What a Welder Qualification Covers and What It Does Not

Why this matters

A welder qualification record is evidence that one person deposited acceptable metal, once, under one set of conditions, and that the tests performed on that coupon passed. Everything a shop believes beyond that sentence is inference, and most of the inference is wrong. The expensive version of being wrong is not a bad weld: it is a good weld with no evidence behind it, discovered by an inspector after the assembly is painted and shipped, where the remedy is removal rather than paperwork. This card is mostly about the boundary, because the coverage is the easy half.

The requalification test itself carries two hazards, and only one is the arc. Welding the coupon is ordinary arc work: filter shade for the process and current with screens per 29 CFR 1910.133 and 29 CFR 1910.252(b)(2), and local exhaust at the arc with respiratory protection under a written program meeting 29 CFR 1910.134 for a fume whose constituents follow the base metal and coating. Bending the coupon is not. A guided bend test uses a hydraulic press or a jig storing real energy, and a specimen that fractures can throw a fragment, so keep hands clear of the die, use the machine's guard, and wear a face shield over safety glasses while the ram is moving.

What the record actually buys

A qualification test is scored on the coupon and then converted into ranges. Those ranges are the product. Reading a certification and stopping at the welder's name is like reading a filler metal classification and stopping at the strength digit.

  • Process. The one tested, and only that one.
  • Positions. Derived from the position tested. A vertical groove test on plate covers flat, horizontal and vertical; adding an overhead groove test covers all plate positions. A pipe test in the fixed inclined position is the broadest single test in common use. The code's table owns the mapping and prints it explicitly.
  • Backing. A test welded without backing covers work with backing. A test welded with backing does not cover work without it. That direction runs one way only and it is the range shops misread most often.
  • Thickness and diameter. A range derived from the coupon, printed on the record as numbers.
  • Filler metal grouping. The F-number or equivalent grouping rather than one product code.
  • Progression, where vertical work is involved: uphill and downhill are separate.

What the record does not buy

Seven boundaries, each of which has ended a job somewhere.

  1. Another process. A shielded metal arc qualification says nothing about flux cored arc, and vice versa. Same person, same hands, no coverage.
  2. Positions or backing outside the derived ranges. The record's ranges are the record. A welder qualified with backing on a job that needs open-root work is not short a skill, he is short a test.
  3. Another employer or organization. Under ASME Boiler and Pressure Vessel Code Section IX, as adopted through the governing code and your jurisdiction, qualification is performed by and belongs to the organization, so a test done for a previous employer does not transfer by default. AWS D1.1, in the edition your specification or adopted building code invokes, provides a route for accepting previous qualification, and it runs through the Engineer rather than through the welder's own paperwork. Either way, the answer is owned by a document, not by a card in a wallet.
  4. Another code or contract. A structural qualification is not a pressure qualification. The two systems test different things for different reasons.
  5. The WPS being followed. This is the one that breaks the most work. A fully qualified welder running outside the procedure is producing unqualified welds, because the qualification is a statement about the person and the WPS is a statement about the process, and a job needs both.   6. Productivity, appearance or judgement. The test says the coupon passed its bends or its radiograph. It says nothing about output, about whether the welder will stop when a fit-up is out of tolerance, or about whether he will check an interpass temperature.
  7. A government licence. A welder qualification is an employer's record maintained under a consensus standard, not a public credential. Some jurisdictions and some building departments add their own requirement on top for specific work, and that is a separate instrument with its own adoption path.

Continuity: the field nobody watches

Qualification does not expire on a date. It expires on inactivity. Both AWS D1.1 and ASME Section IX, each in the edition adopted by your contract or jurisdiction, put the period at six months without using the process for which the welder is qualified, and both also allow qualification to be revoked at any time when there is a specific reason to question the welder's ability. So a welder who spent seven months on layout and fitting has lapsed even though nothing about him changed, and a welder who welded every day is current on the process he used and lapsed on the one he did not.

Two consequences a shop has to design for. First, continuity is a record-keeping duty, and the record has to be capable of answering "when did this person last weld with this process" per welder per process, which most job-tracking systems cannot do unless someone set it up. Second, renewal after a lapse is a test, so it has a lead time and it belongs in the schedule rather than in the week the job starts.

Worked example: four welders, one job

A shop takes a job with flux cored arc groove welds on 1/2 in plate, some vertical, some overhead, some with backing and some open root, plus overhead fillet welds. Here is the file, read against the job.

Working each one against a printed criterion.

  • A. Positions cover overhead, tested without backing so backed work is covered too, and 3 weeks against the 6 month continuity limit is current. Full coverage.
  • B. Positions fine, continuity fine at 2 months against 6. Backing fails in the direction that matters: a test with backing does not reach open-root work. Assign to the backed joints.
  • C. Positions and backing both fine. Continuity is 7 months against a 6 month limit, over by 1 month. Lapsed, and no amount of skill closes it. Renewal test required.
  • D. Continuity fine at 1 week. The vertical groove test covers flat, horizontal and vertical, and the job's overhead groove welds and overhead fillet welds sit outside it. Additional overhead test required.

Count, stated against the table: of four welders, one covers the job as written, one covers a subset, one is out on continuity by 1 month, one is out on position.

The plan, and the conflict it creates. The shop books renewal tests for C and an overhead test for D, which takes both of them off production for part of a day plus the bend testing. In the meantime the overhead open-root groove welds can only be welded by A.

That collides with the distortion plan. The sequencing worked out for this weldment assumed two welders on opposite sides of the member simultaneously, balancing the shrinkage about the neutral axis. With one qualified welder for those joints, the same balance has to be achieved by one person alternating sides, which roughly doubles the elapsed time between one side and its opposite. Qualification wins that argument every time, because an unqualified weld is not a weld the shop can hand over, so the sequence is rebuilt around one welder rather than the qualification being stretched around the sequence. The interaction that then bit them, printed. The WPS on this job states a 150 degrees F preheat and interpass minimum and the shop was at 55 degrees F. With two welders the return to the opposite side was immediate. With one welder alternating, the first side sat while the second was welded, and the contact pyrometer read 140 degrees F at the joint before the return pass, 10 degrees F under the minimum. The correct action is to reapply maintenance heat to 150 degrees F and confirm before striking, not to accept 10 degrees F because it is close. The interpass card owns why that floor exists.

What the shop learned to schedule differently. Continuity is checkable weeks ahead of a job. Running the file against the job at bid time rather than at kickoff would have found C's lapse and D's missing position with time to test both without touching the schedule, and would have kept two welders available for the balanced sequence, which is the plan the weldment actually wanted.

Check it against the rules the siblings state

  • Continuity judged against a printed limit each time: 3 weeks, 2 months, 7 months and 1 week, all against a 6 month limit, with only the 7 month case failing, over by 1 month.
  • Backing direction applied consistently with the root pass card: B tested with backing is excluded from the open-root joints, and A tested without backing is admitted to both.
  • Count word verified against the table above it: four welders listed, one full coverage, one partial, one lapsed, one short a position, which totals four.
  • Interpass rule from the sibling card run against this scenario as a visible line: 140 degrees F measured against a 150 degrees F minimum, 10 degrees F short, maintenance heat applied before striking rather than the shortfall being accepted.
  • Boundary count checked: seven items are listed under what the record does not buy, and seven are enumerated.
