Dust and Soot Containment Standard for an Occupied Home
Purpose
Soot is a Group 1 carcinogen by IARC classification, and it does not behave like ordinary household dust: the fine fraction is sub-micron, a shop-vac's filter passes it straight through and exhausts it back into the room, and once it is loose it rides air currents into a nearby return grille and comes back out of every supply in the house. A taped sheet over the fireplace opening that was never actually tested for suction is not containment, it is a sheet, and the failure it produces is not a messy hearth, it is gray film on a mantel two rooms away that the customer finds after the truck has left. This standard guarantees the boundary is built, the suction is proven inward before a brush moves, and everything the containment touched is restored and verified before the tech leaves.
Scope
Covers containment for any soot- or creosote-producing work performed in an occupied home or light-commercial space: routine sweeping, rotary cleaning, chemical (PCR) treatment of glazed creosote, and dryer-vent cleaning where the vent run passes through living space. Heavier work escalates the intensity of the same containment rather than switching to a different procedure. The procedure
Survey the room before any tool comes off the truck. Name the flooring (rug versus hard surface), the nearest HVAC return or supply grille and its distance from the fireplace opening, and whether the flue was in recent use, since loose fresh soot behaves differently than settled creosote dust disturbed for the first time in a year. Acceptance: flooring, nearest register and its distance, and recent-use status all logged before setup starts. Wrong looks like walking straight to the fireplace without checking whether a return sits a few feet to the side. Stop rule: a return or supply within about 10 feet of the opening gets sealed as part of setup in step 3, not left for later. Hazard: none yet, a room-level survey.
Move furniture and rugs clear, then lay floor protection from the hearth out about 6 feet into the room. Roll rugs rather than dragging them through settled ash, and set drop cloths overlapping toward the hearth so any drift falls onto protected floor, not the seam between sheets. Acceptance: furniture and rugs clear of the 6-foot radius, drop cloths overlapped correctly. Wrong looks like leaving a side table "out of the way enough" a few feet inside the radius. Stop rule: anything left inside the radius gets moved before sealing starts in step 3; it does not get worked around. Hazard: none yet, ground-level setup, though lifting a rug or a heavy piece alone is its own strain risk on a job that is otherwise light lifting.
Seal the fireplace or stove opening with sheeting taped on all four sides, leaving one port for the vacuum hose, and seal any return or supply flagged in step 1. Confirm the damper is open before sealing, since a closed damper behind a sealed opening traps the working space the brush needs. Acceptance: sheeting taped on all four edges with no gap, damper confirmed open by sight or by feel through the port, any flagged register taped over. Wrong looks like taping three sides and letting the bottom edge "hold itself" against the hearth floor. Stop rule: any edge that will not hold tape (a rough or damp hearth surface) gets a mechanical seal, weighted plastic or a frame, before work starts; an unsealed edge is not accepted as good enough. Hazard: none new, this step is performed with the flue itself still cold and undisturbed.
Run the HEPA vacuum and prove suction draws inward at the seam before a brush or rod moves. Hold a tissue or a smoke pencil at the taped seam and confirm it draws toward the opening rather than sitting still or drifting outward. Acceptance: visible inward draw at every edge checked, not just the port side. Wrong looks like confirming suction once at the port and assuming the rest of the seal follows. Stop rule: any edge that does not draw inward gets re-taped and re-tested before the first brush stroke; negative pressure at the port with a leaking edge elsewhere still lets soot escape at that leak. Hazard: creosote dust escapes at the exact moment the seal is tested if a gap exists, so run this check with a respirator already seated, not as a reason to skip it "just for a quick check." That respirator only counts as real protection when the tech wearing it is current on a fit test and medical clearance under a written program per 29 CFR 1910.134; a dust mask pulled from the truck bin with no program behind it is not equivalent, whatever the box says.
