How to Handle Tools on a Shared Job Site
Why this matters
A residential service call is a controlled environment: one tech, one customer, one truck, and the tools are either in your hand or twenty feet away. A shared site is not that. On a remodel, a build, or an occupied commercial job there are other trades, a general contractor's crew, delivery people, cleaners, and sometimes the public moving through the same space, all of whom have a legitimate reason to be there. Tools stop disappearing because someone stole them and start disappearing because they got picked up, moved, borrowed, buried under drywall, or thrown out. The controls that work on a service truck do not work here, and shops learn that one item at a time. The second cost is worse than the tools: a tech who cannot find the meter burns half an hour, then borrows one from another trade, and now they are testing with an instrument of unknown history.
Step 1: Map who has access before you mobilize
Ask the GC or the site contact four questions before the first day, not after the first loss. They take two minutes and they determine every other decision on this list.
- Who else is on site this week, and what are their hours?
- Is there a lockable space we can use, and who else holds a key?
- Who is on site after our crew leaves, including cleaners and security?
- Is the space occupied by the customer's own staff or the public during our hours?
A site where you are one of five trades with no lockable space and a cleaning crew at night is a completely different problem from a site where you have a room with a key. The failure here is treating them the same and being surprised.
Step 2: Mark for recovery, not just for inventory
Your asset tags exist to run a register. Site marking exists so an item that turns up in another trade's pile comes back. Those are different jobs and the marking is different.
- Mark permanently, not with tape or a sticker. Engrave, stamp, or paint in a way that survives a solvent wipe.
- Mark in two places, one obvious and one hidden. The obvious mark settles an honest mix-up on the spot. The hidden one settles a dishonest one, and the person who removed the visible mark does not know to look for the second.
- Mark the case and the item separately. Cases get swapped and combined constantly on a shared site.
- Standardize on one visual signature for the whole crew, a color band or a paint mark, so anything of yours is identifiable from across a room without reading anything.
Step 3: Set one staging rule the crew can actually follow
Complex rules fail on a site. Use a rule with three states and no timer to argue about: at any moment, every item of yours is in your hands, in your line of sight, or inside a locked container. Nothing else is a legal state. The one carve-out worth allowing is a closed room your crew is working in alone, and the moment another trade enters that room, the room is no longer a container.
That rule matters most at exactly the moments people relax it: a run to the truck for a fitting, a bathroom break, lunch, and the last twenty minutes of the day when everyone is moving. Those are where items go.
Two specific hazards override the staging rule entirely, and they get handled first:
- An erected ladder left unattended on a site where other trades, occupants, or the public can reach it gets taken down and laid flat or removed from the area before you walk away. An unattended ladder is an invitation for an untrained person to climb something they have not inspected and that may not be footed for their task.
- Test leads left connected to an energized circuit while nobody is standing there get disconnected and the enclosure closed before you leave the spot, and a lock and tag go on the disconnecting means if the equipment is being left mid-service. A live setup with nobody watching it is a hazard to whoever walks up next, and they have no idea what they are looking at.
- When staging in an occupied building, nothing goes in a corridor, stairwell, or doorway that serves as an exit route, because 29 CFR 1910.37(a)(3) requires exit routes to be kept free and unobstructed at all times, and a job box in a stairwell is the kind of finding that ends a contract as well as a life.
Step 4: Put a real container on the site when the access map says you need one
The single control that moves the numbers on an open site is a locked container on the ground, and shops resist it because it is one more thing to move. Three tiers, pick by exposure:

The overnight rule is the one worth being rigid about. Most losses on shared sites happen between the time your crew leaves and the time they arrive, when a completely different set of people is in the building.
Step 5: Have the borrow answer ready before you are asked
You will be asked, by another trade, on almost every shared site. Decide the shop's answer once so a tech is not improvising it.
