NEC 2023 Residential Updates Reference
Why this reference exists
The National Electrical Code (NEC) updates every 3 years. NEC 2023 is being adopted by states + AHJs through 2024-2025. Working electricians need a quick summary of what changed since NEC 2020 - the rule that catches an electrician on an inspection is usually a 2-year-old code update they didn't track. This reference covers the residential-significant changes.
Adoption status
Code adoption is by state (sometimes by municipality). As of 2025:
- Adopted NEC 2023: Texas, Massachusetts, Ohio, Tennessee, others
- Adopted NEC 2020: most states; transitioning to 2023
- Still on NEC 2017 or earlier: a handful (Alabama, Mississippi)
- "Amended" 2023: customized versions in CA, NY, others
Working rule: verify with state electrical board OR municipal AHJ. Federal projects use the current NEC.
Highlights for residential
These are the changes most likely to affect a residential service or remodel job.
GFCI Protection (Article 210.8)
Expanded. NEC 2023 requires GFCI for:
All 125V through 250V receptacles in:
- Kitchen
- Bathroom
- Garage
- Outdoor
- Crawl space
- Unfinished basement
- Laundry
- Boathouse
- Indoor damp / wet locations (within 6 ft of sink) Carried forward, not new in 2023, but still the three most commonly missed on a remodel:
Dishwashers (factory-installed cord OR hardwired). This one predates the 2023 cycle; anyone calling it a 2023 addition has the wrong edition in their head
Range hoods within 6 ft of a sink
EV charging receptacles (NEMA 14-50) - came in with 2020, retained in 2023
Previously many of these required GFCI only at single-receptacle locations; 2023 expanded to ALL receptacles in the room.
AFCI Protection (Article 210.12)
Not eased. AFCI has never been narrowed. 210.12(A) still requires AFCI protection on 120V single-phase 15A and 20A branch circuits supplying outlets or devices in dwelling-unit:
- Kitchens
- Family rooms, living rooms, parlors, dining rooms, dens, libraries, sunrooms, recreation rooms
- Bedrooms
- Hallways, closets, laundry areas, and similar rooms
Never on the dwelling-unit AFCI list (and never removed from it, because they were never on it):
- Bathrooms
- Garages
- Outdoors
Those three are GFCI territory. Closets, hallways and laundry areas ARE on the AFCI list. Net: no easing. Anyone quoting a 2023 job on the belief that AFCI got smaller fails inspection.
Surge Protection Mandatory (Article 230.67)
Not new in 2023. 230.67 arrived in the 2020 NEC. What 2023 added is that it now reaches service equipment REPLACEMENT, not just new services. Every dwelling unit service panel installed, new or replacement, must include surge protection. Either:
- Type 1 SPD (whole-house) at service entrance
- Type 2 SPD inside the panel
Cost: a modest add per install. Permit requires verification.
Energy Storage (Article 706)
Expanded definitions + working clearances around battery installs. Allows higher per-dwelling capacity (some jurisdictions amend to allow 80 kWh).
EV Power Transfer (Article 625)
Refined. Key:
- 625.54 requires GFCI for receptacle installations
- Hardwired chargers don't require GFCI (per UL listing of the charger)
- 80% continuous load derate clarified
- Multiple-charger load management acknowledged
Underwater Pool + Spa (Article 680)
Tightened. Bonding + GFCI requirements + working spaces.
Service Conductor Sizing (Article 220 + 230)
220.83 is the existing-dwelling load calculation and it is routinely misremembered. The 65 percent factor is keyed to the NUMBER of separately controlled electric space-heating units (four or more), not to how big the equipment is. Air conditioning and cooling always goes in at 100 percent. Reading it as "small equipment gets 65 percent" undersizes the service on a house with one large heater.
Bathroom (Article 210.11)
Bathroom small appliance + lighting circuits: still 20A, but expanded GFCI + AFCI rules.
Service Equipment Working Space (Article 110.26)
Working clearances around panels + service equipment more specific. 30" minimum width clear OR width of equipment, whichever is greater. 36" depth clear in front. 6.5 ft height clear.
Service Disconnect (Article 230.71) + Emergency Disconnect (Article 230.85)
Up to 6 disconnects allowed at service entrance. Required to be grouped + identified.
Smoke + Carbon Monoxide (separate, NFPA 72 + state code)
Not NEC-specific but worth tracking. Most states adopt:
- Smoke alarms on every level + each bedroom + outside each sleeping area
- CO alarms outside each separate sleeping area, in the immediate vicinity of the bedrooms
- Hard-wired with battery backup (new construction)
- 10-year sealed-battery acceptable for retrofit
Common 2020-to-2023 transition issues
For an electrician moving from 2020 to 2023 jurisdiction:
- More GFCI receptacles: kitchen + outdoor are everywhere already; new are dishwasher, hood, range circuit
- AFCI unchanged: no narrowing happened. Bathrooms, garages and outdoors were never on the dwelling-unit AFCI list, so nothing was "removed." Quote AFCI exactly as you did under 2020
- Surge protection: now mandatory on every panel - add it to every quote
- Working space: stricter; verify before quoting any panel work
- EV charging: GFCI receptacle is firm
Permits + inspections
Best practice for 2025:
- Pull a permit against your jurisdiction's own threshold, not a remembered one. Most set it low enough that panel work and new circuits need a permit regardless of ticket size
- Document the NEC edition under which the work was performed
- Photos of completed work, before inspection
- Coordinate with inspector before scheduling
Common failed inspections in 2023-adopted jurisdictions:
- Missing surge protection
- Missing GFCI on newly-required locations
- AFCI MISSING on a circuit the dwelling-unit list covers. Extra AFCI where it is not required is not a fail; the missing one is
- Insufficient working space at panel
- Wire size for service entrance below 2023 specs
Customer talking points
When customer asks why something costs more:
- "Code has updated since your house was wired. NEC 2023 requires surge protection on every new panel install."
- "GFCI is now required in more places - dishwasher + range hood circuit, for example."
- "These are safety improvements; insurance + resale appreciate them."
When customer asks "do I have to update existing wiring?":
- Existing legal-at-time wiring is grandfathered
- ONLY new work must meet current code
- Some "trigger items" (panel replacement, major remodel) bring entire scope to current code
Future watch (NEC 2026 cycle)
NEC 2026 cycle drafts already include:
- Further A2L refrigerant equipment integration
- Continued EV charging refinements (V2H bidirectional)
- Battery storage clearance standardization
- Solar interconnection refinements
- AFCI threshold review
Expect 2026 to be another moderate update; significant in EV + battery storage detail.

- NFPA 70 (the NEC) - purchase or subscribe via NFPA
- NFPA NEC online viewer (free, registration required)
- Mike Holt's training materials (paid, well-regarded)
- State electrical board websites (state-specific amendments)
- AHJ inspector contact (the most accurate for your locale)
Training + certification
Most state electrical boards require continuing education for license renewal:
- 6-24 hours per renewal cycle (state-dependent)
- Code-change classes between cycles
- Often online + self-paced
Field crews benefit from at least one tech per crew attending the official code-update class for each NEC cycle. The investment is a modest class fee plus ~8 hours of training.
The single most useful 2023-update practice: add surge protection to every panel-work line item by default. Customers don't know it's now required + the modest add-on closes without negotiation. Crews not surveying for surge protection at every panel job are leaving compliance + revenue on the table simultaneously.
