System Installed but Fails to Meet Target Hardness, Response
Purpose
This procedure guarantees that once a newly installed system fails a hardness verification against the target set at sale, the failure gets confirmed with the right test method for that equipment type, corrected using the standard commissioning checklist where a cause is found, and re-verified against the actual quoted number, with a cap on how many correction passes happen before the visit becomes a sizing or warranty conversation instead of another unpaid callback. It never ends with "close enough" on a number the customer was quoted specifically, and it never fails a salt-free system on a test that was never going to show a reduction in the first place.
Scope
Covers the response once a hardness verification, at commissioning or at a first follow-up test, reads above the agreed target on a residential or light-commercial system. Does not cover the isolation logic of bypass versus program versus bridge, that belongs to the new-softener-commissioning decision tree, and this procedure's correction step defers to it directly. Does not cover the installation procedure itself, owned by the water softener installation SOP. This procedure starts once a failing verification reading is already in hand.

The procedure
Retest hardness at the same tap and with the same method used to establish the original failing reading before doing anything else. Acceptance: a second, independent sample at that tap confirms the reading is above target. Wrong looks like escalating off a single strip read under bad light. Stop rule: if the second reading now passes, this was not a real failure; document both readings and close without further action rather than proceeding into a correction the reading did not actually justify. Hazard: none.
Confirm the treatment type before selecting a verification method. An ion-exchange softener's success is measured by hardness reduction in grains or ppm; a salt-free conditioner does not reduce measured hardness at all, it changes the crystal form so scale does not adhere, so a standard hardness test showing no reduction on that equipment type is not evidence of failure. Acceptance: equipment type confirmed against the install record, and the correct method selected, titration for ion exchange, the product's own rated scale-formation or fouling-index comparison for salt-free. Wrong looks like failing a salt-free unit on a ppm reduction test it was never designed to pass. Stop rule: if the equipment is salt-free and the complaint is a hardness-number expectation, this procedure does not run the ion-exchange correction path in step 3 at all; it routes straight to a target-expectation conversation, since the number the customer is watching was never going to move.
For an ion-exchange system, run the commissioning checks in the order the new-softener-commissioning decision tree specifies, bypass position, plumbing direction, program hardness setting, then brine draw, and record each result. Acceptance: each check completed with its outcome logged, not summarized as "checked, fine." Wrong looks like jumping straight to reprogramming without confirming bypass and plumbing first. Stop rule: if one of the first three checks identifies the cause, correct that specific item and skip ahead to step 6's re-verify rather than continuing down the remaining checks. Hazard: none at the inspection stage.
Where reprogramming is required, disconnect the control valve's low-voltage transformer before removing the head cover, per the manufacturer's own service instruction, since the piston and gear drive inside can pinch fingers if the valve cycles while a hand is in the housing. Acceptance: the transformer unplugged, confirmed by the display going dark, before the cover comes off. Stop rule: never work inside an open valve housing with the transformer connected; if the valve needs to cycle for diagnosis, close the cover and reconnect power first rather than reaching in while it is live. Hazard: a mechanically driven piston or cam pinching fingers during a live cycle.
Where a forced manual regeneration is needed to verify brine draw as part of this correction, wear eye protection, and if a bridge or crust is found in the brine tank during this check, use the blunt-tool, perimeter-first handling from the salt-bridging response procedure rather than an ad hoc method. Acceptance: a completed brine draw with a measurable level drop observed. Stop rule: no level drop hands off to that same procedure's remediation branch rather than assuming the reprogramming alone resolved it. Hazard: concentrated brine splash to eyes or skin during tank handling, controlled by the eye protection named in this same clause.
Re-verify hardness at the same tap and method as step 1, after the correction and after a full regeneration cycle has run. Acceptance: a reading at or under the specific figure quoted to the customer at sale, or absent a specific figure, at or under 1 grain per gallon as the standard soft-water benchmark. Wrong looks like calling a reading of 2 to 3 grains "basically soft" when a specific number was quoted. Stop rule: if the re-verified reading still exceeds target, this correction pass has failed; a second pass proceeds only against a different, not-yet-tried cause from the commissioning checklist, never a repeat of the same fix. Hazard: none.
Cap correction attempts at two visits before escalating. If a second pass against a different cause also fails to bring the reading under target, this stops being a commissioning fix and becomes a sizing or equipment conversation: compare metered gallons used since install against the sizing assumption made at sale, and evaluate whether the unit itself needs warranty review. Acceptance: the sizing comparison completed and a path offered, capacity increase, an interim shortened regeneration interval, or warranty evaluation. Stop rule: do not run a third correction pass without a genuinely new hypothesis; two failed passes against the same checklist means the checklist is exhausted, not that a third attempt will land differently.
Document every reading in the chain, the original target, each verification attempt with tap, method, and value, the correction taken, and where escalated, the sizing comparison and any warranty status. Acceptance: the full chain on the record, not just today's pass or fail. Stop rule: the job does not close without the full chain; an office reviewing a repeat complaint later needs to see what was already tried, not just today's outcome.

Worked pass: a follow-up test reading 4 grains against a target of under 1
A new ion-exchange softener, 32,000 grain, was installed and the customer was quoted soft water under 1 grain per gallon. The two-week follow-up test reads 4 grains. Step 1 retests the same kitchen tap by the same titration method: 4 grains again, confirmed, not a fluke. Step 2 confirms this is a standard ion-exchange unit, so the ppm-reduction verification applies as normal; a salt-free unit would have needed the different fouling-index method described above, but that is not the case here.
Step 3 runs the checklist: bypass confirmed in service, plumbing direction correct, but the program's hardness setting was entered at the raw hardness alone, 15 grains, with no allowance for the raw water's 2 ppm of iron. Using the roughly 4 to 5 grains per ppm iron-equivalent conversion, the true exchange load is closer to 24 grains, meaning the unit has been regenerating far too early relative to actual load and running out of capacity before the cycle triggers. This is a program-setting cause, so the checklist stops here per step 3's stop rule. Step 4 unplugs the transformer, opens the head, and corrects the hardness setting to the full 24-grain load. Step 5 is not needed, no bridge is found.
Step 6 re-verifies after the next regeneration completes, and this is where the pass fails: 3 grains, still above the 1-grain target, though better than before. Step 7's second correction pass looks at a different cause: metered gallons since install run well above the sizing assumption used at the sale, the household added an outdoor irrigation line that was not part of the original water-use estimate. The unit is genuinely undersized for current use, not merely misprogrammed. Rather than a third unexplained reprogram attempt, the tech offers a capacity upgrade and, as an interim step, shortens the regeneration interval to increase reserve capacity until that upgrade is scheduled. With the interim setting applied, a final re-test reads under 1 grain. Step 8 documents the full chain: original target, three tap readings, the program correction, the sizing comparison, and the scheduled capacity upgrade.