Escalate the containment for rotary or PCR chemical work, since both aerosolize far finer particulate than a passive HEPA-vac port can capture alone. Add a second layer of sheeting at the seam or run a standalone HEPA negative-air unit sized to the room rather than relying on the vac hose's own suction, and recheck the inward-draw test from step 4 under the added load. Acceptance: a named escalation (double seal or negative-air unit) for any stage-three or rotary job, inward draw re-confirmed under it. Wrong looks like running rotary cleaning through the same single-layer seal used for a routine brush sweep and assuming the extra dust "mostly" stays inside. Stop rule: a job identified as stage-three or rotary that cannot get the escalated containment does not proceed until it can, even if that means rescheduling with the right equipment. Hazard: a standalone negative-air unit pulls room air out to the exterior, and in a house with another fuel-burning appliance nearby, a water heater or furnace, that draw can pull enough that the appliance's own draft reverses; if a negative-air unit is used, crack a window near any other combustion appliance in the home as a makeup path before running it, and if that does not hold because the reversal still shows on a CO monitor placed near that appliance, then shut the unit down and open a larger makeup path before restarting.
Take the containment down wet and in order, verify the room outside it is clean, and restore everything the setup disturbed. Mist the inside face of the sheeting lightly before folding it inward on itself, HEPA-vacuum the hearth and floor protection, then wipe a horizontal surface outside the former boundary and confirm it comes back clean. Remove tape from any sealed register and confirm it still opens and closes normally. Move furniture and rugs back to their marked positions. Acceptance: a clean wipe outside the boundary, the register's damper or louver confirmed functional again, furniture returned. Wrong looks like pulling the sheeting down dry, which releases in seconds what the seal spent an hour containing. Stop rule: a gray wipe means that area gets cleaned to the same standard and re-wiped before the customer walkthrough. Hazard: changing a loaded HEPA vacuum bag is the highest short exposure of the visit; do it outdoors, away from the customer's door, and never clear a clogged filter with compressed air indoors.
The record this produces
The ticket carries the flooring and nearest-register distance from step 1, confirmation any register was sealed and restored, the escalation level used (standard seal or double seal / negative-air unit) and, where a negative-air unit ran, the makeup-path window and any CO reading taken near another appliance, and the wipe-test result outside the boundary. A lead reading this line on a callback about dust in another room can tell immediately whether containment was standard, escalated, or skipped.
Worked pass: a stage-two sweep that escalates mid-visit
A living-room fireplace, hardwood floor, forced-air return about 4 feet to the left of the opening. Step 1: flooring and register distance logged, flue not used in over a week so buildup is settled rather than loose. Step 2: the area rug rolled clear, an end table moved out of the 6-foot radius, drop cloths laid overlapping toward the hearth.
Step 3: sheeting taped on all four sides, the nearby return taped over per step 1's flag, damper confirmed open by feel through the vacuum port.
Step 4: the smoke pencil draws inward cleanly at the port and three of four edges. The fourth, along the uneven hearth stone, shows a faint outward drift.
Step 4 FAILED at that edge and took its stop rule. The tech does not proceed with the port-side pass counting as good enough; the bottom edge is re-taped over a foam backer rod to bridge the uneven stone, and the smoke pencil is re-run at that same edge, this time drawing inward clean. That re-test at the specific failed edge is the resume, not a general note that the boundary "should hold now."
A camera pass at the smoke shelf finds heavier, harder buildup than the phone description suggested, stage two trending toward glazed in spots, and the tech calls it for rotary cleaning. Step 5: a second sheeting layer goes up at the seam, and the inward-draw test is repeated under the rotary vacuum's higher draw, holding clean at all four edges. No other gas appliance sits near this fireplace, so no makeup-path window is needed. The rotary pass runs clean.
Step 6: sheeting misted and folded inward, hearth and floor protection HEPA-vacuumed, a wipe at the mantel and at the return grille cover both come back clean, the return's louver opens and closes normally after the tape is pulled, rug and end table returned to their marks.
The ticket records the register location and reseal, the failed and corrected edge seal at step 4, the escalation to double sealing for the rotary pass, and a clean wipe result at closeout.
