High-Rise vs Ground-Level Window Cleaning

Why this matters

Window cleaning splits into two very different businesses: residential / low-commercial (under 30 feet) and high-rise commercial (over 30 feet, often hundreds of feet). The skills, equipment, insurance, licensing, and pricing are fundamentally different. A contractor who positions for ground-level work cannot simply add high-rise; the OSHA regulatory burden, the suspended scaffold equipment, the insurance requirements, and the union / licensing landscape create a multi-year investment before profitability. The customer markets are also different: residential demand fluctuates seasonally with weather and disposable income; commercial high-rise demand is contractual, predictable, and high-margin. Knowing where your business fits and what each requires is the first strategic decision.

Ground-level window cleaning (under 30 ft)

Safety considerations

  • Know which trigger height you are under. Routine window cleaning on an existing building is general industry, so the fall protection trigger is 4 feet under 29 CFR 1910.28(b)(1). The familiar 6-foot figure is the construction trigger in 29 CFR 1926.501(b)(1) (Subpart M), and it applies only when the building is under construction, alteration, or repair. Defaulting to 6 feet on a general-industry job is a two-foot gap you cannot defend

Safety and regulatory

OSHA 29 CFR 1910 Subpart D (Walking-Working Surfaces) and Subpart F (Powered Platforms):

  • Fall protection required for any work 4 ft or more above a lower level (29 CFR 1910.28(b)(1), general industry; routine window cleaning on an existing building is general industry rather than construction). Where the same building is under construction, alteration or repair, the 6 ft construction trigger at 29 CFR 1926.501(b)(1) applies instead

Volume

Different math than ground level:

  • A 50-story building takes a crew 1 to 4 days
  • Crew of 2 to 4 technicians per building
  • Annual contracts: typically 2 to 4 cleanings per year
  • Mobilization and demobilization time per job

The transition challenge

Ground-level to high-rise requires:

  • Capital investment in equipment (per the application)
  • Personnel training (typically 200 to 500 hours)
  • Insurance program shift (much higher premiums)
  • Licensing (some jurisdictions require high-rise specific)
  • Union relationships (some markets require union signatory)
  • Customer relationship building (commercial property management)
  • Mastery of suspended access methods

A solo residential cleaner cannot enter high-rise overnight. A 3-year strategic plan with capital, training, and customer development is typical.

Hybrid (mid-rise commercial)

The "middle market" between ground and high-rise:

  • 4 to 10 story buildings
  • Hotels, mid-size offices, multi-family
  • Often accessible with boom lifts or aerial work platforms (no suspended scaffolding)
  • Less specialized than high-rise; less specialized than residential ground

Equipment:

  • 35 to 65 ft boom lifts (rental or owned)
  • Long extension ladders (40 to 60 ft for some applications)

This market has lower barriers than true high-rise and higher revenue than residential. Many growing contractors target mid-rise as a stepping stone.

OSHA enforcement focus

Enforcement almost never starts with an inspector walking your route. It starts with a fall, a dropped tool, a 911 call, or a complaint from a building tenant. Once the compliance officer is on site, the paperwork gets reviewed as hard as the work does.

On ground-level work, the recurring findings are ladder-related: ladders set at the wrong angle or on unstable footing, standing on the top cap, no training records showing the crew was instructed on ladder hazards, damaged ladders still in service instead of tagged out, and work near overhead power lines. Add missing hazard communication for the chemicals on the truck, and no documented fall protection for anyone working from a roof edge or a flat commercial roof to reach glass.

On rope descent and suspended work, the focus is anchorage documentation. The rope descent system rules in 29 CFR 1910.27 put the burden on the building owner to inform the employer, in writing, that each anchorage has been identified, tested, certified, and maintained, with recertification at intervals not exceeding 10 years. The contractor cannot use those anchorages without that information. Compliance officers ask for it first, and "the property manager said they were fine" is not a defense. They also look at the independent lifeline and personal fall arrest system, the descent device, rope condition and inspection records, rigging and counterweight setup, and whether the crew is trained for the specific equipment in use.

Equipment inspection logs, harness inspection dates, competent-person designation, and a written fall protection plan are documents you either have on the truck or you do not. Assemble them before you need them, keep them current, and treat the annual equipment inspection as a hard date rather than a suggestion.
