What an Exit Access, an Exit and an Exit Discharge Each Are
Why this matters
Ask anyone in a building to point at the exits and they will point at doors. Most of what they point at is not an exit. The word has a specific meaning in the adopted code, and the boundary between the three segments of a means of egress is not a line on the floor, it is the point where protection from the rest of the building begins. That boundary decides how a defect is judged: the same stack of boxes is a housekeeping note in one segment and an immediate life safety failure in another. If you cannot say which segment you are standing in, you cannot say how bad what you are looking at is.
The three segments, and where each one begins
A means of egress is the continuous and unobstructed path of travel from any occupied point in a building to a public way. It has exactly three parts.
Exit access is everything from where you are standing to the entrance of an exit. Rooms, aisles, workstations, corridors, the doors between them. It is the least protected segment, and it is where people spend nearly all of their travel.
Exit is the protected portion. What makes it an exit is that it is separated from all other interior spaces by construction with a fire-resistance rating and by protected openings, so that once you are inside it you are out of the building's fire and smoke environment even though you are still inside the building. Interior exit stairways and ramps with their enclosures, exit passageways, horizontal exits, exterior exit stairways, and an exterior door at the level of exit discharge are exits.
Exit discharge is everything between the exit's termination and the public way. Yards, courts, egress courts, walkways, the path across a parking lot. A public way is a parcel unobstructed from the ground to the sky, deeded or dedicated to public use, of a minimum width the adopted code states, commonly 10 ft.

What is not an exit
The definition is easiest to hold by subtraction, and every item on this list is something people routinely call an exit.
- A corridor is not an exit. It is exit access, no matter how long, how wide or how well signed. A rated corridor is still exit access.
- An unenclosed stair is not an exit. A convenience stair or a feature stair connecting two floors without a rated enclosure is exit access, and travel on it counts toward exit access travel.
- An elevator is not an exit. Narrow provisions exist in some adopted codes for occupant evacuation elevators and for elevators as part of an accessible means of egress, and both are designed conditions with their own requirements, not the default.
- An escalator is not an exit, and in most adopted codes it is not credited as egress at all.
- A window is not an exit. Emergency escape and rescue openings are a separate requirement serving a different purpose, and they are not counted as exits.
- An exit sign over a door does not make it an exit. Signs mark the path, and a sign hung over an exit access door is correct signage, not a reclassification.
- A door to a roof is not an exit unless the design provides and the adopted code permits a protected path from that roof to the public way.
- A door into another tenant's space is not an exit, and egress through an intervening space that the occupant does not control, or through a kitchen, storeroom, closet or similar space, is generally prohibited in the adopted code.
Why the boundary changes the judgement
Three practical consequences fall out of where the boundary sits.
Travel distance is measured to the entrance to an exit, not to the outside. Once you reach the enclosure door, the measurement stops, because you are protected from there on. That is a definitional fact of the segments, and a sibling article covers why travel distance and common path are two different limits built on it.
Protection is a step function, not a gradient. A defect in the exit access degrades a space people are passing through. A defect in the exit itself, a propped enclosure door, an unsealed penetration through the enclosure wall, an unrated door, removes the protection the entire segment exists to provide. Same physical act, two different severities.
Nothing that is not egress may be inside the exit. Storage, and in most adopted codes any element not serving the egress function, is prohibited inside an exit enclosure. This is why a mop bucket in a stairwell is a different finding from a mop bucket in a corridor.
The exit discharge is the segment nobody checks
Almost every egress inspection stops at the outside of the building. The code's path does not. The exit discharge has to lead to the public way, and it has to be maintained: a locked gate at the property line, a snow bank, a delivery trailer parked across a walkway, a dumpster enclosure at the end of the path, all of them break the means of egress in the segment nobody photographs.
Two rules that matter here. Exits generally have to discharge directly to the exterior, with a limited proportion permitted to discharge through a lobby or vestibule at the level of exit discharge where the adopted code's conditions are met, commonly capped at no more than half the number and capacity of exits with sprinkler and construction conditions attached. And separately, on the narrower federal side, 29 CFR 1910.36(e) requires that an exit discharge lead directly outside or to a street, walkway, refuge area, public way or open space with access to the outside, while 29 CFR 1910.37(a)(3) requires exit routes be kept free of obstruction. Never present the code figure as federal or the OSHA duty as covering what the code covers.
