IRC 2024 Residential Code Updates
Why this matters
The International Residential Code (IRC) is the dominant residential building code in the US - adopted by 49 states (some with amendments) for one- and two-family dwellings + townhomes. IRC 2024 (published 2023; adoption phasing 2024 - 2026) tightens energy + safety + electrification provisions. Contractors who don't track IRC updates fail inspection + lose customers; those who track + educate become the trusted expert in the customer's eyes.
Adoption status (as of 2025)
IRC adoption lags publication by 18 - 36 months typically. As of 2025:
- 2024 IRC: adopted in some states + jurisdictions; phasing in others (Washington, Michigan, others)
- 2021 IRC: dominant adopted version in most states
- 2018 IRC: still adopted in a few states
- 2015 + earlier: minority of jurisdictions
ALWAYS confirm the locally-adopted edition at the AHJ (Authority Having Jurisdiction) - never assume the latest published code applies. Pre-pull permits when in doubt.
Energy provisions (the biggest change category)
Insulation R-values increased
- Climate zone-specific values now stricter
- Ceiling: R-49 → R-60 in cold zones
- Wood-frame walls: R-30 cavity, or R-20 cavity plus R-5 continuous, in zones 4 through 8. In practice that means 2x6 framing or exterior continuous board where 2x4 used to pass
- Slab edge: R-10 → R-15 in cold zones
- Documentation: insulation certificate required at completion
Air sealing tighter
- ACH50 (air changes per hour at 50 pascals): 3.0 maximum in climate zones 3 through 8, 5.0 in zones 1 and 2. Confirm the number against the edition your AHJ has actually adopted before you quote air sealing
- Blower-door test typically required at completion in many AHJs
- Tighter spec implies HRV / ERV in many homes (see IAQ section)
Windows + doors
- U-factor + SHGC requirements tightened
- ENERGY STAR generally meets but some states require beyond
Ducts in unconditioned space
- Insulation requirements increased
- Sealing requirements verified by tester
- New builds often require ducts inside conditioned envelope OR R-8+ insulation
HVAC equipment sizing
- Manual J load calculation required
- Manual D duct design required
- Manual S equipment selection required
- Documentation submitted with permit in most AHJs
Electrification provisions
EV charging readiness
- New single-family dwellings: 240V circuit + branch breaker space pre-installed for EV charging
- Multifamily: percentage of parking with EV-ready circuits
- Adoption varies; some states make it optional, others mandatory
Electric panel sizing
- Increased minimum amperage for new builds (200A common minimum; some jurisdictions 320A)
- Reserved capacity for future electrification (heat pump + EV + induction)
Heat pump readiness
- Some states (notably CA, WA) now mandate heat-pump for primary heating in new construction
- Others require dual-fuel option
Induction range venting
- Higher CFM requirements for induction OR all-electric kitchens
- Tighter house = more makeup air requirements
Safety provisions
Sprinkler systems
- IRC has required sprinklers in new single-family since 2009 (though many states amended out)
- IRC 2024 maintains the requirement; state-by-state adoption varies wildly
- Maryland, California adopt; most others amend out at state level
Smoke + CO alarms
- Interconnected hardwired alarms in new construction
- 10-year sealed battery alarms acceptable in some retrofit scenarios
- CO alarms outside each separate sleeping area, in the immediate vicinity of the bedrooms (that is the code language; there is no distance figure in the IRC)
- New: lithium-ion battery sealed unit specifications
Stair geometry
- Riser + tread dimensions unchanged in IRC 2024 but tolerances tightened
- 10" minimum tread depth, 7-3/4" maximum riser (the 11 inch tread with a 7 inch riser is the IBC commercial rule, not the IRC)
- Variation between adjacent risers/treads: 3/8" max
Egress windows
- 5.7 sq ft net clear opening, 24" minimum opening height, 20" minimum opening width
- Below-grade bedrooms: window well requirements
Guardrails + handrails
- 36" minimum height (deck + balcony guardrails)
- 4" maximum sphere passable (no children-through gaps)
- Handrails 34 - 38" height; graspable cross-section
Plumbing provisions
Water-conserving fixtures
Three separate ladders get confused here. The model code sets one number, EPA WaterSense sets a voluntary tighter one, and California sets its own mandatory tighter one. Know which ladder your AHJ is on before you spec a fixture.
- Toilets: 1.6 gpf is the model-code and federal maximum. 1.28 gpf is the WaterSense level and California's mandatory level, and it is what most jurisdictions have moved to in practice
- Lavatory faucets: 2.2 gpm at 60 psi is the model-code and federal maximum. 1.5 gpm is WaterSense; California is 1.2 gpm
- Showerheads: 2.5 gpm is the federal maximum. 2.0 gpm is WaterSense; California is 1.8 gpm
- Do not quote the WaterSense or California number as the code minimum in a jurisdiction that has not adopted it, and do not quote the federal number in California
Backflow prevention
- Required at hose bibs, irrigation, boiler, fire systems
- Annual testing in many jurisdictions
Hot water distribution
- Maximum distance from heater to furthest fixture (varies; 50 - 100 ft typical)
- Recirculation OR demand-pump for long runs
- Reduces water waste during warm-up
Mechanical / IAQ provisions
Ventilation rate
- ASHRAE 62.2-driven minimum ventilation rate (CFM per dwelling unit)
- Tighter house envelope (per energy provisions) makes mechanical ventilation more critical
HRV / ERV in tight homes
- Whole-house mechanical ventilation is triggered long before heat recovery becomes a judgment call: the IRC requires it once a dwelling tests at or below 5 ACH50, and the energy chapter's own 3.0 ACH50 cap in zones 3 through 8 puts every code-built house in those zones under that line. So the question is never whether to ventilate, only whether to recover the heat while doing it
- Heat-recovery preserves energy savings while delivering fresh air
Bathroom exhaust
- Continuous OR intermittent; CFM minimums
- Must vent to exterior (not just attic OR soffit)
Electrical provisions
- AFCI on most residential branch circuits (existing IRC requirement maintained)
- GFCI in wet/exterior locations (expanded)
- Dedicated circuits for laundry, dishwasher, refrigerator (per NEC 210.11)
- Bathroom 20A dedicated for receptacles

What contractors need to know (practical)
- Confirm adopted edition at each jurisdiction before permit
- Plan for stricter energy specs - quote materials + labor accordingly
- Documentation discipline - blower door, Manual J, etc. become permit conditions
- Customer briefing - new requirements affect cost + timeline
- Training - keep up with annual code updates; ICC offers continuing education
The single biggest code-knowledge gap most service contractors have is the gap between PUBLISHED IRC + LOCAL AMENDMENT. The IRC is the model; what gets enforced is the LOCAL JURISDICTION'S ADOPTED + AMENDED VERSION. Two adjacent counties can have very different enforcement of the same chapter. Build a per-jurisdiction notes file in your CRM: which edition, which amendments, which inspectors interpret edge cases how. The file pays for itself in permit-pulled-on-first-try savings.
