How to Check an Egress Path the Way an Inspector Would

Why this matters

An egress check done from a clipboard at the front desk finds nothing. The path is a physical thing and it has to be walked, in the direction an occupant would walk it, starting where they actually are and ending where the code says the path ends, which is out at the public way and not at the building line. The findings that get missed cluster in the same two places: past the exit door, and in the dark. Both are outside the part of the building anyone thinks of as theirs.

Before you walk: what this inspection puts at risk

The walk itself creates hazards, and several of them come from the tests you are about to run.

  • Do not drop normal power to see whether emergency lighting works. Opening a disconnect can stop a fire pump, strand someone in an elevator car, or take life safety loads offline. Use the unit's own test means, coordinate with the building owner in advance, and confirm nobody is in an elevator before any power test that could affect one.
  • Do not prop a rated door open while you work. A propped fire door is an impairment of that assembly for as long as it is propped, and an impairment is a managed state with a start, a compensating measure and an end, not a convenience.
  • If the walk discovers a suppression or detection defect - a shut control valve, a painted or loaded sprinkler head, a detector obstructed by a supply grille - that is an impairment too. Notify the owner's impairment coordinator before continuing, and record the start time.
  • In a warehouse or production area, stay out of powered industrial truck travel lanes, wear high-visibility clothing where the site requires it, make eye contact with an operator before crossing behind a truck, and never move a loaded pallet by hand. Only a trained and evaluated operator moves it, under 29 CFR 1910.178.
  • Do not walk a building alone after hours without a check-in arrangement with someone who knows your route and finish time.

Agree with the owner in advance which devices you may operate and which you may only observe.

Walk it as three segments, in the direction of travel

The procedure follows the path's own structure. Each stop below is one segment of the means of egress, in the order an occupant meets them, and each carries a different obligation. A sibling article covers where the boundaries between them sit.

Step 1: find the genuinely most remote occupied point

Not the far corner on the drawing. The furthest point somebody actually stands, works or sits, after the furniture, racking and equipment are in. Start there, on foot. Skip this and every distance you record afterwards is short, in the flattering direction.

Step 2: walk the exit access and measure it

Walk the natural path around the obstructions as they exist, not the straight line on the plan.

  • Clear width at the narrowest point, including projections into the path. Record the number, not the word "narrow".
  • Common path: the distance before two separate and distinct paths to two exits first become available.
  • Dead ends: measured in each corridor from the closed end to the point where a second direction opens up.
  • Travel distance: to the entrance to an exit, which is where the measurement stops.
  • Obstructions and storage anywhere in the path, including things that are only there some days.
  • Whether the path passes through an intervening space the occupant does not control, or through a kitchen, storeroom or similar space.

Common path and travel distance are two different limits and a layout can pass one and fail the other. Measure both.

Step 3: work every door in the path

  • Does it swing in the direction of egress travel where that is required?
  • Can it be opened from the inside with one motion, no key, no tool, no special knowledge? On the narrower federal side, 29 CFR 1910.36(d)(1) requires exactly that of the employers it covers, at all times the workplace is occupied. The adopted code carries its own one-motion and hardware requirements, and where a duty exists in both, name both.
  • Is the hardware operable without tight grasping, pinching or twisting of the wrist?
  • Where an electrified locking arrangement is used - delayed egress, access-controlled, electromagnetic - does it match an arrangement the adopted code permits, with its release conditions intact? These are permitted arrangements with conditions, not a general permission to lock an egress door.
  • On rated openings, does the assembly close and latch under its own power from full swing and from partly open?

Step 4: check the exit itself, not just its door

Once you are inside the enclosure you are in the protected segment, so the questions change.

  • Enclosure integrity: unsealed penetrations, missing firestop, unrated doors, gaps at the head of wall.
  • Anything stored inside, which is generally prohibited outright rather than judged on how much room it leaves.
  • Stair clear width at the narrowest point, including handrail projections, plus handrails, landings and consistent riser and tread geometry.
  • Re-entry and door hardware from inside the stair, since a stair you cannot leave at an intermediate floor is a designed condition with its own rules.
  • Signage, including floor level identification where the adopted code requires it.

Step 5: keep walking past the door

The exit ends at the outside door. The exit discharge starts there and ends at the public way, a parcel unobstructed to the sky and open to public use, of a minimum width the adopted code states.

