Building Code Cycles + State Adoption
Why this matters
A contractor licensed in Pennsylvania who quotes work to a customer in New Jersey OR Delaware may face a different code edition + amendments. Tools + practices vary. Customers shop multiple states for major work. The contractor who understands which code edition applies + when new editions take effect avoids the "I'm sorry, that's not how we do it here" mid-job problem + the customer's "but the other contractor said it's fine" pushback. Multi-state contractors especially: knowing the code-cycle landscape protects margins.
The major code families
ICC (International Code Council): IRC, IBC, IECC (energy), IPC (plumbing), IMC (mechanical), IFGC (fuel gas), ISPSC (pool + spa).
Get the IRC/IBC line right, because the number that matters is STORIES, not families. The IRC covers detached ONE- and TWO-family dwellings, plus townhouses not more than three stories above grade plane. That is it. A three-unit building is not an IRC building; it goes to the IBC no matter how few stories it has. Reading "1-3 family" off a cheat sheet is how a triplex gets designed, permitted, and framed against the wrong code.
NFPA: NEC/NFPA 70 (national electrical), NFPA 13 (sprinklers), NFPA 70E (workplace electrical safety), NFPA 5000 (alternative building code; some states).
IAPMO: UPC (alternative plumbing code; some states), UMC (alternative mechanical).
All of these run 3-year cycles, but they do NOT share the same years, and quoting a nonexistent edition in front of an inspector costs you the room:
- ICC I-Codes and the IAPMO UPC/UMC: 2018, 2021, 2024, 2027 (in development).
- NEC (NFPA 70): 2017, 2020, 2023, 2026. There is no 2024 NEC and there is no 2021 NEC.
State adoption patterns
States adopt national codes with state-specific amendments:
State-level adoption: state government adopts a specific code edition + amendments. All jurisdictions in state follow. Common in moderate + densely-populated states.
Local-level adoption: individual cities + counties adopt codes; state has no role. Common in less-populated states. Each jurisdiction may use different edition.
Hybrid: state adopts minimums; local jurisdictions can adopt higher.
State examples (2025):
- California: state-amended California codes (Title 24); many parts more stringent than national codes
- Florida: state amendments to IRC + IBC; specific hurricane wind requirements
- Texas: state amendments + local autonomy; varies dramatically by jurisdiction
- New York: state-amended; aggressive energy code + ventilation
- Massachusetts: state code based on IRC + IECC + amendments
- Washington: state-adopted codes plus the Washington State Energy Code, which runs ahead of the base IECC (Title 24 is California's code and has no Washington counterpart; do not carry that term across the state line)
- Wyoming + Mississippi + Arkansas: minimal state-level oversight; local rules vary widely
Code cycle adoption lag
Most states are 1 - 2 cycles behind current edition:
- Current ICC: 2024 IRC
- Most states using: 2018 IRC OR 2021 IRC
- Some states (NM, NV): still on 2015 IRC
Why the lag: state legislature must approve adoption; debate over which amendments to keep. Industry lobbying + cost concerns slow adoption.
Impact on contractor: if you trained on current edition but install in 2-cycle-behind state, you must follow the older edition. Customer's permit + inspection use the state's adopted edition.
Finding the applicable code
For any project:
- State code adoption: check state building department website OR state code list (state.us website)
- Local amendments: check the AHJ (city or county) building department
- Specific code edition + amendments listed: download from AHJ OR state

When codes change mid-project
During a multi-year project:
- Code in effect at permit issuance applies
- New codes don't retroactively apply
- Permits valid for 180 days - 3 years depending on jurisdiction
- Permit extensions sometimes available
During renovation phasing:
- Original work meets original code
- New work meets new code
- Renovations that touch grandfathered systems sometimes require full upgrade (depends on AHJ + scope)
What new code editions typically add
Common 2018 → 2021 changes (illustrative):
- Tightening envelope air-leakage provisions (note the 3-versus-5 ACH50 split is by CLIMATE ZONE, not by code edition; see the mistakes section below)
- Higher-efficiency HVAC requirements
- More duct sealing requirements
- Continuous insulation requirements
- New ventilation rate calculations
- EV-ready provisions (240V outlet OR conduit in new garages)
- Heat-pump water heater incentives
Common 2021 → 2024 changes:
- Stricter HERS / ERI targets
- Whole-building energy modeling encouraged
- Solar-ready requirements
- Tighter air-leakage standards
Code conflicts (which one wins?)
State law vs local code: state code is minimum; local can be stricter. Local cannot be less stringent than state.
Code vs manufacturer's spec: manufacturer's installation manual generally governs IF a code reference allows manufacturer's instructions. Some details (e.g. CSST grounding) are code-stricter.
Multiple authorities (state + AHJ + utility):
- Building code (state OR AHJ)
- Utility connection requirements (utility-specific)
- HOA + private restrictions (if applicable)
- ALL must be satisfied; no single supersedes
Code-related compliance documents
Plan review checklist: AHJ-specific; outlines what plans must include.
Manufacturer installation manuals: must be on-site OR available for inspector.
Listed-product UL certificates: confirm product is listed per code references.
Energy-modeling reports: required for performance-path projects.
Test reports (blower door, duct leakage, etc.): required for some projects.
Common code-cycle mistakes
Quoting per current ICC edition when state uses 2-cycle-behind edition:
- Quoting a blower-door target from the wrong basis. In the IECC the 3 versus 5 ACH50 threshold is set by CLIMATE ZONE, not by edition: the looser number applies in the hottest zones and the tighter one across the rest. Add state amendments on top and the adopted number can move again. Read the zone AND the amendment before you price the air-sealing scope.
- Customer may have less work to do
- Quote may be over-priced
Reading from outdated code book when state has adopted newer:
- Customer gets less protection
- Inspector may find issues
Confusing IPC with UPC in plumbing-amended states:
- Some venting + drain requirements differ
- Major commercial work requires correct reference
Forgetting state amendments:
- Some amendments are major (more stringent insulation)
- Some are minor (administrative)
- Always check amendments document, not just base code
Multi-state contractor's strategy
If working across state lines:
- Maintain reference library of current code in each state worked
- Subscribe to ICC Code Council OR state code services for updates
- Annual training on changes
- Quote with code citation: "per 2021 IRC R408.6..." - shows competence + customer confidence
- AHJ contact list: have permit + inspector contacts pre-built for each jurisdiction
