Pump Truck Daily Inspection and Decontamination

Purpose

This SOP closes three loops in one pass before and after every route: the truck is roadworthy, the vacuum system will hold and release safely, and nothing biological rides from one customer's driveway into the next one or into the cab.

They are one procedure because they fail together. The relief valve nobody checked, the moisture trap full of effluent, and the boots that went straight from a surfacing-sewage call onto the cab floor are all the same habit, which is a driver doing the walkaround from memory at the wheel. A pump truck is a vacuum and pressure vessel on a chassis carrying tens of thousands of pounds of liquid that moves when the truck moves. The daily record turns all of that into something a service manager can audit.

Scope

Covers the pre-trip inspection, vacuum system checks, between-stop hygiene and end-of-day decontamination of a septage vacuum truck, plus the written driver report that closes the day.

Does NOT cover annual DOT inspection or periodic tank certification, both of which are qualified-inspector work on their own schedules; load classification and manifests, owned by the septage hauling manifest and disposal SOP; or the pumping procedure at the tank. Domestic septage is generally not a DOT hazardous material, so nothing here covers placarding, and a driver who has been told otherwise should check the shipping description before assuming.

Procedure

1. Walk the truck before it moves, and read yesterday's report first. Check brakes and air system, steering, lights and reflectors, tires and wheels, coupling devices, mirrors, horn, wipers and emergency equipment. Acceptance: every item present and functional, and the previous driver's report reviewed. Wrong is starting the engine before reading the last report; where that report listed a defect, the driver signs to acknowledge the certification of repair. For a commercial motor vehicle operated in interstate commerce, the duty to be satisfied the vehicle is in safe operating condition sits at 49 CFR 396.13 and the written report at 396.11, and most states adopt both intrastate.

2. Confirm the tank is at atmospheric pressure before touching anything on it. Read the vacuum and pressure gauge, bleed any residual through the designed vent, and confirm zero at the gauge. Acceptance: gauge reads zero with the vent open. Wrong is unlatching a manway on a tank still under vacuum or pressure, which either sucks the lid down onto fingers or fires a gasketed cover and a sheet of septage at whoever is standing in front of it; nothing on the tank is opened until the gauge has been read, not assumed.

3. Check the vacuum pump oil, drive and moisture trap. Read the oil level and colour at the sight glass, check the drive belt tension and condition, and open the moisture trap. Acceptance: oil at the mark and clear, belt without glazing or cracking, trap dry. Wrong is effluent in the trap, which means the primary shutoff has been passed and liquid has reached the pump; the stop rule is that the truck goes out of service on the spot, because a pump that has taken liquid will seize or discharge oil-contaminated effluent through its exhaust into the driver's breathing zone. Let the pump cool before opening anything on it, since the exhaust side runs hot enough to burn through a glove.

4. Verify the relief valve and primary shutoff are free. Check the relief valve is present, unobstructed and not gagged, and confirm the primary shutoff float moves freely through its travel. Acceptance: relief free to lift, float travelling its full range without binding. Wrong is a relief valve blocked, wired or painted shut, and that is an immediate red tag: the relief is the only thing between a blocked discharge and a tank failure, and no route is worth running without it. Anyone who has gagged one to stop it weeping has removed the protection rather than fixed the seat.

5. Pull a vacuum and hold it for a decay check. With the truck buttoned up, pull to a working vacuum, close the valve and watch the gauge for 5 minutes. Acceptance: a shop standard of no more than 1 in Hg of loss in 5 minutes, tuned to whatever your pump manual states, which governs where the two disagree. Wrong is a faster decay, which means a gasket, valve or fitting is passing and the truck will be slow at every stop; find it before the route rather than blaming the pump at the third driveway. Never chase a leak by hand around a tank under vacuum, break the vacuum first.

6. Inspect hoses, cam-lock fittings and the discharge valve. Flex each hose looking for cracks and soft spots, check every gasket, and confirm the discharge valve seats. Acceptance: no cracking or soft sections, all gaskets present, no drip from the discharge after one minute standing. Wrong is a weeping discharge valve, which lays raw septage on a public road; that is a reportable release in many states, so the valve is repaired before dispatch and not managed with a bucket. Stow hoses with the wet end down and capped so nothing drains into the compartment where PPE is kept.

