Adjacent Structure Affected by Excavation: Response

Purpose

The excavation and shoring SOP protects the crew and the customer's own structure. It says nothing about the fence, the detached garage, the shared drive, or the neighboring house that sits close enough to feel a pier pit or a wall-access trench. That structure is not on the shop's contract, the crew has no design authority over it, and the property owner on the other side of the property line has never heard of this job until something on their side moves.

This shop has no locate ticket, no engineer of record, and no pre-condition record for a structure it does not own, which is why a distress event there is handled differently from one inside the scope of work. The first move protects anyone near the structure; the second gets a licensed engineer looking at a building the shop's own engineer, if one is engaged at all, was never asked to evaluate. Everything after that runs on a notification track built for a party with no contract with this shop.

Scope

Covers the response when excavation for pier pits, trenches or wall access produces visible new distress, such as a new crack, a leaning fence, a bulging retaining wall or a door binding, in a structure on an adjacent property or a shared boundary the shop does not own and has no design scope for.

Does not cover excavation safety itself, soil classification or shoring, which the excavation and shoring SOP owns and continues to govern the shop's own pit. Does not cover distress in the customer's own structure, which routes to the applicable troubleshooting card or the engineer involvement SOP. Does not resolve liability, cost allocation or repair responsibility for the adjacent structure, which is a legal and insurance question outside this procedure's authority.

Procedure

Step 1: Stop equipment and back off to a safe stand-off the moment distress is noticed

The excavator operator idles and withdraws the machine to a stand-off distance clear of the affected structure's likely fall or collapse zone, at minimum the structure's own height from its base, and no further soil is removed anywhere near it. Acceptance: equipment stopped and withdrawn, no cut continuing within that distance. Wrong looks like a crew finishing the current bucket pass because they are "almost done for the day." Hazard: a structure already in distress can fail without further warning, so nobody re-enters the stand-off zone to look closer until step 2 clears it, and if any part of the structure is audibly cracking, shifting, or shedding material, everyone clears the area entirely, not just the pit.

Step 2: Check for a life-safety condition before documenting anything

The competent person, or the crew lead in their absence, assesses whether anyone is in or near the affected structure right now and whether it is stable enough to approach for photographs. Acceptance: a stated all-clear, or an evacuation of the affected structure and the area around it, completed before step 3 starts. Wrong looks like a crew walking straight up with a camera because the crack "looks minor," when a bulging block wall or a leaning fence post can still be finding its failure point. Stop rule: where the structure looks unstable to an untrained eye, treat it as unstable; call the design professional and, where anyone may be inside, the fire department, rather than making the call from the pit.

Step 3: Document the condition without delay, from a safe distance first

Photograph the affected structure from the stand-off distance, then, once cleared, move closer for measured crack widths against a comparator card, plumb or level readings on any leaning element, and the horizontal distance from the excavation edge to the nearest point of the structure. Acceptance: photographs, measurements and the excavation-to-structure distance all dated and in the record before the crew leaves the area. Wrong looks like a verbal description of "some cracking on the neighbor's garage" with nothing measured; a written account with no numbers behind it settles nothing later. Where no pre-excavation condition survey of this specific structure exists, the record says so plainly rather than implying a baseline that was never taken.

Step 4: Notify the customer and the supervisor before anyone else

The crew lead calls the supervisor immediately, and the supervisor tells the customer the same day, in plain terms, what happened and what happens next. Acceptance: both notifications made and timestamped the day of the event. Wrong looks like a crew handling this quietly to avoid alarming the customer, which turns a documented incident into a surprise the customer hears about from their own neighbor first.

Step 5: Engage a design professional to assess the adjacent structure specifically

This is a separate engagement from any engineer already retained for the customer's own repair, because that engineer's scope, if one exists, does not extend to a structure across the property line. Acceptance: a licensed engineer retained to observe and report on the affected structure, with the assignment stated in writing as covering that structure by name or address. Wrong looks like asking the shop's existing engineer for an opinion on the neighbor's garage as an aside during an unrelated site visit; get a scoped, written assignment, or the report will not hold up as anything more than a hallway comment.

