What an Equipment Listing Actually Covers

Why this matters

"Is it listed?" gets asked as though it were a property of the box, like its weight. It is not. A listing covers a product in an arrangement, and the arrangement is described in the installation instructions and the markings that came with it. The same physical unit, out of the box on the same truck, can be listed at one address and not at the next one. Techs who miss that install something correct-looking that an inspector rejects, or worse, something an inspector passes that fails in its second summer with a manufacturer response naming a condition nobody checked.

One gate

Is this unit installed in the arrangement the listing evaluated?

That is the entire test, and it has a legal spine. NEC 110.3(B), in the edition your authority having jurisdiction has adopted, requires listed or labeled equipment to be installed and used in accordance with the instructions included in the listing or labeling. 29 CFR 1910.303(b) states the same duty as a federal workplace obligation, so it reaches you as an employer requirement even where the code adoption is unclear. The instructions are not advice. They are the description of the thing that was evaluated.

Where the arrangement is written down

Four sources. Three of them exist for every product; the fourth exists only for components evaluated for use inside other equipment, and it is the one that gets skipped:

  • The installation instructions. These are the primary document, and the code sentence above is what gives them force.
  • The markings on the unit itself. Voltage range, frequency, maximum surrounding ambient, enclosure type, mounting position, short-circuit current rating where applicable. Markings survive the instructions getting thrown away, which is why they are worth photographing on arrival.
  • The certifier's category description for the product type, which states what the category covers and, more usefully, what it excludes.
  • Conditions of acceptability, where they exist. On components evaluated for use inside other equipment, these are the constraints the end product has to satisfy, and they are the most commonly skipped document in this list.

Same unit, two sites, two answers

A small control device with an integral electronic assembly, marked for a maximum surrounding ambient of 40 C. Identical part number both times.

Site one. Interior mechanical room, measured room air 30 C at the mounting height. The device sits in a ventilated enclosure. Put a probe inside the enclosure, near the device but not touching it, and let it settle with the door closed and the equipment running: it reads 36 C. That is 4 C under the marked maximum. The mounting orientation matches the instructions, the enclosure type is appropriate for a dry indoor location, and the supply measures inside the marked voltage range. The gate passes. This unit is listed here.

Site two. Same device, rooftop, mounted in a sealed enclosure with no ventilation and no shade, on a day with ambient air at 38 C. Same probe, same method, door closed, equipment running: 57 C inside the enclosure. That is a 19 C rise over the outdoor air, which is unremarkable for a sealed enclosure in direct sun, and it puts the device 17 C above the ambient it was evaluated at. The gate fails. This unit is not listed here, and it is not listed here on a mild day either, because the condition that governs is the one the arrangement produces at its worst, not the one on the day you happened to visit.

The device runs fine at both sites the afternoon it is commissioned. That is the trap. Exceeding a marked ambient does not produce an immediate fault; it produces a shortened life, and the failure arrives in the hottest month, which is the month the customer least wants it.

Why "it is the same unit" is not an argument

Two objections come up every time, and both are worth answering directly because they sound reasonable.

"The unit is identical, so the listing follows it." The listing was granted against a described set of conditions. Move the conditions and the evaluation no longer describes what you built. Nothing was done to the unit; the arrangement stopped matching. That is why the question is never "is this listed" but "is this listed as installed."

"It is working." A listing is not a claim that the unit functions. It is a claim that the unit was evaluated against a standard under stated conditions, most of which are about what happens when something goes wrong rather than when everything works. A device operating above its evaluated ambient is working and unevaluated at the same time, and those are not in conflict.

The four fields that most often move a unit out of its arrangement

Surrounding ambient. The number to compare against the marking is the air around the device, not the room and not the metal. Two ways this goes wrong: reading the room instead of the inside of the enclosure, which misses the entire internal rise, and taking an infrared reading of the enclosure skin, which is a surface temperature and tells you nothing directly about the air on the other side of it. Use a probe in the air, with the door closed and the load running, and give it time to settle.

Enclosure type and environment. Enclosure type ratings describe what the enclosure keeps out: dust, falling water, hose-directed water, corrosive atmospheres. Selecting one because it fits the opening rather than the environment is a listing question, not an aesthetic one, and outdoor, washdown and dusty environments each have their own answer.

Mounting position, clearances and the surface behind it. Instructions that specify an orientation usually specify it because convection, drainage or arc venting depends on it. Required clearances to combustible material and required working space are part of the same family, and a unit tight against a wall may be outside both.

Supply characteristics. Voltage range, frequency, phase arrangement, and where it is marked, the short-circuit current rating. A unit fed by a supply whose available fault current exceeds the marked rating is outside its evaluation in the one condition the evaluation cared about most, and available fault current is a number that comes from the utility and the transformer, not from a guess.

The arrangement can be set by a document you have never seen

Conditions of acceptability deserve their own paragraph because they are the one source on the list that is not in the box.

When a component is evaluated for use inside other equipment rather than as a finished product, the certifier records the constraints the surrounding equipment has to satisfy for the component's evaluation to hold: an enclosure of a stated type, a maximum upstream overcurrent device, a minimum spacing or barrier, a supply that has been limited in some way. Those conditions are addressed to whoever builds the end product, which means a tech installing a replacement part inherits them without ever being handed them.

The field version of the problem is a control component pulled from a supplier's shelf that is electrically identical to the failed one and carries a mark, installed inside an assembly whose own listing was granted on the basis of what the original part was. The replacement satisfies the circuit and may not satisfy the assembly. That is why the specified replacement part matters more than the equivalent one, and it is also the seam where a replacement quietly becomes a modification, which a sibling card takes up.

What to do when the gate fails

Three routes, in the order worth trying.

Fix the arrangement. Ventilate or shade the enclosure, change the enclosure type, remount to the specified orientation, move the device out of the hot space. On the rooftop case above, the cheapest correction is usually the enclosure rather than the device, and it converts a recurring failure into a one-time correction.

Select equipment whose evaluation covers the arrangement you actually have. Devices marked for higher ambients exist. This is the honest answer when the environment genuinely cannot change.

Take it to the authority having jurisdiction. "Approved" in the code means acceptable to the authority having jurisdiction, which makes them the decision maker on an arrangement that is not plainly covered. Where the equipment itself has been altered rather than merely relocated, the question shifts to who owns the resulting construction, and a sibling card covers that route.

What is not on the list: deciding on site that the margin is probably fine. The marked maximum is the output of a test program, and a field judgment is not a substitute for one.

Verifying your own answer on a specific install

  1. Collect the four sources before the unit is mounted, not after. Instructions, markings photographed, category description if the product type is unfamiliar, conditions of acceptability where the item goes inside other equipment.
  2. Measure, do not estimate, the one field that is measurable. Internal air temperature with a probe, door closed, at full load, given time to settle. Log the outdoor or room air alongside it so the rise is on the record rather than the absolute alone.
  3. Write the four fields on the ticket with their evaluated limits next to their measured or observed values. A line reading "marked ambient 40 C, measured internal 36 C, room 30 C" answers the question permanently. "Verified listed" answers nothing and cannot be re-checked.
  4. Where a field cannot be established, say which one, and route it: available fault current to the utility and the design, environment to the specifier, ambient to your own measurement.
