Utility Line Clearance and Boundaries
Why this matters
Tree work near electrical utility lines is regulated by OSHA, NESC (National Electrical Safety Code), and ANSI Z133. A standard tree service company is NOT permitted to work within "minimum approach distance" of energized lines - that work is reserved for utility-licensed line-clearance contractors. Operators must recognize the regulatory boundary and refer or coordinate appropriately. Electrocution is among the leading causes of fatality in the tree industry; the regulatory boundary exists for documented safety reasons.
What "utility lines" includes

Each has different clearance requirements. Primary distribution lines (the typical "utility lines" on poles) are the focus of most tree-side regulation.
Minimum approach distance
OSHA 1910.269 + ANSI Z133 specify minimum approach distances for unqualified persons:

For a typical residential utility line at 7.2-13.8 kV: 10 feet minimum approach distance.
This means:
- The tree worker may NOT approach within 10 feet of an energized line
- Tools (saws, ropes, ladders) may NOT touch or approach within 10 feet
- Tree branches may NOT contact the line
- Conducted electricity through wet branches OR rain creates effective contact at distances less than 10 feet
Qualified line-clearance arborists
Tree workers WHO ARE qualified line-clearance arborists:
- Specific training (typically 18-month apprenticeship + ongoing)
- Utility-specific certification
- Insured for line-clearance work
- Authorized to work within minimum approach distance under specific safety controls
- Limited to certain distances even when qualified
Most tree services are NOT qualified line-clearance arborists. The utility's contracted line-clearance company is the authority.
When the tree affects utility lines
If a tree or branch is contacting or close to a utility line:
- The customer's responsibility is the utility's: not the tree service
- Call the utility to report the issue
- Utility schedules line-clearance work (usually free to the homeowner; it's the utility's safety concern)
- The utility's contractor performs the work in coordination with the utility
- Power may be de-energized during the work for safety
- After clearance, the standard tree service can continue any work needed
The customer often doesn't realize the utility handles this. Inform them; coordinate the timing.
What the standard tree service CAN do
Work within typical scope:
- Trees clearly outside the minimum approach distance (e.g., 20+ feet from any line)
- Trees in customer's yard with no proximity to utility lines
- Work on trees after the utility has performed line clearance
- Routine maintenance not affecting line clearance
Work the standard service can NOT do:
- Trees with branches near or contacting lines
- Trees that may fall toward lines
- Removing trees that may damage lines when felled
- Work above lines (climbing over)
- Pruning branches that would contact lines if pruned incorrectly
Identifying utility lines
Most utility lines are:
- Mounted on wooden or metal poles
- Distinguishable from communication / cable lines:
- Power lines: typically at the top of the pole, with insulators
- Cable / communication: lower on the pole; smaller conductors
Standard residential service:
- Distribution lines: 7.2 to 13.8 kV
- Secondary service: 120/240 V (from the transformer to the meter)
- Communications: telephone, cable TV, internet (less hazardous)
The visible characteristics:
- Power lines on insulators
- Multiple conductors (typically 3-phase = 3 lines)
- Often a neutral conductor below
Communication lines
Communications lines (telephone, cable, internet):
- Lower voltage
- Less immediate hazard
- Standard tree service can typically work within 5 feet
- Verify with the specific utility
These are NOT subject to the 10-foot OSHA rule. Different scope.
Pruning for clearance
The utility's contractor performs:
- "Side trim" along utility line corridor
- Maintains "right of way" clearance
- Removes branches threatening lines
- Doesn't necessarily satisfy the customer's aesthetic preferences
The customer may want additional pruning beyond what the utility performed; this is the standard tree service's scope (assuming branches are clear of lines after the utility's work).
Working safely near lines
Even within the legal scope, tree workers near utility lines:
- Maintain consistent awareness of line locations
- Tools and branches stay clear (10 feet minimum)
- Spotter on the ground for active work
- Plan for the possibility of a fall (where would the tree fall?)
- Wet conditions extend the effective distance
When the customer is unsure
If a customer asks "is this tree close enough to the line that I should worry?":
- Visually assess the proximity
- If close (within 15-20 feet) recommend utility involvement
- Don't try to determine the exact distance yourself
- The utility's assessment is the authoritative answer
What the utility's right-of-way means
Utility easements:
- Most properties with utility lines have an easement
- Utility has the right to maintain the line + cut trees in the easement
- Typically without the homeowner's specific consent
- The easement is documented in property records
The customer doesn't always realize this. The utility's contractor's work in the easement isn't subject to the homeowner's full control.
Reporting concerns
If a tree poses an imminent hazard to a utility line:
- Customer or tree service should report to the utility
- Utility responds with line-clearance work
- Don't try to address the imminent hazard yourself
- Until cleared, the area near the line is unsafe
Insurance considerations
Tree work near utility lines:
- Standard general liability may not cover line damage
- Utility company's liability is separate
- The tree service that contacts a line is liable for the resulting damage (power outage, equipment damage)
- Costs can be very substantial
Verify the customer's insurance + your insurance cover the planned work.
Coordination workflow
When utility work is needed:
- Stop and establish the hazard boundary. Nobody works within the minimum approach distance until the line is confirmed de-energized or cleared. Treat every conductor as live, including the ones the customer says are "just cable"
- Identify the line owner. Electric utility, telecom, or cable. The service drop from the pole to the house may belong to a different party than the primary on the pole, and the answer changes who you call
- Call the utility and open a ticket. Describe the tree, the line, and the hazard. Ask specifically whether they will clear the tree, de-energize for the work, or install line guards so your crew can work
- Get a reference number and a timeline. A verbal "we'll send someone" is not a plan. Note the ticket number, the name, and the date in the job record
- Tell the customer what is happening in writing. What you can do, what you cannot do until the utility acts, and roughly when. Utility clearance often takes longer than the customer expects, and the surprise is what causes the complaint
- Schedule your work after the utility's, not alongside it. Sequence matters, and being on site while a line crew works is a hazard to both crews
- Document the site before and after. Photos of the tree, the line, and the clearance. If the utility's clearance pruning leaves the tree misshapen, the customer will ask you about it and the photos explain who did what
- Do the remaining work once the hazard is removed. Whatever is outside the approach distance and inside your scope is normal tree work again
The one thing this workflow exists to prevent is a crew member deciding the branch is "just barely" clear. It never is. When in doubt, the line stays untouched until the utility says otherwise.
