The Common Area Work SOP

Purpose

Common area work has no occupant standing next to it. Nobody is watching your open floor, your extension cord across a corridor, your ladder in a lobby, or your isolated water main, and the people who walk into all of it did not schedule you and were not told you were coming. Every serious incident on a managed property that involves a vendor happens in a common area, for that reason.

This procedure sets how the shop authorizes, notices, secures, performs, and closes out work in shared spaces of a managed property: lobbies, corridors, stairwells, mechanical and electrical rooms, laundry rooms, roofs, garages, pool and amenity areas, and shared utility runs. It exists to keep uninvolved people out of the work, to keep the shop's authorization defensible, and to hand the manager a record they can forward without editing.

Scope

Applies to any work in a space not under the exclusive control of a single occupant, at any managed property: apartment, condominium or homeowner association, mixed-use, or a scattered-site portfolio with shared utilities. Applies whether the shop is on a maintenance agreement or a single work order.

Does not cover work inside an occupied unit, which is handled by the occupied-unit scheduling procedure, and does not cover the shop's own bidding or contract terms.

Roles and responsibilities

Safety screen: do these before any diagnosis

Perform this on arrival, before opening anything, every time.

  • If you smell gas anywhere on the property, everyone leaves the area and the building immediately. Do not operate any switch, do not turn a light on or off, do not use a phone inside, do not use an elevator. Call the gas utility and the fire service from outside at a distance and keep others away from the area until the responding authority releases it. Notify the manager after the call to the utility, not before.
  • If water is present at or near energized equipment, do not enter the wet area. De-energize the affected circuits from a dry location and confirm the circuit is dead at the point of work with a tester proved on a known live source immediately before and immediately after the test. If you cannot de-energize from a dry location, keep everyone out and call the utility or the manager's electrician.
  • Never obstruct or narrow an exit route, stairwell, corridor serving as egress, or exit discharge, even for a few minutes. Stage material and tools outside the egress path. If work must cross the path, keep an attendant at the crossing for the duration and clear it fully before you leave the floor.
  • Do not leave any opening, edge, energized part, or hot surface unattended. If you must leave a hole, a removed cover, an open panel, an open pit, or a raised access hatch for any reason including a parts run, close it, barricade it with a rigid barrier rather than tape alone, or post a person at it.
  • On a roof or any elevated walking surface, fall protection is required where your employee could fall 4 feet or more to a lower level in general industry work (29 CFR 1910.28); where the work is construction the trigger is 6 feet (29 CFR 1926.501). A managed-property roof with no guard is the common case, so this is a routine requirement, not an unusual one.
  • Where your employee services equipment and unexpected energization or release of stored energy could injure them, lock and tag the isolating device in the de-energized position before work starts (29 CFR 1910.147 in general industry; 29 CFR 1926.417 for lockout and tagging of circuits on construction work, which covers circuits specifically rather than stored energy generally). In a shared mechanical room, an unlocked open breaker is a breaker someone else has a reason to close.

Procedure

Step 1: Confirm authorization and cost allocation before the truck rolls

Two separate facts, and shops routinely capture only the first.

Authorization. Who approved it, in writing, with a reference. A work order number, an email, a portal entry. A phone call is not authorization until somebody sends the confirming line, and dispatch asks for it before scheduling rather than after invoicing.

Cost allocation. Whether the work is a common expense or chargeable to a unit. This matters because the person who called you may have authority over one and not the other. A manager can usually authorize a repair to a common element inside their limit. Charging the same repair to a specific unit owner is a different decision with a different approver, and getting it wrong produces an invoice that sits unpaid while two parties argue about which of them owes it.

Record both on the work order. If the manager cannot state the allocation, that is a signal the approval may not be theirs to give, and the honest move is to ask who signs.

Step 2: Confirm what the affected system actually serves

Ask the manager which units are served, then verify at the device. On a phased or renovated property the served area routinely does not match the unit numbering, and the manager's map is inherited from a prior vendor as often as not.

If you cannot establish the served area with confidence and closing the device would interrupt water, power, heat, or egress to any occupied unit, do not close it on the assumption you will find out. Trace it first.

Step 3: Notice and secure before you close anything

The gate: do not close a device serving occupied units unless BOTH (a) the authorization reference is recorded and (b) a notice is posted at every entrance to the affected area. If either is missing and the situation is not an active leak, an active fire, or a shock hazard, stop and get it. If it is one of those three, close the device immediately and notify afterward.