Step 6: Notify the adjacent property owner directly, factually, without assigning cause

The supervisor contacts the affected property owner, describes what was observed, and states that an engineer has been retained to assess it, without speculating on cause or offering to pay for anything on the spot. Acceptance: contact made, documented in writing, with a copy of the photographs offered. Wrong looks like a field crew telling the neighbor "don't worry, we'll take care of it" before anyone has determined whether the excavation caused the condition at all; that sentence, once said, is difficult to walk back and commits the shop before the engineer has looked at anything.

Step 7: Notify the shop's insurance carrier before making any commitment

Report the event to the general liability carrier per the policy's notice provisions before any repair, payment or written commitment is made to the affected owner. Acceptance: carrier notified, claim or incident number recorded. Wrong looks like the shop agreeing informally to fix a fence or a wall before the carrier knows the event occurred, which can complicate coverage for a loss the policy was written to cover. Whether the excavation caused the condition, and who bears the cost, is a claims and legal question for the carrier and the shop's own attorney, not a driveway decision.

Step 8: Get the design professional's written answer before excavation resumes near that structure

Hold all excavation within the stand-off distance until the design professional returns a written opinion on whether the affected structure is stable, what caused the condition as best they can determine, and whether continuing excavation nearby requires a modification such as additional shoring, underpinning support for the adjacent footing, or relocating the planned work. Acceptance: a written continue, modify or stop instruction naming the affected structure. Wrong looks like resuming work near the structure because a day has passed without incident and nobody has heard otherwise. Stop rule: no written answer, no excavation inside the stand-off distance, even where the rest of the job's excavation continues elsewhere on the property.

Step 9: Install structure-specific monitoring where excavation continues nearby

Where the design professional clears continued work with monitoring, place crack gauges or a survey point on the affected structure, distinct from the customer's own post-repair monitoring program, with its own threshold stated by the design professional for this specific condition. Acceptance: monitoring installed, zeroed, and its threshold recorded before the next excavation pass begins near the structure. Wrong looks like relying on a visual check at the end of each day instead of an instrumented reading; a visual check catches a crack after it has already moved past where a threshold would have stopped work.

The record this produces

One adjacent-structure incident file, separate from the job ticket: the stand-off and stop time, the life-safety assessment, dated photographs and measurements, the excavation-to-structure distance, both notifications with their timestamps, the design professional's scoped assignment and written report, the insurance notice with its claim reference, the continue-modify-stop instruction, and any monitoring installed with its threshold.

It stays in the shop's risk file independent of whether the customer's own job closes on schedule, because the affected party is not a signer to that contract and may raise the issue long after this job is finished.

One worked pass

A rear pier pit sits 6 ft from a shared property line, with a detached garage on the neighboring lot roughly 9 ft from the pit's edge. On day two, the excavator operator notices a new stair-step crack in the garage's block foundation wall and stops mid-pass, backing the machine to a stand-off of about 10 ft, clear of the garage's own height from its base. No material is falling and nothing is audibly moving.

Step 2's assessment finds nobody inside the garage and no immediate collapse risk, so the site is not evacuated but the stand-off holds. Step 3 documents the crack at 4 mm at its widest against a comparator card, the garage wall reading roughly a quarter inch out of plumb over its height, and the excavation edge measured at 9 ft 2 in from the nearest corner of the garage. No pre-excavation survey of the garage exists, and the record says exactly that rather than implying one.

Step 5 engages a structural engineer, scoped in writing to the garage specifically, separate from the sealed pier design already governing the customer's repair. The visit and report take four days; step 8 holds all excavation inside the stand-off, though pits on the far side of the house, outside that distance, continue on schedule.

The report identifies the cause as loss of lateral support from soil already removed on day two, before the crack was noticed, rather than anything about to happen. The garage is stable at its current condition but should not be subjected to further undermining without support. That is where the plan changes: the engineer specifies temporary shoring of the excavation face nearest the garage and recommends the pit sequence be revised so no further soil comes out from under that corner until the shoring is in.

Step 6's neighbor conversation, held before the report but after step 5's engagement began, told the property owner an engineer was assessing the garage and gave no cause and no commitment. Once the report lands, the supervisor returns with the actual finding and the shop's carrier, notified under step 7 the same week the crack was found, is looped in on the proposed shoring cost before it is committed. Step 9 places two crack gauges on the garage wall with a 1.0 mm threshold set by the engineer, and the pit resumes only once the shoring is installed and the gauges are reading zero.