A workable position, and the reason it works: consumables and rough hand tools yes, anything that produces a reading or bears a load no. Say it plainly. "Take the pry bar, I need it back before I leave. I cannot lend the meter, my shop makes me prove it before I use it and I would not be able to prove where it has been." That is honest, it is not an insult, and it does not turn into a negotiation because it is a rule and not a preference. Going the other way, borrowing from another trade to save a truck run: treat any borrowed instrument as unverified until you prove it on a known source yourself, and treat any borrowed ladder or lifting item as uninspected until you inspect it. You are not insulting anyone, you are applying the same rule you apply to your own kit.
Step 6: Sweep on a schedule, not at the end of the job
The end-of-day sweep is standard advice and it is not enough on a shared site, because six hours of exposure is where the loss happens. Sweep at end of day and again after any break longer than 30 minutes, per tech, against a load-in list written that morning. The load-in list is the whole system: what you carried in, counted once. Without it, a sweep is a feeling.
The sweep catches two different things and both matter. It catches items that are gone while there is still someone on site to ask, which is the difference between a recovery and a claim. And it catches items that were moved, buried, or covered, which on an active site is most of them.
Worked example: a shop that measured its sites instead of its techs
A shop running a mix of service and GC-site work had been losing tools and had been treating it as a crew discipline problem. Instead they counted losses per site over six months.
The exposure. Nine shared sites in six months, totaling 180 site-days, where a site-day is one calendar day with at least one of their techs on that site. Three of the nine sites had no lockable space and heavy multi-trade traffic, accounting for 62 site-days. The other six had either a lockable room or single-trade access, accounting for 118 site-days. Sixty-two plus one hundred eighteen is 180.
The losses. 14 items unaccounted for over the six months. 11 of the 14 came off the three open sites; 3 came off the other six.
The rates. On the open sites, 11 losses across 62 site-days is one loss per 5.6 site-days. On the controlled sites, 3 losses across 118 site-days is one loss per 39.3 site-days. That is about a 7 to 1 difference in loss rate per site-day. The crews were the same people, rotating across both kinds of site, which is what kills the discipline explanation: the same tech lost items on one kind of site and not the other.
The change. They put a job box on every site that lacked lockable space, made the overnight-to-truck rule absolute on those sites, and added the load-in list and the two-a-day sweep.
The following six months. Open sites ran 55 site-days and produced 2 losses, one loss per 27.5 site-days, against 5.6 before. Controlled sites stayed roughly flat. The other number they tracked was recoveries: the sweep found 9 items that were still on site but not where they belonged, buried or moved by another trade, which are 9 items that would have become losses under the old routine.
Reading the result honestly. The open-site rate improved by a factor of about 5, and it did not reach the controlled-site rate of 39.3 site-days per loss. That gap is the residual cost of working an open site, and it is a real input to what those jobs should be priced at, which is the tool-cost-in-pricing article's territory.
Step 7: Escalate controls one step at a time
When a site is losing items, the reflex is to add every control at once, which is expensive and teaches you nothing about which one worked. Use a ladder and a trigger.
Per site, when the loss rate reaches 1 item per 10 site-days measured over at least 20 site-days on that site, add exactly one control from the next rung and re-measure for another 20 site-days. The 20-site-day minimum matters: on a five-day sample a single loss reads as a catastrophic rate and will send you buying job boxes for a site that is fine. The rungs, in order: permanent marking, then the load-in list plus twice-daily sweep, then a locked job box, then nothing stays overnight, then a staffed staging point. One rung per measurement window, so you can tell which rung did it.
When something is actually gone
The first hour is worth more than the next week.
- Ask on site, immediately, before anyone leaves. Most items are not stolen, they are moved, and the person who moved them is still standing there.
- Tell the GC or site contact the same day, in writing, with the item description and marking. A verbal mention creates nothing you can point at later.
- Record it against the item ID in your register the same day, including the site and the last person who had it, because the pattern only shows up if the data does.
- A police report matters when the value crosses the threshold your insurer requires or when you intend to make a claim. Ask your insurer once what that threshold is and write it on the same card as the rest of this, rather than looking it up in the moment.
