Roofing Safety + OSHA Standards Reference
Overview
Roofing is one of the most dangerous trades in America. The leading cause of death + serious injury: falls. OSHA + state regulators specifically target the roofing industry; fines are large + enforcement is real. This reference covers the standards every roofer must know.
OSHA fall protection standards
Fall protection required:
- Working at heights > 6 ft above lower level (OSHA 1926.501)
- This applies the moment a worker steps onto a roof higher than 6 ft
Acceptable fall protection systems:
- Personal Fall Arrest System (PFAS) - harness + lanyard + anchor
- Safety net systems - below the work area
- Guardrail systems - around the work area
- Warning lines + safety monitor (low-slope roofs only)
PFAS components:
- Full-body harness meeting ANSI Z359.11. The old Class I/II/III harness labels are obsolete; current Z359 classes are letters describing attachment points (A dorsal, D, E, P, W), not a quality ranking
- Lanyard with shock absorber (typically 6 ft, with shock pack)
- Anchor point rated 5,000 lbs minimum
- Connecting hardware (carabiners) rated 5,000 lbs
Anchor placement:
- At roof peak (most common)
- Permanent anchors (semi-permanent on tall residential)
- Temporary anchors (screwed through deck + roof, sealed after)
Steep slope (> 4/12) gets its own rule at OSHA 1926.501(b)(11): the 6 ft trigger still applies, and guardrail systems used on a steep roof must include toeboards.
OSHA training requirements
Workers must be trained on:
- Hazards of falls (not just "be careful")
- Correct use of PFAS
- Inspection of PFAS before each use
- Proper anchorage installation
- Rescue plan if a fall occurs (PFAS without rescue plan = worker hangs from harness - fatal injury)
Documented training is required. Retraining required if conditions change OR if a worker shows lack of skill.
Common OSHA violations (and fines)

Fines for serious violations after an injury can exceed a sum well into six figures.
Ladder safety (OSHA 1926.1053)
Setup:
- 4:1 ratio: 1 ft out for every 4 ft up
- Extends 3 ft above roof edge
- Tied off at top OR levelers used
- Both feet on stable ground
- Locked at extensions
Climbing:
- Three points of contact at all times
- Face the ladder, not outward
- Both hands free (use bucket or rope to pull tools up)
- One climber at a time
Heat illness (OSHA general duty clause)
Heat-related illness is enforced under OSHA's general duty clause. Roofers face brutal heat:
- Roof surface 30-60°F hotter than ambient (asphalt absorbs heat)
- Sun exposure all day
- Physical exertion
Heat prevention:
- Water: 8 oz every 15-20 min
- Shade breaks every 60-90 min in heat
- Acclimatize new workers gradually
- Watch for: dizziness, confusion, nausea, cessation of sweating
- Heat stroke is fatal; treat with ice + ER
Be precise about what exists here, because the difference decides who can cite what. There is no federal heat standard in force. OSHA proposed one and it is still in rulemaking, so nobody is enforcing it as a rule. What OSHA does enforce is the General Duty Clause, and its heat National Emphasis Program uses a heat index around 80 F as the trigger to open a programmed inspection. Several states, California and Oregon and Washington and Minnesota and Colorado among them, DO have their own enforceable heat standards with specific water, shade, and rest requirements. Work to your state's rule if you have one, and to the General Duty Clause everywhere else.
Electrical hazards
Service entrance:
- Overhead lines carry 240V minimum, often 4,800V+ at neighborhood transformer
- Stay 10+ ft from any electrical line
- Never extend ladder near power lines
Inside the home:
- Knob-and-tube wiring in attics - touch can shock; insulated tools
- AC condenser units near roof - turn off power before working close
Working with hot materials (limited residential, more commercial)
- Modified bitumen torch: open flame; fire watch + extinguisher; spread to attic if wood combustible - house fires happen
- Hot tar (legacy BUR): burns, vapors, slippery
- Both require additional training + PPE
Asbestos + lead awareness
Lead-based paint (homes pre-1978):
- Disturbing siding, fascia, soffits releases lead dust
- Required: RRP (Renovation, Repair, Painting) certification
- Containment + cleanup procedures
- Fines for non-compliance run into five figures per occurrence
Asbestos (some legacy roofs, vermiculite insulation):
- Cement-asbestos shingles (pre-1980 some)
- Old asphalt shingles (rare; ARMA: most contain none)
- If discovered: stop work, test, abatement by licensed asbestos contractor
- Required disposal
Personal Protective Equipment (PPE)
Always:
- Hard hat (head injury from tools, falling debris)
- Safety glasses (debris, UV)
- Cut-resistant gloves
- Boots (slip-resistant, steel toe, ankle support)
- Sunscreen, hat for sun
As needed:
- N95 respirator (tear-off creates dust)
- Hearing protection (compressor, nailer)
- Tinted glasses for snow/UV reflection
Site safety
Walking surfaces:
- Keep roof clear of debris (slip hazard)
- Tools in toolbox, not loose
- Magnetic sweep around home daily
Vehicle areas:
- Cones around work zone
- Keep workers visible
- Pedestrian/customer traffic redirected
Materials handling:
- Shingles bundles: 60-80 lbs each; team lift or hoist
- Lifting technique: legs, not back
Documentation
Required to keep:
- Training certificates for each worker
- Equipment inspection logs (harnesses, ladders)
- Job-specific safety plan (for OSHA-required projects)
- Incident reports (any injury, near-miss)
- Emergency contact info on every job
Crew dynamics
Safety culture matters more than rules:
- Stop work if any worker sees something unsafe
- No blame for stopping work
- Daily 5-minute toolbox talk on safety topic
- Weekly safety meeting with whole crew
- Reward + recognize safe behavior
Workers' compensation
- Required in all 50 states
- Roofing carries the highest workers comp rates in the building trades, a multiple of what a low-hazard trade pays. Rates are set by state and by carrier off your own classification code and experience modifier, so quote from your own policy rather than any published figure
- Premium drops with:
- Documented safety program
- Low claim history
- OSHA training records
A clean safety record = 30-50% lower insurance premium. Multi-year savings run well into six figures per business over time.
NEVER let a worker on a roof without a harness if the roof is > 6 ft. The fine for one violation is more than the harness costs for 20 workers. The injury or death from one fall ends careers + can shut down a business. Make harness use NON-NEGOTIABLE. Lead techs enforce, owners model, no exceptions.
