How to Handle an After-Hours Call With No Approval Authority

Why this matters

At midnight on managed property, the person who can approve spending is asleep and the person in front of you cannot approve anything. The work still has to happen or the damage grows. Shops resolve this in one of two bad ways: they do nothing and the loss spreads, or they do the full repair and argue about it for six weeks with a manager who never said yes.

There is a third answer, and it is a line rather than a judgment call. The condition itself authorizes you to stop the loss and make the hazard safe. Nothing authorizes you to improve, replace, or upgrade until a person with authority says so. Everything below is that line applied, plus how to build the after-hours authority you need before the night you need it.

Before the truck rolls: the phone-first hazards

Some after-hours calls are answered on the phone, not on site, and dispatching a truck first is the wrong move.

Gas odor or a hissing sound. Tell the caller, in these words: everyone leaves the building right now, do not touch any light switch or appliance switch, do not use a phone inside the building, and call the gas utility emergency number from outside. Then have them call you back from outside. The utility gets there first and they are the ones who make the building safe.

Smoke, a burning smell with no visible source, or anything actively burning. Everyone out, call the fire service from outside. You go after they clear it.

Carbon monoxide alarm sounding. Everyone out into fresh air, call the gas utility or the fire service from outside, and do not re-enter to open windows or hunt for the source.

Water pouring into a space with energized fixtures, outlets, or a panel. Keep everyone out of that space. If the caller can reach the main breaker without standing in water and without touching wet equipment, have them shut off power to the affected area; if they cannot do it on those terms, they leave it alone and stay out of the space until you arrive.

None of those four is a diagnosis to be made over the phone. They are instructions to be given immediately and completely, because the caller is frequently a tenant who has nobody else to ask.

The line: stabilize, repair, better

The third row is where shops lose emergency invoices. The seized valve you noticed while isolating is genuinely worth replacing and you are already standing there with the branch shut down. It is still betterment, and doing it at 1am on nobody's say-so converts a defensible emergency call into a disputed one, on the exact invoice that was already going to get read closely.

A night, hour by hour

A managed multifamily building. Water coming through a ceiling into a lower unit. The tenant called the answering service directly from a number posted on the mechanical room door.

23:40. Call taken. Tenant reports water coming through the ceiling near a light fixture. Dispatcher's instruction to the tenant: stay out of that room, keep everyone out, do not touch the light switch, and do not try to catch it with anything that means standing under it.

23:47. Tech dispatched. Dispatcher calls the property manager's cell, gets voicemail, leaves a message with the property, the unit, and a callback number.

00:15. Arrival. Water is tracking along the ceiling toward a recessed fixture in unit 2B.

00:18. Hazard first, before any diagnosis. Occupants out of that room. The panel serving 2B is in a hall closet, dry, reachable without standing in water, so the tech de-energized the affected circuits, locked and tagged the disconnect, and verified the circuit dead with a meter checked on a known live source immediately before and immediately after the reading. If that panel had been wet or unreachable on those terms, the call becomes a utility disconnect request and everybody stays out of the space.

00:25. Source located: a supply line in unit 3B above. The local stop valve at the fixture is seized and will not close.

00:31. Isolation. Isolate at the narrowest valve that actually stops the loss, and step wider only when the narrower one fails. The local stop failed, so the tech closed the branch serving that stack, which took cold water from 4 units. He did not close the building main, which would have taken water from every unit and created a notification obligation nobody can discharge at midnight.

00:35. Loss stopped. Standing water and saturated materials are a restoration trade, not this shop's; the tech photographs the extent and it goes in the report rather than becoming an improvised cleanup.

00:40. Second call to the manager, voicemail again. Then the after-hours contact from the account record, who is a different person. Reached at 00:52.

00:52 to 01:05. The actual decision. The failed section of line can be replaced tonight with material on the truck, roughly 2.0 hours, which brings cold water back to 4 units before morning. Stabilization alone leaves those 4 units without cold water until a daytime crew arrives. The tech states the two options and the hours for each, and asks for a bounded approval. The after-hours contact approves up to 2.0 hours by text at 01:05. A text is fine; what matters is that it is a record with a number in it.

01:10 to 02:55. Repair, 1.75 hours.