7. Confirm PPE and washing supplies are aboard and usable. Check face shield, chemical-resistant gauntlet gloves, coveralls, boot brush, disinfectant, eye wash, and enough potable water for handwashing all day. Acceptance: all present, in date, and sized to the driver. Wrong is an empty water jug, and it is not a minor shortfall: hand washing after handling septage and before eating, drinking or smoking is the only control against ingestion exposure. Employer duties for washing facilities sit at 29 CFR 1910.141, and PPE selection follows the written hazard assessment 29 CFR 1910.132 requires the employer to certify.

8. Decontaminate between stops, not just at day end. Rinse hose ends and fittings before stowing, scrub boot treads at the boot brush and rinse, remove gloves without touching the outside, and wash hands before entering the cab. Acceptance: no visible residue on hose ends, fittings or boot soles, hands washed. Wrong is stepping into the cab in worn boots, which puts sewage on the pedals and the floor mat where it dries and becomes dust the driver breathes for the rest of the week; this is why the boot brush is on the truck rather than at the shop.

9. Wash out, disinfect the cab, and close the written report. Wash the exterior where wash water can be captured or routed to sanitary sewer, never to a storm inlet, then disinfect steering wheel, controls, door handles and the radio with an EPA-registered disinfectant. Acceptance: the treated surfaces stay visibly wet for the contact time printed on that product's label, and a written driver report is signed listing defects or stating none. Wrong is a wipe that flashes dry in under a minute, which has delivered none of the label contact time; the label directions on a registered disinfectant are enforceable under FIFRA, so the number on the bottle is the number.

When the truck does not match

A defect affecting safe operation found at step 1 means the truck is not dispatched, the route is reassigned, and the defect goes on the report in writing rather than into a text message. Effluent in the moisture trap or a compromised relief valve are both out-of-service conditions with no same-day workaround, and a driver who is pressured to run anyway should have the service manager's name on the refusal. A leased or borrowed truck gets the same inspection under the same report, since the duty follows the driver operating it, not the title. And where the shop has no captured wash area, the end-of-day wash happens at a permitted facility rather than on the yard apron, because a yard apron drains somewhere.

The record this produces

One driver vehicle inspection report per truck per day: date, truck and odometer, driver, the walkaround items with defects or "no defects", gauge reading at zero-check, vacuum pump oil level and condition, moisture trap condition, belt condition, relief valve and primary shutoff status, the vacuum decay figures as start reading, end reading and loss over 5 minutes, hose and fitting findings, discharge valve drip test, PPE and water stock, wash-out location, disinfectant product and contact time observed, driver signature, and the foreman's certification of any repair.

The foreman reads the defect column and works from it rather than from the loudest complaint. The service manager compares vacuum decay figures across weeks and sees a gasket going before it costs a route half a day. The office keeps the reports to whatever retention your state and 49 CFR 396.11 require. And when a truck is stopped at a roadside inspection, the current and previous reports are the first thing asked for.

Worked pass: 3,000 gallon vacuum truck, Monday morning, defect open from Friday

Friday's report listed a weeping discharge valve. The foreman had reseated it over the weekend and certified the repair on the report, and the driver read and signed the acknowledgment before starting the engine. Walkaround found brakes, lights, tires, coupling and emergency equipment all sound.

Gauge read zero with the vent open, so the manway was cleared for opening. Belt was in good condition, oil at the mark and clear. Vacuum decay check pulled to 15 in Hg, closed the valve, and read 14.3 in Hg after 5 minutes, a loss of 0.7 in Hg, inside the 1 in Hg shop standard. Relief valve lifted freely, primary shutoff float travelled its full range. Discharge valve showed no drip after a minute standing, so Friday's defect was confirmed closed by observation rather than by the note.

Step 3 failed. The moisture trap held about a cup of effluent, which means Friday's last load had carried liquid past the primary shutoff even though the float itself now moves freely. Under the step 3 stop rule the truck went out of service before it left the yard rather than after the first stop: the pump oil was drained and inspected for water, the trap was cleaned, and the shutoff assembly came apart for inspection, where a partly collapsed float ball explained a shutoff that travels freely empty and sinks under load.

The route moved to the spare truck, which took its own inspection. At day end the exterior wash ran at the yard's captured wash pad, the cab controls were disinfected and held visibly wet for the label's stated contact time, and the report closed with the moisture trap defect, the repair and the out-of-service period recorded.

Checking the run against the rules above: the 0.7 in Hg is the difference between the 15 in Hg start and the 14.3 in Hg reading at 5 minutes, measured on the same gauge, and it is compared against the 1 in Hg standard stated in step 5 rather than against the pump manual, which was not on the truck. The float passing its free-travel check and still having failed in service is why step 3 tests the trap rather than trusting step 4.
