Water Damage Category 1/2/3 Distinction

Why this matters

Identifying the correct water damage category determines the entire restoration approach: scope of work, PPE, drying procedures, demolition extent, and price. Miscategorizing a Cat 2 as a Cat 1 leaves contamination that produces mold and customer complaint. Miscategorizing a Cat 1 as a Cat 3 produces unnecessary demolition and inflated cost. The categorization is one of the first decisions on any water damage call; it must be correct.

Category 1: Clean water

Source

Water from a sanitary source. The classic Cat 1 sources:

  • Broken or leaking supply line (kitchen sink, washing machine, refrigerator)
  • Failed toilet supply line
  • Failed water heater supply line
  • Rainwater (initially clean)
  • Snow melt (initially clean)

Initial contamination

None significant. The water is safe to touch.

What can happen

If the water sits more than 48 to 72 hours, it transitions to Cat 2 due to microbial growth.

Cleanup approach

  • Standard drying
  • Most materials salvageable
  • Surface cleaning sufficient
  • Standard PPE (gloves, eye protection)

Common scenarios

  • Burst supply line under sink
  • Washing machine hose failure
  • Refrigerator water line failure
  • Toilet supply line leak (not from the toilet bowl)

Category 2: Gray water

Source

Water with significant contamination. Sources:

  • Dishwasher discharge
  • Washing machine discharge
  • Toilet overflow (from the bowl, not just supply)
  • Aquarium overflow
  • Hydrostatic pressure from outside
  • Water damage to materials with chemical or biological contamination

Initial contamination

  • Detergent, dishwasher chemicals
  • Bacterial load (E. coli, etc.)
  • Food particles
  • Other organic contamination

What can happen

If not addressed within 48 to 72 hours, transitions to Cat 3.

Cleanup approach

  • Drying with additional sanitization
  • Some porous materials replaced
  • Surfaces cleaned and sanitized
  • PPE: respirator, gloves, eye protection

Common scenarios

  • Dishwasher overflowed onto kitchen floor
  • Washing machine pump failed; water on laundry room floor
  • Toilet bowl overflowed (no feces, just water and urine)

Category 3: Black water

Source

Grossly unsanitary water. Sources:

  • Sewer backup (any toilet feeding back into the home)
  • Toilet overflow (with feces)
  • Floodwater (regardless of how clean it looks)
  • Outside surface water (rivers, streams, ponds)
  • Standing water that has been wet for over 48 to 72 hours (from any category)

Initial contamination

  • Pathogens (E. coli, hepatitis, salmonella, parasites)
  • Sewage particles
  • Decomposed organic matter
  • Industrial chemicals (in some cases)

Cleanup approach

  • Significant demolition (most porous materials disposed)
  • Disinfection and sanitization
  • Full PPE (Tyvek suit, respirator with P100, eye protection, gloves)
  • Containment to prevent cross-contamination
  • Specific cleaning protocols

Common scenarios

  • Sewer backup into the basement
  • Failed toilet wax ring with overflow
  • Hurricane floodwater
  • Stream overflow

The 48 to 72 hour rule

Water that sits for more than 48 to 72 hours transitions to a higher category:

  • Cat 1 to Cat 2: microbial growth in clean water
  • Cat 2 to Cat 3: significant decomposition

This is why prompt response is essential. A small leak that sits for 3 days becomes a major Cat 2 cleanup.

Source identification

Sometimes the category isn't obvious. Investigation:

Visible contamination

  • Visible debris, color of water
  • Smell (sewage, mildew)
  • Source location

Customer report

  • Customer often knows the source
  • Sometimes mistaken (toilet leak vs supply line; same area)

Investigation

  • Trace water path back to source
  • Identify the failed component
  • Verify the contamination level

Initial assumption when source is unclear

  • When in doubt, treat as higher category
  • Document the uncertainty
  • Adjust as more information becomes available

Material handling by category

Cat 1

  • Most porous materials salvageable with prompt drying
  • Drywall can be saved if dried within 24 to 48 hours
  • Carpet can be saved (with pad replacement typical)
  • Insulation often saved with prompt drying

Cat 2

  • Surface materials cleanable
  • Porous materials evaluated case by case
  • Drywall often saved if surface contamination only
  • Insulation often replaced

Cat 3

  • Most porous materials disposed
  • Drywall typically removed (and 2 ft beyond visible contamination)
  • Carpet and pad typically disposed
  • Insulation typically disposed
  • Wood framing cleaned with biocide; sometimes salvageable

Cat 1

  • Standard work gloves

Cat 2

Common categorization mistakes

Cat 1 misidentified as Cat 2

  • Unnecessary additional cost
  • Customer over-charged
  • Loss of customer trust

Cat 2 misidentified as Cat 1

  • Inadequate cleaning
  • Customer experiences mold or odor
  • Liability for contractor

Cat 2 misidentified as Cat 3

  • Unnecessary demolition
  • Customer over-charged
  • Loss of trust

Cat 3 misidentified as Cat 2

  • Inadequate cleanup

Source category not maintained

  • Cat 1 sat too long; now Cat 2; not categorized correctly

Specific situations

Mixed source

If water comes from multiple sources, treat as the highest category:

  • Cat 1 plus Cat 3 = Cat 3

Unknown source

Treat as the most likely category based on appearance, and where the evidence is ambiguous, round up rather than down. Under-categorizing exposes occupants; over-categorizing costs money. Those are not equivalent errors.

Appearance and context cues that point to a category:

  • Clear, odorless, no visible soil, and it appeared where a supply line or appliance feed runs. Consistent with Cat 1. Verify by finding the actual source before you commit to it.
  • Cloudy, gray, soapy, or carrying detergent smell, and it traces to a fixture drain, washer, dishwasher, or shower. Consistent with Cat 2.
  • Dark, turbid, solids present, sewage or sulfur odor, staining below the wet line, or any contact with soil, groundwater, or a floor drain. Cat 3. Treat it as Cat 3 from the moment it is suspected, not after a lab result.
  • Water that entered from outside the building envelope, including rising groundwater, storm intrusion at grade, and anything that crossed a lawn or a street. Cat 3 regardless of how clean it looks.
  • Rainwater directly from a roof or window leak with no soil contact. Often begins as Cat 1 or Cat 2 depending on what it ran across, but it degrades quickly and building materials it crossed matter more than its appearance.

The two rules that make the judgment defensible:

  • Elapsed time overrides appearance. Clean water sitting warm for a day or more is no longer clean water. If nobody can tell you when it started, assume it has been long enough to degrade a category.
  • Contact history overrides appearance. Water that looks clear but ran through insulation, across a subfloor, or into a crawlspace has picked up what it crossed. Categorize by where it has been, not by what it looks like in the tray.

Document the reasoning for the category assigned, with photos and the time the loss was reported. When the source is later identified, re-categorize if it turns out worse and record the change. Categorizing conservatively and being right is a normal job. Categorizing low and being wrong is a claim.