  • Where does the door actually put you? A yard, a walkway, an alley, a fenced compound.
  • Is the path continuous, unobstructed and identifiable all the way out? Gates, chains, snow, parked trailers, dumpsters, landscaping, construction hoarding.
  • Is the discharge illuminated?
  • On the federal side, 29 CFR 1910.36(e) requires an exit discharge lead directly outside or to a street, walkway, refuge area, public way or open space with access to the outside, and 29 CFR 1910.37(a)(3) requires exit routes be kept free of obstruction. Both are narrower than the adopted code.

Step 6: do the last pass in the dark

Exit signs and emergency lighting only prove themselves without normal lighting. Test them by their own means, walk the full path again, and pay attention to the segment nobody lights: the discharge.

Step 7: record every finding against its segment

A finding recorded without its segment cannot be prioritized, because the same object is a housekeeping note in one segment and a failure of protection in another.

The walk, recorded: a single-tenant shop with an office front

Business office at the front, light manufacturing behind, one mezzanine. Sprinklered. Walk time about 70 minutes for one person. Eight findings.

Exit access, two findings. A pallet of stock had been set down in the main aisle, narrowing the clear width from 44 in to 26 in at that point. A rolling rack was parked in front of the west exit access door.

Doors, one finding. The rear door had a slide bolt added above the panic hardware, so leaving required two motions and the bolt was padlocked.

Exit, two findings. The stair enclosure held a floor scrubber on the intermediate landing. The exit sign at the mezzanine level was dark.

Exit discharge, two findings. The rear door discharges into a fenced yard whose gate was padlocked from the outside. The front discharge crosses a truck apron with no marked path, and a trailer was parked across it during the walk.

In the dark, one finding. Emergency lighting operated in the office corridor and there was none over the discharge path at either door.

Qualifier lines, printed:

  • Clear width at the narrowest point: 26 in measured at the pallet including its overhang, not averaged over the aisle. That is below the 28 in minimum 29 CFR 1910.36(g) sets for the exit access of the employers it covers, so it is a federal floor failure as well as a code one, and both are named on the finding.
  • Travel distance endpoint: measured to the entrance to each exit, not to the outside door beyond it and not to the public way.
  • Common path and dead end measured separately: the mezzanine's single stair makes its whole floor a common path condition measured from the remote point, while the dead end behind the office block is measured in the corridor only.
  • Occupant load basis: aisle and door capacities were checked against the calculated occupant load for each area, not against the eleven people present on the day.
  • Discharge walked to the public way: both discharges were followed past the building line, which is where three of the eight findings came from.
  • Adoption gate: the code requirements above bind in the edition this jurisdiction adopted and amended, and the authority having jurisdiction is a named role with legal authority under that code rather than a synonym for whoever inspects. The OSHA citations are a separate, narrower federal floor.
  • No flattering rounding: 26 in is recorded as below the 28 in floor, not as "about 28".

What was corrected during the walk. The rolling rack was moved by the person who parked it. The slide bolt was removed with the owner present, restoring one-motion egress. The pallet was moved by a trained lift operator, not dragged. Three of eight findings, just under 40 percent, closed at effectively no additional labour, and all three were the ones that would have mattered most on the worst day.

What did not close. The padlocked yard gate is the owner's to resolve and no shop cuts a lock on someone else's property; it was reported the same hour and in writing, because a padlocked gate at the end of an exit discharge is the same failure as a locked exit door one segment further in. The scrubber needed a storage location that is not a stair. The dark sign and the missing emergency lighting went to an electrical scope. The truck apron needs a marked and kept-clear path, a site rule rather than a repair.

Sibling-rule check, printed: the rear door is judged under the fire door rule that an assembly which cannot be opened in one motion and cannot close and latch under its own power is out of service rather than deficient, and the added bolt is treated as a field modification against the label. The stair enclosure is judged as an exit, so the scrubber is a prohibited item rather than a clutter note, per the segment definitions. Travel distance and common path are measured as two separate limits, per the egress limits article.

Effort, in labour terms rather than currency: 70 minutes for the walk and about 25 minutes to write it up, against under 20 minutes for the three same-day corrections combined. The item that would have cost the most had been padlocked for months, because the segment it sits in has no owner inside the building.

What a repeat walk is for

Run the same route quarterly and compare against the last record rather than starting fresh. Egress findings are overwhelmingly recurrences: the pallet comes back to the same spot, the bolt goes back on the rear door after the next break-in, the trailer parks across the same apron. A finding that appears three walks running is not a housekeeping problem, it is a design or operations problem - the aisle is staging because there is no staging area, and the bolt returns because the door has a security problem the egress hardware was never meant to solve. Name that in the record, because the third recurrence is the evidence that the correction was aimed at the wrong thing.
