How to Assemble a Closeout Package

Why this matters

On institutional work the last portion of the contract value, commonly 5% to 10% held as retention, is not released against finished work. It is released against a document package, reviewed by someone who was never on site and who checks the index rather than the building. Shops that treat closeout as end-of-job paperwork discover that the two or three items holding up the package are the ones that could only have been captured months earlier, when a wall was open or a nameplate was still readable. This article is about assembling the package as the job runs, and about the specific items whose capture window closes before you leave.

The package has three readers, and they want different things

Assemble against all three or you will satisfy one and be sent back by another.

  • The payment reviewer wants the index complete and the forms executed. They do not evaluate content. A tab that exists but is empty fails; a tab whose content is thin but present usually passes.
  • The operator is the in-house maintenance staff who will run this equipment for the next fifteen years. They want the things that let them do work without calling you: model and serial data, isolation points, filter and belt sizes, control setpoints as left, the parts that wear.
  • The next contractor, who may be you at re-bid or may be your replacement, wants what the drawings do not show. See related: As-Builts and What Happens When Nobody Updates Them.

The operator is the reader who decides whether you are called next time, and the operator's needs are almost never spelled out in the contract. Serve them deliberately.

The index, tab by tab

Use the owner's index if the specification gives one, and follow its numbering exactly rather than your own. Where no index is specified, this set covers institutional expectations:

Two tabs on that list carry more weight than their size suggests. Tab 4 fails the most often, because warranty start dates are ambiguous between substantial completion and equipment startup and nobody resolves it until the first claim. Tab 9 fails the most quietly, because attic stock is delivered to whoever was standing at the dock and no signature was collected.

The four items whose capture window closes

Everything else on the index can be reconstructed after the fact with enough phone calls. These four cannot, and they are the ones that hold up a package.

Concealed condition photographs. Once a ceiling grid is back or a chase is closed, the only record of what is behind it is what you photographed. Shoot every concealed run before it is covered, with something in frame that gives scale and location. This is the single highest-value habit on institutional work and it costs a technician about 3 minutes per concealment.

Nameplate data at delivery. Read model and serial off the unit when it arrives, not at closeout. Nameplates get painted, wrapped, mounted against a wall, or corroded past reading, and a serial number you cannot read is a warranty you cannot claim.

Startup readings. The numbers taken the day the system was first brought up are the baseline every future diagnosis is measured against. They exist only if someone wrote them down that day. A reading recorded three weeks later is a different measurement under different conditions and should be labeled as such.

Signatures taken in person. Attic stock receipts, training attendance and final walk acceptance are trivially obtained while you are standing in front of the person and painful to chase afterward. Collect on the spot with a name, a printed name and a date.

Build it in parallel, with a named owner

The package is assembled by one person from the first day, not by whoever is free in the last week.

  1. Open the folder structure at contract award, with the tab numbers from the index already created and empty. An empty numbered folder is a visible hole; a missing folder is invisible.
  2. File at the moment of creation. The submittal goes into tab 2 when it comes back stamped. The permit goes into tab 7 when it is issued. Anything filed later is filed from memory.
  3. Give it one owner in your office, and make the tab count part of your weekly job review. "Seven of ten tabs have content" is a status you can act on; "closeout is in progress" is not.
  4. Ask for the reviewer's checklist at the start. Most facilities departments have one and will send it. Assembling against their checklist rather than your assumption removes most rejection causes before they happen.

Startup, training and the hazards those create

The two deliverables that happen in the building rather than in the office are startup and training, and both put you in an occupied space doing something the occupants did not schedule.

Before demonstrating any shutdown or isolation during training, confirm in writing with the facilities contact what the shutdown affects and who is downstream of it, then notify those areas before you move anything. A demonstration that takes an air handler offline for ten minutes is a non-event in a classroom wing and a serious problem in a space with a temperature-sensitive process or a pressure relationship it has to hold.

Where the training covers isolating the equipment, walk the actual isolation points with the in-house staff rather than describing them. Under 29 CFR 1910.147, which governs control of hazardous energy for mechanical and stored-energy sources on servicing and maintenance work, an onsite employer and outside servicing personnel are each required to inform the other of their respective energy-control procedures, so the walk is a compliance step for both sides and not a courtesy. For electrical isolation the governing rule is different: 29 CFR 1910.333(b)(2) covers de-energizing and verifying electric utilization equipment, and 1910.147 expressly excludes that work at (a)(1)(ii)(C). Where the training includes proving a circuit dead, use the live-dead-live sequence in NFPA 70E-2021, 120.5, testing the instrument on a known live source before and after.

Do not demonstrate a bypass, a jumper or a defeated interlock during training even once. In-house staff repeat what they were shown, and the demonstration outlives your explanation of when it was acceptable.

Worked example: a package rejected on two tabs

A ten-week mechanical replacement at a school district finishes on schedule. The shop submits closeout eleven days after substantial completion. Retention on the contract is 10%.

The reviewer returns it in nine calendar days citing two deficiencies out of ten tabs:

  • Tab 5, record documents. The marked-up drawings show the new equipment but not a rerouted branch that was moved around an unforeseen obstruction in week four. The field crew redrew it on a scrap sheet, took a photo, and the photo never reached the drawing.
  • Tab 8, training. A session was held, but the record shows a date and four attendee names with no agenda and no duration. The specification required a minimum session length and a list of topics.

Cost of the recovery: the rerouted branch is above a hard ceiling that has been closed for six weeks. The office finds the crew's photo in a message thread, but it does not establish dimensions from a reference point, so a technician returns to open two ceiling access points and measure. That is 4 hours of field time plus a patch, none of it billable. The training deficiency costs a second session because two of the four original attendees have changed shifts, at 2 hours of a senior technician plus travel.

Total unbillable recovery: about 6 hours of field labor and roughly 3 hours of office time reassembling and resubmitting. The resubmittal is accepted 14 days after it goes back in, so retention releases 34 days after the first submission rather than the 9 to 15 days a clean package typically takes at that district.

The 6 hours is the visible cost. The invisible one is that this shop's next proposal at the same district is read by the same reviewer, who now has a file note. See related: The Annual Re-Bid and How to Be Ready for It.

What would have prevented both: a photograph of the reroute with a tape measure in frame against a fixed reference, taken before the ceiling closed, at a cost of about 3 minutes; and an agenda page signed at the training, at a cost of about 5 minutes. Nine minutes of field time against 9 hours of recovery.

Format rules that get packages rejected before anyone reads them

These are cheap to comply with and are checked first:

  • One file per tab, or one combined file with bookmarks, whichever the specification names. A folder of 60 loose files is routinely returned unread.
  • Searchable text, not photographs of paper. A scanned page with no text layer fails the reviewer's own search when they look for a serial number two years from now.
  • File names that carry the tab number and content, so the reviewer's index and your file names sort the same way.
  • The number of copies and media stated in the specification. Some institutions still require a bound hard copy plus digital, and the hard copy is a lead-time item.

How to verify you got this right

Run these four before submitting, in this order:

  1. Open the owner's checklist and check the tabs against it, not against your own index. Any tab you created that is not on their list goes at the end, and any tab on their list you did not create is a hole.
  2. Have someone who was not on the job try to answer three operating questions using only the package: where do I isolate this, what filter or wear part does it take, and who do I call after hours. If they cannot, the operator cannot either.
  3. Confirm every warranty in tab 4 states a start date and a term, and that the start date matches what the contract says triggers it.
  4. Check that every signature line has a printed name beside it. A signature nobody can read is not a record of who accepted delivery.