03:00. Branch restored, held under pressure and watched for 15 minutes with no leak. Circuits in 2B left de-energized and tagged, because the ceiling above them is still saturated and re-energizing wet is not a call to make at 3am. That decision goes in the report in one explicit line so nobody's morning starts with an unexplained dead circuit.

03:10. Door notices left on the 3 affected units that were dark. The 1 unit that was awake was told in person at the time of the shutoff.

03:15. Message to the manager and to the after-hours contact: what happened, what was done, what remains, what needs a decision in the morning.

03:20. Departure. On site 3.1 hours.

The wrong turn that did not happen

At 00:31 the tech had the branch isolated and a seized local stop valve in his hand's reach. Replacing it would have taken a few minutes and it plainly needs replacing.

He did not. He photographed it and put it on the morning report as a recommended follow-up. Two reasons, and the second is the one worth internalizing. First, it is betterment on an item that had not failed in the sense that caused this call, and nobody authorized it. Second, this invoice was already guaranteed to be read closely, because after-hours work always is: one unexplained line on it and the whole night's work gets questioned, including the part that was unambiguously correct. In daylight, with a photo and a one-line explanation, that valve is an easy approval. At 1am, unasked, it is the reason the manager has an uncomfortable conversation with the owner.

Splitting the invoice on its face

Of the 3.1 hours on site, 1.75 sat under the explicit text approval and 1.35 sat under stabilization authority. Show that split on the invoice rather than presenting one number:

  • Emergency stabilization and isolation: 0.9 hours, authorized by the condition, reported at 03:15.
  • Repair: 1.75 hours, approved by name at 01:05 up to 2.0 hours.
  • Verification, notices, and close-out: 0.45 hours.

The three lines add to 3.10 hours, which is the time on site, and each one names what authorized it. A manager reading that can defend it to an owner without asking you a single question, which is the entire objective. A single 3.1-hour line with the word "emergency" next to it invites all four of the questions an owner asks.

What would have changed the night

If the after-hours contact had not answered. Stabilization only. The branch stays isolated, 4 units have no cold water until the morning, notices go on all 4 doors explaining exactly that and who to call, and the shop invoices the 1.35 hours that the condition authorized. That is a smaller invoice and a worse outcome for the tenants, and it is the correct call, because a shop that repairs on nobody's authority is gambling that the manager will be glad afterward.

If the water had been over the panel rather than near a fixture. The panel is out. Utility disconnect, everyone stays clear of the space, no isolation work in that room at all until power is confirmed off at the source. The plumbing decision waits behind the electrical one.

If the only isolation available had been the building main. Then the call escalates before the valve turns. Taking a whole building's water at midnight is a decision with a notification obligation attached, so the manager or the after-hours contact makes it, and if neither can be reached, you close it anyway to stop an active loss and start knocking on doors. Stopping an active loss never waits for a callback; what waits is everything after that.

Build the authority before you need it

Three items in the account record, agreed at setup and re-confirmed annually. Each one is a single question a manager can answer in an email.

A named after-hours contact and a second one. Not "the office." A person, a number, and a backup, because the primary will be unreachable roughly as often as you would expect.

A standing stabilization allowance, in hours. Ask for an explicit written statement that the shop may stabilize up to a stated number of sold hours without prior approval, reporting immediately after. This is easy to get, because it costs the manager nothing they were not already going to owe and it removes them from a 1am phone call.

A stated after-hours repair position. Either a named person who can approve a bounded repair overnight, or an explicit instruction to stabilize only and return in daylight. Both are workable. What is not workable is the account that has never decided, because that is the account where your tech spends 40 minutes calling people while water runs.

How to verify you got this right

Pull your last five after-hours calls on managed accounts and check two things per call. Did the invoice separate stabilization from approved repair on its face? And can you name the person who authorized any hour beyond stabilization? An after-hours call where you cannot name that person is not a documentation gap, it is an unbilled or contested hour that you have not noticed yet.

Then check the standing arrangement, not the calls. Ask your on-call technician, unprompted, what they are allowed to do at 2am at a named managed property before they have to reach somebody. If the answer is "use judgment," the line in this article exists on paper and not in the field, and the next hard night will be decided by whoever happens to be on the truck.
