Energy Code (IECC) for Residential Construction

Why this matters

The International Energy Conservation Code (IECC) drives every modern building permit + most retrofits. Customer expectations: lower utility bills + comfort + sometimes "passive house" or "net zero." The contractor who understands the IECC + the three compliance paths (prescriptive, performance, ERI) wins the high-end customer + the new-construction work. The contractor stuck in pre-2015 ways loses to competitors who can quote ENERGY STAR + meet IECC 2021+.

What the IECC does

Sets minimum energy performance requirements for:

  • Building envelope (insulation, air leakage, windows)
  • HVAC equipment efficiency
  • Hot water equipment efficiency
  • Lighting efficiency (commercial mostly)
  • Renewable energy integration (newer editions)

Adopted in some form in nearly every U.S. state - often state's version differs from current national IECC.

Three compliance paths

Builders + designers choose ONE path; project must meet that path's requirements.

1. Prescriptive path (most common):

  • Meet specific R-value, U-value, SHGC, ACH50, equipment efficiency requirements per climate zone
  • Simple checklist
  • Most flexible for typical construction

2. Performance path (whole-house energy modeling):

  • Use approved software (REM/Rate, BEopt, EnergyGauge, etc.) to calculate annual energy use
  • Building must use less energy than "Reference Standard Design" baseline
  • Allows trade-offs (high-end windows compensate for less insulation, etc.)
  • Common in custom builds + retrofits

3. Energy Rating Index (ERI) path (newer):

  • HERS-style rating (Home Energy Rating System)
  • Building's ERI must be below a climate-zone target. See the ERI section below for the per-zone numbers; under IECC 2021 they sit around 50, and earlier editions were looser. Do not quote a target off an older edition
  • Pass/fail single number
  • Allows maximum design flexibility
  • Common in high-performance + custom builds

Prescriptive path requirements (residential)

Ceiling R-value by zone (2021 IECC): 1 → R-30; 2 - 3 → R-49; 4 - 8 → R-60. The R-30 / R-38 / R-49 ladder is the 2018 edition; confirm which edition your AHJ enforces before quoting insulation.

Wood-frame wall R-value (2021 IECC): Zone 1 - 2 R-13 cavity; Zone 3 R-20 cavity OR R-13 cavity + R-5 continuous; Zone 4 - 8 R-30 cavity OR R-20 cavity + R-5 continuous. The jump to R-30 in zones 4 and up is the headline 2021 change and it is the one that catches estimators, because it usually means 2x6 framing or exterior continuous board where 2x4 used to pass. The R-7.5 and R-15.6 continuous figures floating around are ASHRAE 90.1 steel-frame and mass-wall values, not the IECC wood-frame ladder; do not mix the two tables. Confirm which edition your AHJ enforces before quoting.

Window U-factor + SHGC: Zone 1 U-0.50/SHGC 0.25; Zone 2 U-0.40/SHGC 0.25; Zone 3 U-0.35/SHGC 0.25; Zone 4 - 5 U-0.30/SHGC 0.40; Zone 6 - 8 U-0.27 - U-0.32/no SHGC restriction.

ACH50 max: Zone 1 - 2 → 5.0; Zone 3 - 8 → 3.0. HVAC efficiency varies by climate + equipment (see HVAC Efficiency Ratings Reference).

Performance path mechanics

Software inputs: building dimensions + orientation, insulation per assembly, window U + SHGC per orientation, HVAC specs, water heating, internal gains. Outputs: annual heating + cooling energy, Reference Standard Design baseline, pass/fail. Pros: design flexibility. Cons: software cost + expertise + ongoing model management.

ERI / HERS index

HERS scale: 100 = a home built to the 2006 IECC reference standard, 0 = net zero. Lower = better. ERI target per IECC 2021: Zone 1 → 51, Zone 2 → 52, Zone 3 - 5 → 51, Zone 6 - 8 → 50. Common achieved: 1990s home 130 - 180, 2010 code-built 80 - 100, 2021 code 51 - 65, Energy Star 40 - 60, passive house 0 - 30.

ENERGY STAR + Above-Code Programs

ENERGY STAR Homes: voluntary above-code certification. ENERGY STAR Version 3.1 (2025): HERS ~ 50 - 65. Includes inspections, blower-door testing, duct testing.

DOE Zero Energy Ready: HERS ~ 40 - 55 + envelope upgrades + ventilation.

Passive House: ACH50 ≤ 0.6, source energy ≤ 60 kBtu/sf/yr, super-insulated envelope.

LEED Homes: points-based; energy + water + materials + indoor environmental quality + innovation.

Common compliance issues

Failed blower-door test:

  • ACH50 > code limit
  • Targeted air sealing required
  • Re-test
  • Common in framing + sheathing penetrations

Insulation not installed properly:

  • Compressed batts → lose R-value
  • Voids around obstructions
  • Fix: re-install + re-inspect

Mismatched windows installed:

  • Builder substituted lower-spec windows
  • U-factor + SHGC don't meet code
  • Customer + builder responsibility

Mismatch between rated equipment + installed equipment:

  • Designer specified 16 SEER; contractor installed 14
  • Code violation; replace OR upgrade

Duct leakage:

  • IECC 2021 requires ducts inside conditioned space OR tested ≤ 4 CFM25 per 100 sq ft
  • Failed test = re-seal + re-test

Ventilation rate:

  • ASHRAE 62.2 sets minimum ventilation
  • Bath + kitchen exhaust verified
  • Whole-house ventilation for tight homes

State-level variations

California Title 24: state-specific energy code; more stringent than IECC; HERS-style + Title 24 software required.

Florida: hot-humid climate-specific; SHGC + ventilation emphasized.

Texas: state-amended IECC; varies by jurisdiction.

Northeast / Pacific Northwest: typically more aggressive insulation + air-sealing requirements.

Code adoption lag: many jurisdictions adopt IECC 1 - 3 cycles behind current edition. Always check effective code for the project's jurisdiction.

Customer conversation

"Why is energy code making my house cost more?":

  • Insulation + windows + sealing adds upfront cost
  • Lower utility bills over the home's life
  • Higher resale value (buyers increasingly compare HERS)
  • More comfortable home (less drafts, more even temperature)
  • Less mold + moisture issues

"My house is built to code; is that good enough?":

  • Code is the minimum; not the optimum
  • Common upgrades worth considering: thicker insulation, heat-pump water heater, better windows
  • Talk specific to customer's climate + utility rates

The single highest-leverage moment in energy-code work is the BLOWER-DOOR DRY-RUN before the framing inspection. Customer + contractor + inspector are all happier when the home tests 2.5 ACH50 the first time + the inspector signs off + the framing inspection passes the same day. The pre-test takes a couple hours + a blower-door rental + identifies the air-sealing gaps BEFORE drywall closes them in. Skipping the dry-run + showing up at official inspection with 5 ACH50 = re-inspection + delay + frustration on everyone's part. The dry-run is the difference between professional + amateur energy work.