Posting standard, as a working default the shop should tune to the property's own rules:

  • Planned interruption of water, power, heat, or egress affecting an occupied unit: post at least 24 hours ahead at every entrance to the affected area and at the building entrance, and send the notice text to the manager the same day you post.
  • Unplanned interruption: post before closing the device, and notify the manager within 15 minutes of closing it.
  • Work with no interruption but an obstructed or hazardous area: post at the area on arrival, and barricade the working area itself.

The notice carries five things and nothing else: what is happening, which areas or units are affected, the date and time window, who to call, and the name of the shop. A notice without a phone number produces calls to the manager, which is the outcome the notice existed to prevent.

Step 4: Isolate, verify, and hold the isolation

Close the device, then verify the interruption at the far end rather than assuming the label was right. Open a fixture, test at the point of work, or confirm with an occupant who agreed to check.

Hold your own isolation. In a shared mechanical room with maintenance staff, other vendors, and occasionally residents coming through, a lock and a tag with your name and mobile number on it is the only thing that keeps your isolation yours.

Step 5: Work without creating a second hazard

The specific failures that recur in common areas, each with its action:

  • Cords and hoses across a walking route: route them along the wall outside the traffic path, or cover with a rated cord protector, or post an attendant. Not tape on the floor.
  • Wet floor from a drained line: contain it before you open the line, and put out a wet-floor stand before the water appears rather than after somebody finds it.
  • Working overhead in a corridor: barricade a footprint on the floor wider than the work, on both sides, so nobody walks under it while your back is turned.
  • Elevator or stair use for material: clear it with the manager first, and never prop a fire door open to move material. If a door must be held, a person holds it.
  • Access to a locked common room: keep the door secured while you are inside it if it contains equipment an unsupervised person could be hurt by, and never leave it unlocked when you step away.

Step 6: Restore, re-verify, and clear

Restore the system, verify at the far end again, and walk the full affected route before you call it done. Specifically confirm: exits and stairs clear to full width, no cord or tool left, no cover left off, no barricade left standing, floor dry, and the locked room locked with the key returned to the person or ring you took it from.

Take down your own notice. A notice left on a door for a week tells every resident that the vendor does not come back to check anything.

Step 7: Closeout record and notify

Send the manager one record the same day. It is the artifact the whole procedure exists to produce, and it should be forwardable to an owner or a board without editing.

Worked example: the filled-in artifact

Illustrative. A 22-unit building, shared laundry room, water supply isolation required for a repair on the shared supply.

The notice, posted 24 hours ahead at both building entrances and on the laundry room door:

Water shutoff to the laundry room and to all units in the building, Thursday, 9:00 a.m. to 1:00 p.m. Laundry room closed during this window. Unit water may be off for part of it. Questions during the work: [shop name], [mobile number]. Posted [date].

The closeout record, sent the same day:

  • Work order reference and authorization: manager email dated two days prior, inside the stated per-work-order limit, allocated as a common expense.
  • Area affected: laundry room plus the 22 units on the shared supply, verified at the device rather than from the map. The manager's map showed 18 units; tracing found 22, and the notice was corrected before posting.
  • Notice: posted 24 hours ahead at 3 locations, photographed in place.
  • Window quoted: 4 hours. Actual isolation: 2.4 hours. Actual on-site: 3.2 hours. Restored and verified at 11:24 a.m., inside the quoted window.
  • Verification: flow confirmed at a fixture on the top floor of the north stack and at the laundry room, after restoration.
  • Egress and area: corridor and stair clear, wet-floor stand removed, laundry room door locked, key returned to the site office.
  • Photographs: area before work, notice in place, work complete, area restored.
  • Open item recorded for the manager: the shared supply map is wrong by 4 units. Corrected copy attached.

The map correction is the part of that record with the longest life. It is worth more to the next vendor, and to the manager during an emergency, than the repair itself, and it exists only because Step 2 required verification rather than trust.

Records and retention

Keep the authorization reference, the notice text with its posting date and photographs, the closeout record, and the photographs, attached to the property record rather than to the individual work order. Common-area disputes surface months later and are almost always about whether people were told. The posted-notice photograph is the document that ends them.
