Weather Hold and Partial Completion Standard

Purpose

Deck framing spends real time in a state the finished structure is never in: connections cut but not all fastened, concrete curing, no guardrail yet on a platform six feet or more above grade, a ledger opened for flashing with the wall behind it exposed. A forecast that would be a minor inconvenience on a finished job, a hard freeze, sustained wind, or two days of driving rain, can undo a step that already passed inspection if the crew leaves the site in whatever state work stopped in. This procedure exists so a hold is called against a stated trigger, not discovered when the truck will not start that morning, and what gets left standing is secured against the specific hazard rather than tarped and hoped over. Resuming is its own step, not an assumption the site is exactly as it was left.

Scope

Covers the decision to hold active build work for weather, securing the partially built structure through the hold, and the verification pass before work resumes. Applies to any active phase, footings, framing, ledger and flashing, decking, guards, interrupted by a forecast weather event.

Does not cover routine end-of-day securing, which deckbuilding-material-staging-and-site-protection already runs every working day regardless of forecast; this procedure is for a stated hold, commonly a day or more, triggered by a specific weather event. Does not cover concrete mix design; the supplier's specification governs cure time and cold-weather requirements, and this procedure only gates whether framing loads a footing before that release time is reached. Does not cover the customer conversation mechanics for a resulting delay, which deckbuilding-customer-change-order-mid-build-protocol's written-notice discipline covers, though a weather hold needs no authorization, only notice.

Procedure

1. Call the hold against a stated trigger, not a feeling about the weather. Set the trigger before the season starts: sustained wind forecast at or above about 35 mph, a common stand-down threshold, tuned to what your bracing method is actually rated for; forecast freezing temperatures reaching an unreleased footing's cure window; or forecast rain exceeding about 4 continuous hours over an open ledger or exposed framing. Acceptance: the trigger that fired is named and matched to a forecast source checked the same day. Wrong looks like calling a hold on a general sense that it looks bad. Stop rule: any named trigger fires the hold regardless of schedule pressure. Hazard: none in the call itself.

2. Secure any open concrete against the specific hazard, not weather in general. A footing poured within its cure window and facing forecast freezing temperatures gets insulated or blanketed to the expected low before the crew leaves; a footing already past the cold-weather cure milestone does not need this. Acceptance: insulation matched to the forecast low on every footing still inside its cure window. Wrong looks like a tarp thrown over a footing, which sheds rain but does nothing for freeze protection. Stop rule: a footing that cannot be adequately protected does not get posts set on it once the hold lifts until the supplier confirms the cure was not compromised. Hazard: wet concrete under the insulation is still caustic, so pour-day skin protection still applies.

3. Reinforce temporary bracing for a pause, not for the level of active work it was built for. Add bracing in both directions beyond a single day's active framing needs, since a hold past a day or two exposes the frame to wind loads routine bracing was sized for active work, not an unattended stand. Acceptance: every post plumb and braced in two directions, verified at the start of the hold rather than assumed carried over. Wrong looks like leaving bracing exactly as it was mid-sequence. Stop rule: a frame that cannot be adequately braced gets completed to a more stable stopping point first, blocking and rim in even without decking, or the office escalates to a longer-duration plan. Hazard: an under-braced frame can rack or topple under sustained wind unseen, so this step is not optional because it has held fine so far.

4. Dry in every opening the interrupted phase left exposed, once the hold clears the rain trigger from step 1. Incomplete ledger flashing, sheathing exposed by demolition, or a partially decked frame with gaps below all get temporary weather protection, housewrap or poly, before the crew leaves. Acceptance: no exposed structural wood or open wall cavity left uncovered against the forecast. Wrong looks like leaving an opened ledger area bare because it is not raining yet. Stop rule: any opening that cannot be adequately dried in gets a more conservative fallback before anyone leaves. Hazard: water intruding behind a partial ledger flash reaches the band joist and the house's own wall assembly, the exact failure deckbuilding-existing-deck-safety-assessment catches years later; this step exists so it never starts.

5. Barricade any unguarded elevated platform, since a deck under construction routinely sits above the height that requires a permanent guard without one yet installed. Acceptance: a physical barrier, not a sign, at every unguarded edge, and the access route from the house, if applicable, blocked or locked. Wrong looks like caution tape alone, which stops nobody. Stop rule: a platform that cannot be physically barricaded, commonly because the house door opens onto it, gets that door secured from inside, confirmed with the homeowner, not assumed. Hazard: an unguarded platform over 6 ft above grade is a fall hazard for anyone who accesses it during the hold, so the barricade is the control, not a sign.

