Hot Work Permit + Management
Why this matters
Hot work - welding, brazing, soldering, cutting, grinding - generates sparks + slag at 600 - 5,000°F that can ignite combustible material 30+ feet away. Most building fires from contractor work involve hot work. Insurance carriers + commercial property managers require hot-work permits for any temporary hot work on their premises. NFPA 51B (Standard for Fire Prevention During Welding, Cutting, + Other Hot Work) is the controlling industry standard.
What counts as hot work
Anything that produces a flame, spark, slag, or sufficient heat to ignite combustibles:
- Oxy-acetylene cutting + welding
- Stick (SMAW) welding
- MIG (GMAW) welding
- TIG (GTAW) welding
- Brazing + soldering (yes - even propane torch on copper pipe)
- Grinding (sparks from abrasion)
- Cutting wheel use
- Plasma cutting
- Thermal stripping (heat gun on paint)
- Hot wire / hot knife cutting
Service-trade specific examples:
- HVAC: brazing copper line set, soldering refrigerant connections
- Plumbing: torch-soldering copper, gas line work, fuel-air-soldering
- Roofing: torch-down membrane, propane torch hot patches
- Sheet metal: cutting + welding ductwork
- Electrical: soldering connections (rare modern; mostly mechanical)
NFPA 51B framework
NFPA 51B defines:
- Designated areas: shop, fabrication facility - formal hot work area with permanent fire prevention. Lower permit threshold inside.
- Permit-required areas: anywhere else - customer's residence, commercial building, jobsite trailer, etc. ALL trade hot work falls here.
Permit required, by default, for all field hot work.
Permit elements (the standard form)
A hot work permit documents + verifies:
- Operator name + qualifications
- Location of work
- Type of hot work + equipment
- Time window (typically 1 work day; renewed)
- Fire watch (assigned person, monitoring duration)
- Combustibles removed or protected
- Sprinklers operational (commercial) OR fire extinguisher staged (residential)
- Authorized signature
Permit binds the operator + fire watch + facility owner.
Pre-work fire prevention (the 35-foot rule)
NFPA 51B requires:
- Combustibles within 35 feet of hot work - removed OR covered with flame-resistant material
- Floor crevices + holes - covered
- Walls / partitions / ceiling within 35 feet - verify no concealed combustibles (insulation, wood members, dry-rotted material)
- Sprinklers within 35 feet - operational; if temporarily disabled, fire watch + manual extinguishers staged
Practical hot-work tools:
- Welding blanket (heavy-duty fire-resistant)
- Fire-resistant spray on combustibles that can't be moved
- Damp cloth on adjacent wood (temporary)
- Water buckets / extinguishers staged
- Fire watch person designated
Fire watch
REQUIRED during hot work AND continuing afterward. Two different authorities set that afterward, and they do not set it to the same number:
- OSHA 29 CFR 1910.252(a)(2)(iii)(B) is the regulatory floor: fire watchers maintained for at least a half hour after the work is complete.
- NFPA 51B is the industry standard the carriers and property managers actually write into their permits, and recent editions run longer than OSHA's half hour. Read the edition your customer or carrier invokes rather than assuming 30 minutes satisfies it.
- Higher-risk work (overhead welding, combustibles that could not be cleared inside 35 ft) gets more, not the minimum.
- Roofing torch work: 1 to 4 hours, because smoldering in a roof assembly develops slowly.
Work to the longest number that applies to the job, not the shortest one you can cite.
Fire watch person:
- DEDICATED - does no other work
- Trained on fire extinguisher use
- Has direct communication (radio, phone)
- Stays in line-of-sight of hot work area
- Has a "stop work" authority if fire risk develops
The post-work watch is the most-skipped + highest-risk element. Fires often develop in concealed spaces (wall voids, attic insulation) minutes to hours after sparks land.
Equipment + PPE
For hot work operator
- Welding hood OR safety glasses + welding shield
- Fire-resistant jacket OR welding apron
- Flame-resistant gloves
- Leather boots
- Hearing protection (if grinding / cutting)
- Respiratory protection (welding fumes, especially galvanized + stainless)
For fire watch
- 2A:10BC fire extinguisher minimum within reach
- Water hose / pail / additional extinguishers staged
- Communication to summon help
Service-trade specific protocols
HVAC brazing
- Permit (verbal customer authorization for residential)
- Move combustibles from 8 - 35 ft radius (lower bound for small brazing - single fitting)
- Heat shield between work + combustible material (cabinet wall, drywall, insulation)
- Welding blanket between work + carpet / wood floor
- Fire extinguisher within reach
- Fire watch (can be the operator after immediate work, watching adjacent areas)
- 30-minute post-work monitoring
- Document on customer record
Plumbing soldering / brazing
- Same protocol
- Particular attention: wood framing behind copper joint (most home fires from plumber soldering are studs in walls ignited by torch reflection or convected heat)
- Cut-out pieces of fire-resistant material (welding blanket OR Type X drywall scrap) to slip between pipe + framing
- Fire watch 30 - 60 minutes
- Specific note: hot copper REMAINS hot - never touch directly
Roofing torch-down membrane
- NFPA 241 + insurance carrier protocols (usually required)
- Roof system + adjacent edges inspected for dry rot, exposed wood, accumulated debris
- Spark catcher used at all work locations
- Fire watch MANDATORY 1 - 4 hours post-work (smoldering risk is high)
- Spot-check on roof + adjacent areas including attic interior
- Documented torch settings + technique
Sheet metal cutting
- Spark catcher under work
- Floor protection
- Fire watch
- Note: cutting galvanized produces zinc fume - respiratory required
Insurance + liability
- Most carrier policies require hot-work permit documentation for any field hot work
- Carrier may deny claim if hot-work-related fire + no permit on file
- Customer's insurance may also require hot-work permit acknowledgment
- Self-insured commercial customers maintain strict permit programs; expect to follow theirs
Common service-trade hot-work fires
- Plumber soldering near wall + wall framing ignites - fire develops in 1 - 4 hours
- HVAC tech brazing line set near insulation - fire develops in 30 - 60 minutes
- Roofer torching membrane near eave - fire develops 1 - 6 hours later
- Welder cutting in unfinished basement near sawdust + lumber debris - immediate ignition
The common thread: NO fire watch OR insufficient duration of fire watch.
NEVER end the fire watch immediately when hot work concludes. OSHA's floor is a half hour AFTER the last spark; NFPA 51B in its current edition is longer, and many insurance + commercial customers require 60 - 240 minutes. The half hour is the least you can legally do, not the target. Smoldering in concealed spaces is the dominant fire pattern - wood framing 1 - 6 feet from soldering work, attic insulation 2 - 10 feet from brazing, roof system 1 - 12 hours from torch work. The 30-minute clock starts at the LAST spark, not at "I'm done with the work." Sit. Wait. Watch. The fire that develops 45 minutes after you packed up is the one that ends the business.
