over saturated insulation, which leaves a heat sink, a condensation source and a rotting deck under a repair that will be blamed for the next leak. Stop rule: wet insulation means the wet area is cut out and replaced to the extent the specification requires beyond the wet perimeter - if that exceeds what the visit was scoped for, stop, temporary-repair, and re-scope. Hazard: a core cut opens the deck, so check under it for wiring and ductwork before cutting, and never leave an open core unattended or unpatched at end of day.
5. Prepare the surface to the manufacturer's method for that membrane, then prove it on a coupon. Clean to bare membrane, and on weathered thermoplastic abrade the surface as the manufacturer requires, because the weathered top layer will not weld. On EPDM, clean with the specified splice cleaner and prime for tape. Then run a test coupon: weld or bond a scrap strip, let it cool, cut a narrow test strip across the joint and peel it by hand. Acceptance: the coupon fails cohesively, tearing the film or delaminating the scrim, rather than separating cleanly at the joint. Wrong: a coupon that peels clean at the interface, which is a bond that has not happened. Stop rule: no production repair goes down until a coupon fails cohesively, and every changed variable gets a new coupon. Hazard: solvents and primers are flammable and the exposure route is inhalation, so they are used away from ignition sources with respiratory protection per the SDS and a program meeting 29 CFR 1910.134.
6. Make the repair with the correct chemistry and geometry. Match the patch material to the membrane: thermoplastic to the same thermoplastic, EPDM to EPDM with primer and splice tape, modified bitumen to its own system. Never bond an asphalt-based product to EPDM, and keep PVC out of direct contact with EPDM or asphalt, because plasticizer migration degrades both. Extend the patch past the defect and round its corners to the dimensions in the manufacturer's repair detail. Acceptance: patch size and corner radius matching the detail, with the detail named on the ticket. Wrong: a square-cornered patch, where every corner is a peel initiation point. Stop rule: no correct-chemistry patch stock on the truck means a temporary repair and a return, not a substitution. Hazard: a hot-air gun stays in its stand and never on the membrane, and the nozzle stays hot long after the trigger is released.
7. Probe and record the finished repair. After the repair has cooled or cured, run a blunt seam probe along the entire perimeter with steady pressure, and record the working parameters: ambient temperature, wind, machine setting and speed, and the coupon result. Acceptance: no probe entry anywhere on the perimeter, and a complete parameter line on the ticket. Wrong: probing while the weld is still hot, which opens a sound weld and teaches the tech to distrust the probe. Stop rule: any probe entry is re-welded or re-taped and re-probed, and a second failure on the same repair means the surface prep is wrong, so go back to step 5 rather than adding material. Hazard: probing puts a sharp tool in a hand at ground level on a roof, so it is done kneeling on a pad, not reaching from the edge.
8. Water test, classify the repair and close out. Flood or hose the area with the drainage path in mind and hold water long enough for the original leak path to show. Classify the repair as PERMANENT or TEMPORARY, and give every temporary an expiry date and a booked return visit. Acceptance: a dry interior at the reported leak location after the test, plus a classification and a return date where temporary. Wrong: leaving site without telling the customer which of the two they have. Stop rule: a temporary repair with no booked return does not close the job. Hazard: do not flood a roof whose drains you have not confirmed clear, and never flood-test over an occupied space with electrical equipment below without the building owner clearing and covering it first.
The record this produces
The repair ticket carries: membrane type, attachment and thickness with the evidence used to identify them; warranty status and number; the core-cut map with wet and dry marks and the wet area in square feet; the insulation area replaced; the surface prep method; the coupon result with a photograph of the peeled strip; the weld or bond parameters with ambient temperature and wind; the probe result; the water test result; and the classification with any expiry date.
The estimator prices insulation from the core-cut map. The office books the return visit off the expiry. The next tech on that roof reads the parameter line and starts from a setting that already worked on this membrane at this age, which is the most useful field on the sheet. And if the leak returns, the coupon photograph separates a bad bond from a second, unrelated defect.
Worked pass
A twelve year old white mechanically fastened membrane on a light-commercial building, split about the length of a forearm alongside a fastener plate row near a curb, reported after a wind event.
Step 2: seams showed no tape line and no adhesive edge, so thermoplastic. The roof file named the membrane as PVC, and a coupon welded to PVC patch stock later confirmed it. Had the tech gone by colour and reached for TPO stock, the patch would have refused to bond to a clean surface and the day would have gone to chasing machine settings.
Step 4: six core cuts on a grid around the split, four wet and two dry, mapped a wet area of 8 ft by 6 ft, or 48 sq ft. The specification called for cutting back 12 in beyond the wet perimeter in every direction, giving 10 ft by 8 ft, or 80 sq ft of insulation replaced - 32 sq ft more than the wet area itself, and 80 sq ft against a defect a hand could cover.
Step 5 failed. The first coupon, welded at the chart's starting setting for that ambient temperature, peeled clean at the interface with no film tear. The stop rule fired: no production welding. The weathered surface had not been abraded. After abrading to the manufacturer's method, coupon two at the same setting tore the film and delaminated the scrim, which is the pass condition, and it was photographed before any production weld went down.
Step 6 used PVC patch stock extended 3 in past the repair edge in every direction with corners rounded to a 1 in radius, both dimensions read off the manufacturer's repair detail rather than judged. Step 7 probed clean on the full perimeter after cooling, with the setting, speed, ambient temperature and wind recorded. Step 8 hose-tested at the curb for fifteen minutes with a spotter inside, no water at the ceiling, and the repair closed as PERMANENT with no return needed.