6. Notify the customer of the hold and its expected duration in writing, and get acknowledgment the structure is not to be accessed while incomplete. Acceptance: written notice sent the same day, acknowledgment on file before the crew leaves if reachable. Wrong looks like the crew packing up and the customer finding out when nobody shows up. Stop rule: an unreachable customer still gets the notice sent; the barricade does not depend on acknowledgment, but the notice record does. Hazard: none.

7. Monitor the hold rather than treating the securing pass as one-time. On a hold longer than two days, check the site at least once for anything the forecast changed beyond plan, wind past the trigger, rain past a dry-in gap. Acceptance: a dated check during any hold longer than two days, deficiencies corrected the same visit. Wrong looks like a hold called and nobody returning until the day work resumes. Stop rule: a check finding bracing failure, water intrusion, or a breached barricade escalates immediately. Hazard: whatever the securing pass controlled for is now live if the check finds a failure.

8. Reverify concrete cure status before resuming load on a footing that was inside its cure window when the hold started. Confirm with the supplier's specification whether freeze exposure compromised the cure despite step 2's protection. Acceptance: a confirmed cure status before a post is set. Wrong looks like resuming on schedule without checking whether the protected footing reached design strength. Stop rule: uncertain cure status is treated as unreleased; deckbuilding-footing-layout-and-inspection-readiness's cure-release discipline governs from here. Hazard: a post set on an uncured footing can settle once loaded, invisible until something built on top of it moves.

9. Reinspect bracing, dry-in, and every barricade before removing any of them, rather than assuming the hold ended exactly as secured. Walk steps 3 through 5 in reverse: bracing plumb and tight, dry-in dry underneath, no shift in any member. Acceptance: every securing item confirmed in place and undamaged before removal. Wrong looks like pulling the barricade first because the forecast cleared. Stop rule: any bracing found loose or sign of water intrusion pauses resumption for that item until corrected. Hazard: removing a barrier before confirming the condition underneath reintroduces the hazard it controlled.

10. Resume work and close the hold into the job record. Acceptance: a hold-end date, the step 9 results, and the customer notice updated with the actual resumption date. Wrong looks like restarting with nothing documented. Stop rule: none remaining; this step closes the loop. Hazard: none.

The record this produces

One Weather Hold Record per event: the trigger and forecast source; every item secured under steps 2 through 5, with photos; the customer notice and acknowledgment; any monitoring check and its result; the concrete cure reverification where applicable; the step 9 results before removal; and the resumption date.

The office reads it to reconcile the delay against the contract. The estimator reads it on future bids in the same season, since a site needing extended bracing for one storm will need it again.

Worked pass, including the stop that fired

A 14 by 20 ft attached deck, framing complete on three sides, decking not started, ledger flashing finished but guards not yet up, when a two-day wind and rain event is forecast above the crew's standard bracing rating.

Step 1 fired two days ahead, against the named wind trigger, giving the crew time to secure properly rather than race the storm. Step 2 did not apply; no footing was inside its cure window at this stage.

Step 3 reinforced bracing on all four corner posts in both directions, beyond the single-direction bracing adequate for that day's active framing. Step 4 found the ledger flashing already complete and dry, so no dry-in was needed there, but the open joist bays at the unfinished decking edge got a temporary poly cover to keep standing water off the framing.

Step 5 is where the stop fired. The platform sat about 7 ft above grade with no guard yet installed, and the rear door opened directly onto it. The crew's first plan relied on caution tape across the threshold, which the lead rejected under this step's stop rule: caution tape is not a barricade. The homeowner agreed to deadbolt the interior door for the duration, confirmed in writing with the step 6 notice.

Step 7's monitoring check on day two found the poly cover torn loose on one corner, pooling water on two joists. It was resecured and the water cleared the same visit, rather than waiting for the scheduled resumption two days later.

Step 9's reverification before resuming found the bracing intact and plumb, the resecured poly holding, and the two previously wet joists dry with no cupping or staining, so no additional drying time was added. Step 10 closed the hold at two days as planned, with the torn-poly deficiency and its same-day correction recorded.

What the pass shows: the day-one securing pass was thorough, and the failure this procedure actually caught was in the middle of the hold, which is why step 7's monitoring check exists rather than trusting a securing pass to hold unattended for the full duration.

When the site does not match this procedure

If the weather arrives with less warning than the trigger assumed, secure whatever can be secured in the time available in order of hazard, barricades first, then concrete protection, then bracing, then dry-in, and document what could not be completed. If the hold extends well past its original estimate, commonly beyond a week, treat it as a new hold with a fresh step 1 through step 5 pass rather than assuming the original securing still matches a longer exposure.
