How to Run a First Walkthrough on an Institutional Site
Why this matters
The first walkthrough on an institutional site is not a scoping visit. Scope is the easy part and you can do it from the equipment list. What you are actually there to collect is a constraint list, because on institutional work the constraints, not the task, set the labor hours. The same four hours of wrench time can price out at four hours or at nine depending on where in the building it sits, who has to escort you, what has to be built and torn down around you, and what has to be signed before you start. A shop that quotes from the equipment and discovers the constraints later has already lost the difference, and on a multi-year agreement it loses that difference every visit.
The seven items below are numbered by what a miss costs, largest first. That is deliberately not the order you will physically walk them; the walking order is at the end.
1. Shutdown authority and the outage window
Cost of missing it: the job cannot be performed at all in the hours you priced. This outranks everything else because every other constraint costs you hours, and this one costs you the job.
Find out who can authorize taking the system down, how far ahead the request must go in, and what the available windows actually are. In a school that may be a break week or a stretch after 4 p.m. In a hospital, patient-care areas may have no window at all for some systems, and the answer is a temporary system rather than an outage. In a plant, the window may be a single annual turnaround, and if you miss it you wait a year.
Ask for the window in writing and ask specifically whether the authorizer is the same person for a planned outage as for an emergency one. It is frequently not.
2. Which permit systems apply, and what each protects
Cost of missing it: a stop-work order plus a written finding against your customer, which is a category of damage you cannot repay them for.
Permit systems exist because in an occupied building your act reaches people who did not choose to be exposed to it. Walk the site asking which of these are live and who issues them.
Hot work. Any cutting, brazing, welding or grinding needs a permit, a fire watch, and a defined watch period after the work stops. NFPA 51B is the governing practice and NFPA 241 covers the wider construction and alteration case in an occupied building. What it protects: everyone downstream of a fire that starts in a concealed space hours after your torch went cold.
Confined space. Pits, vaults, tanks, tunnels and some plenums. Under 29 CFR 1910.146, at (c)(8) and (c)(9), the host must tell you which spaces are permit-required and their hazards, and both parties coordinate. Do not make an entry on a walkthrough. Look from outside the plane of the opening.
Energized electrical work. Do not open gear on a walkthrough. Photograph nameplates and arc flash labels from outside the enclosure. If you need conductor data, it comes from the institution's drawings or from a later visit performed as de-energized work under 29 CFR 1910.333(b)(2), with the conductors proved dead using an instrument checked on a known live source before and after, per NFPA 70E-2021, 120.5.
Life safety impairment. Anything that takes a sprinkler zone, a fire alarm zone, a smoke damper or an exit out of service triggers an impairment procedure and, in healthcare, interim life safety measures. Ask who holds it. It is often not facilities.
Infection control. In healthcare, an infection control risk assessment governs dust, water and air handling around patient care, and it dictates barriers, negative air, and sometimes the route your technician walks. This is not paperwork. It is the reason an immunocompromised patient two doors away does not inhale what you disturbed.
3. Access clearance and its lead time
Cost of missing it: mobilizations you eat. A technician who cannot get in still gets paid.
Collect four things: who runs badging, what the background check covers, how many working days it takes, and whether clearance is per person or per company. In K-12 the check is frequently statutory and non-negotiable, and it applies to every person who will be on site, including a helper you send once.
Ask whether clearance grants unescorted access or only escorted access, and ask separately about after-hours. A badge that works at 10 a.m. and not at 10 p.m. is a common and expensive surprise.
4. Documentation and close-out requirements
Cost of missing it: an unpaid invoice, or an account lost at re-bid even though the work was good.
Find out what the institution needs from you and in what form: their ticket number on every report, a specific service report format, certificates of insurance naming them as additional insured with the exact wording their risk manager requires, submittal packages before material is ordered, and a closeout package at the end. Ask one question that shops rarely think to ask: what closes a ticket in their system, and can your report close it, or does an in-house person have to. That determines whether your work exists in the record that gets read at re-bid.
5. The physical access path, walked, not described
Cost of missing it: hours per visit, compounding across every visit of the agreement.
Walk from where the truck parks to where the equipment sits, and time it. Note the loading dock hours, whether a freight elevator needs a key or an operator, stair-only runs, doors too narrow for a replacement component, and roof access.