Worked audit: four claimed exits, one real one
Second floor of a two-story multi-tenant building. The tenant's evacuation plan shows four ways out. The audit walks each one and classifies it before judging it.
- Enclosed stair at the north end. This is an exit, if the enclosure is intact. It is not: the enclosure door at the second-floor landing is propped with a fire extinguisher, and a low-voltage cable bundle passes through the enclosure wall in an unsealed sleeve. Segment: exit. Severity: the protection the segment exists to provide is gone at both points.
- Open feature stair to the lobby. Not an exit. Exit access. It may still be a legitimate path, but travel on it counts toward exit access travel and it provides no protection.
- Corridor door to the roof deck. Not an exit, because the deck has no permitted protected path onward. The deck's gate to the exterior stair is chained.
- Elevator lobby. Not an exit.
Of four claimed, one is an exit, and that one is impaired in two places. The building has one usable protected way out of the second floor at the time of the audit.
Qualifier lines, printed:
- Segment named before severity: each of the four is classified into a segment first, and only then judged, because the same propped door in a corridor would be a note and in the stair enclosure is a failure.
- Travel distance endpoint: measured to the entrance of the exit at the enclosure door, not to the exterior door at the bottom of the stair, and not to the public way.
- Exit access does not become an exit by signage: item 2 carries an exit sign and is still exit access.
- Discharge continues past the building: item 3 fails on the chained gate, which sits in what would have been the exit discharge, the segment the audit is most likely to skip.
- Adoption gate: the discharge-through-a-lobby allowance, the public way width and the prohibition on storage in an exit all come from the code edition this jurisdiction adopted and amended. The authority having jurisdiction is a named role with legal authority under that code, not a synonym for whoever inspects.
- No flattering rounding: the building is counted as having one exit from that floor, not "about four, two of which need attention".
Immediate actions, each with its hazard named: the propped enclosure door is released and the extinguisher returned to its bracket, which restores the door's function in seconds and is the highest-value correction on the list. The chained gate is reported to the building owner the same hour, because on the federal side 29 CFR 1910.36(d)(1) requires employees be able to open an exit route door from the inside at all times without keys, tools or special knowledge, and no shop cuts a chain on someone else's property without the owner's authorization. Do not walk to the unguarded edge of the roof deck to inspect the gate line from above; view it from the doorway or from grade, because a deck without a compliant guard is a fall exposure and that assessment belongs to whoever owns the roof. The unsealed cable penetration is closed with a listed firestop system, selected on substrate, penetrant, annular space and required ratings, and until it is closed it is an impairment of that enclosure with a start, a compensating measure and an end.
Effort, in labour terms rather than currency: the walk took one person about 45 minutes for the floor. Two of the four findings were corrected during the walk at effectively no additional labour. The two that were not, the penetration and the chained gate, needed other parties and ran into the following week. That split is typical: roughly half of what an egress audit finds is corrected by the person who found it, and the value of the audit is almost entirely in the other half being written down with a date.
Sibling-rule check, printed: the enclosure penetration is treated under the firestop rule that a system is selected on substrate, penetrant and annulus together rather than on hourly rating alone. The propped door is judged under the fire door rule that an assembly which cannot close and latch under its own power is out of service, not merely deficient. Both siblings' rules hold against this scenario as written.
How to verify you have classified a path correctly
Walk it and ask three questions in order.
- Where does the protection start? Find the first point at which you are separated from the rest of the building by rated construction with protected openings. Everything before it is exit access. If you never find that point, you have not reached an exit yet.
- Where does the protection end? Usually a door to the outside. That is the end of the exit and the start of the exit discharge.
- Keep walking. Follow the discharge all the way to something that is unobstructed to the sky and open to the public. If you stop at the building line, you have audited two segments out of three.
Then re-count the exits with everything that failed items 1 through 3 removed. That number, not the number on the evacuation plan, is what the floor actually has.
