IECC 2024 Energy Code Updates

Why this matters

The International Energy Conservation Code (IECC) is the dominant residential + commercial energy code in the US - adopted as a stand-alone OR via the IRC in most states. IECC 2024 (published 2023) is the most aggressive electrification + efficiency push in the code's history. Contractors who price + sell + install per IECC 2024 capture the high-margin compliance work; those who don't get caught at inspection + lose customer trust.

Adoption (2025 reality)

  • 2024 IECC: phasing in 5 - 10 states; majority lag
  • 2021 IECC: dominant adopted version
  • 2018 IECC: minority of jurisdictions
  • 2015 IECC + earlier: rare

Climate zones (the underlying map)

US is split into 8 climate zones based on heating + cooling degree days:

  • Zone 1: hot, no heating (S Florida, Hawaii)
  • Zone 2: hot (Gulf Coast)
  • Zone 3: warm (Atlanta, Dallas, Los Angeles). Phoenix is zone 2, not 3
  • Zone 4: mixed (NYC, Nashville)
  • Zone 5: cold (Boston, Chicago, Denver)
  • Zone 6: cold (Minneapolis, Burlington)
  • Zone 7: very cold (Anchorage, Duluth)
  • Zone 8: subarctic (Fairbanks, Bethel)

Energy requirements scale by zone - colder = more insulation, tighter envelope.

Key residential changes in IECC 2024

Envelope insulation (R-value increases)

  • Wall cavity: R-20 minimum + R-5 continuous (CZ 4 - 8)
  • Ceiling: R-49 to R-60 depending on zone
  • Floor over unconditioned space: R-30 minimum (CZ 4 - 8)
  • Slab edge: R-10 to R-15 minimum (CZ 3 - 8)
  • Foundation walls (basement, crawlspace): R-15 minimum (CZ 4 - 8)

Air leakage (blower door requirement)

  • 3.0 ACH50 maximum in climate zones 3 through 8, 5.0 in zones 1 and 2
  • Documented at completion via blower door test
  • Building Performance Institute (BPI) tester common

Windows + doors

  • U-factor: 0.30 to 0.40 max (varies)
  • SHGC: 0.40 max (cooling-load zones)
  • ENERGY STAR Most Efficient or NFRC label required

Duct testing

  • Ducts in unconditioned space: leak test required
  • Total leakage <4 CFM25 per 100 sq ft floor area
  • Common challenge area for retrofits + new builds

Lighting

  • 90% high-efficacy (LED) required for new builds + major retrofits

Mechanical

  • Efficiency minimums per equipment type (gas furnace AFUE 90+, heat pump 7.5 HSPF2 and 14.3 SEER2 or better, water heater UEF varies). HSPF and SEER were replaced by HSPF2 and SEER2 on January 1, 2023; an equipment sheet quoted in the old units is pre-2023 data
  • Variable-speed equipment required in some zones for new builds

Electrification provisions (the biggest change)

Electric-ready circuits

  • New single-family: 240V circuit + breaker space at panel for future electric water heater, dryer, range, OR EV
  • Per applicable zone / jurisdiction
  • "Electric ready" path: customer can switch later without panel upgrade

Heat pump preferred OR required

  • Some states (WA, CA, OR adopting) mandate heat pump as primary heating in new construction
  • IECC 2024 provides path for compliance via heat pump
  • Dual-fuel acceptable in some zones (cold-climate)

Electric water heater readiness

  • 240V circuit + 30A breaker reserved for heat pump water heater retrofit
  • Even if home commissioned with gas heater

EV charging readiness

  • New single-family: dedicated 240V circuit OR conduit for future EV charger
  • Multifamily: percentage of parking spaces

Solar provisions

Solar-ready roof

  • New single-family: south-facing roof area reserved for future solar
  • Structural capacity verified (4 - 6 lbs/sq ft additional load capable)
  • Electrical conduit + service panel space reserved
  • Building configured to NOT preclude future solar install

Solar mandate (some states beyond IECC)

  • California (CA Title 24): solar required on most new single-family + low-rise multifamily
  • Other states have voluntary OR jurisdiction-specific mandates

Commercial highlights

  • Lighting power densities tightened (more LED, more controls)
  • Daylighting requirements expanded
  • Occupancy sensors + automatic controls
  • Continuous insulation requirements stricter
  • Cool roofs OR reflective roofs in cooling zones

Practical contractor impact

For new construction:

  • Estimate insulation + air-sealing + duct testing line items
  • Plan for ENERGY STAR or NFRC-rated windows
  • HVAC: high-efficiency equipment + commissioning documentation
  • Quote blower-door test
  • Electric-ready scope adds wiring/panel cost

For major retrofit / renovation:

  • Trigger thresholds: when does the work scope trigger code compliance? (varies by jurisdiction; often percentage-of-floor-area OR replacement-of-system criteria)
  • Existing building can sometimes meet older code; AHJ ruling
  • Customer-side cost increase: typically 3 - 8% over older-code construction

Energy compliance paths

IECC 2024 offers multiple paths to compliance:

  1. Prescriptive: meet every minimum requirement individually
  2. Component performance: trade-offs allowed within categories (more insulation here, less there) - proves via simulation
  3. Energy Rating Index (ERI): simulate the whole house + meet a target ERI (typically 55 - 65 depending on zone)
  4. Equivalent path: comparison to baseline; not less efficient

Most builders use ERI path with REM/Rate or Ekotrope software; rater + builder collaborate.

Customer-facing benefits

The right contractor message:

  • "Newer code = lower utility bills" (typically 15 - 30% reduction vs IECC 2009)
  • "Tighter envelope = quieter house + better comfort"
  • "Resale advantage" - energy-efficient homes resell faster + higher
  • Incentives, but check them before you say them out loud. The federal 25C residential efficiency credit terminated for property placed in service after December 31, 2025, so it is not something to promise on current work. State and utility programs are where the money is now, and they change every program year

Frame the cost increase as INVESTMENT, not expense.

The compliance path that works best for residential retrofits is the COMPONENT PERFORMANCE approach - trade a stronger element (high-efficiency heat pump) against a weaker one (less insulation in a corner that's impractical to upgrade). Rather than holding the customer to every prescriptive minimum, many AHJs allow this trade. Approach the inspector early in the planning + get sign-off on the trade. Customer saves money on the impossible upgrade, you get the project, the home still complies.