If the path runs through occupied space, note what has to be protected and who has to be told. If it crosses a patient corridor or a classroom wing, the route itself may be constrained to specific hours.
Two hazards live in this step. Roof access: a walking-working surface with an unprotected side or edge 4 feet or more above a lower level requires fall protection under 29 CFR 1910.28 in general industry, and the construction trigger is 6 feet under 29 CFR 1926.501, so know which Part your work falls under before you step onto a roof to look at a unit. And insulation: in a building whose thermal system insulation predates the early 1980s, that pipe lagging is presumed to contain asbestos under 29 CFR 1926.1101 for construction work, with the general industry standard at 29 CFR 1910.1001, so you do not pull, probe or cut it to read the pipe underneath. Disturbing it is an inhalation exposure, which means the control is a respiratory protection program under 29 CFR 1910.134 and a licensed abatement scope, not a glove and a careful hand.
6. The boundary with the in-house crew
Cost of missing it: rework, duplicated visits, and a labor jurisdiction problem your customer has to answer for.
Establish by work type, not by person, which tasks are theirs and which are yours, and who holds the lock where both crews can touch the same machine. See related: The In-House Maintenance Staff as a Peer, Not an Obstacle.
7. The contact map
Cost of missing it: elapsed days, which is real but recoverable, so it sits last.
Names and reach paths for: who confirms scope, who issues the purchase order, who clears access, who to call after hours, and who to escalate to when the after-hours contact cannot authorize work.
Now the walking order
Physically, run it in this sequence, which is not the priority sequence: sign in and sit through the site orientation properly, meet the in-house lead, walk the access path with them, walk the equipment, then sit down with the director for shutdown authority, permits, documentation and contacts.
Sit through the orientation properly. It is where you learn the building's alarm tones, its evacuation assembly point, its severe weather protocol and its lockdown procedure, and in a school the lockdown protocol is the one where a contractor who guessed makes it worse for a room full of people. It is not a formality to endure.
Worked example: a four-hour valve replacement in two different rooms
Same task, same institution, a mid-size hospital. Replacing a failed control valve on a hydronic branch. Wrench time on the valve itself: 4.0 hours, and that number does not move between the two cases.
Case one, the valve in a ceiling above a patient corridor.
- Escort required, unescorted access not granted in patient areas: 0.5 hours of waiting per visit.
- Infection control barrier with negative air, built and torn down: 2.5 hours.
- Daily permit sign-out and sign-back: 0.25 hours.
- Report into their work-order system against their ticket number: 1.0 hour.
On-site total: 4.0 plus 4.25, which is 8.25 hours. The constraint load of 4.25 hours is 106 percent of the wrench time, so the job prices at roughly 2.1 times its wrench hours. Separately and once only, badging two technicians took about 2.0 hours of office time and 10 working days of lead time, so the earliest possible start was not the day the purchase order arrived.
Case two, the same valve on the same branch, in a mechanical penthouse.
No patient exposure, so no infection control barrier and no escort once clearance is granted. Permit sign-out still applies at 0.25 hours, and the report still costs 1.0 hour. On-site total: 4.0 plus 1.25, which is 5.25 hours, or about 1.3 times wrench hours.
Same valve, same technician, same skills. The multiple moved from 1.3 to 2.1 purely on where in the building it sits. A shop that walked only the penthouse and priced the corridor job off it is short 3.0 hours per occurrence, and on an agreement covering a dozen such valves that is a structural loss, not a bad day.
One more thing this walkthrough would have caught. The branch in case one had been isolated and dead for several years during a wing closure. Do not crack it open and flush it because it is convenient while you are in there. Aerosolizing water that has sat stagnant in a building with immunocompromised occupants is a hazard your own instruction created, it lands on people two rooms away, and the flush belongs to the facility's water management program under ASHRAE Standard 188 with their team present, not to your technician with a hose bib.
How to verify the walkthrough was good enough
Before you price anything, write the constraint list as a labor number and show it to the facilities director. Say what the wrench time is and what the constraint load is, as hours, separately.
If they correct you, the walkthrough worked and it just got cheaper. If they are surprised, you have found something their own budget does not currently carry, and that conversation is worth more than the job. If you cannot state the constraint load as a number at all, you collected a scope and not a walkthrough, and the difference will show up in your third visit.
