Pump Truck Spill or Overflow Response
Purpose
A coupling that lets go mid-pump or a relief valve that lifts on a full truck turns a routine stop into a release the shop has to answer for, on the customer's driveway or the public road in front of it. What decides whether this stays a cleanup or becomes a regulatory event is the first five minutes: whether the source gets stopped before anyone reaches for a hose, whether the direction of flow toward a storm drain gets caught in time, and whether the volume gets written down instead of guessed at later from memory.
This SOP is the standing response the moment septage reaches ground it should not be on, from the point of stop-the-source through the manifest reconciliation that has to account for every gallon that did not make it to disposal. It assumes the truck itself was sound going into the job, that condition and its daily check belong to the pump truck inspection SOP, and it hands the load characterization and manifest mechanics to the hauling SOP once the spilled volume is known.
Scope
Covers the response to any uncontained release of septage during pumping, transfer, or transport: a hose or coupling failure at the tank, a relief valve lifting on an overfilled truck, or a discharge-valve failure during transfer or offload. Does not cover the daily mechanical inspection that should have caught a failing component before the route started, owned by the pump truck daily inspection and decontamination SOP, and does not cover the routine manifest and load-classification steps, owned by the septage hauling manifest and disposal SOP, beyond the reconciliation entry this SOP feeds it.

Procedure
Stop the source before anything else, by name for the failure at hand. A burst hose gets capped or the pump killed at the PTO; a lifted relief valve on an overfull truck gets addressed by stopping intake immediately, not by chasing the leak while still pumping; a failed discharge valve gets closed at the nearest upstream valve. Acceptance: no further liquid moving from the source point. Wrong looks like continuing to trace the leak while flow is still running. Stop rule: if the source will not stop within a couple of minutes, such as a jammed relief valve, kill the vacuum pump entirely and isolate at the tank's own access rather than keep working the failed component. Sewage on bare skin is a pathogen exposure; gloves go on before anyone touches anything at the source, including the coupling itself.
Secure the area and note the direction of flow before assessing size. Cone or tape the wet area, keep people, pets, and vehicle traffic off it, and note immediately whether it is moving toward a storm inlet, a roadside ditch with flowing water, or a well. Acceptance: a perimeter set and a direction-of-flow note written down. Wrong looks like leaving the spill open while walking back to the truck for absorbent. Stop rule: a release moving toward a storm drain, flowing water, or a well gets blocked or diverted immediately, before full containment supplies are even staged, because reaching surface water turns this from a nuisance into a reportable release with a much shorter reporting clock than a contained driveway puddle.
Estimate the volume released as a number, not a description. Work it from tank drop on the truck's own sight gauge, from minutes running at the pump's rated flow, or from pooled area times an estimated depth if neither of those applies. Acceptance: a written gallon estimate, stated as a range if precision is not possible, taken at the time rather than reconstructed later. Wrong looks like "a small amount" on the ticket. Stop rule: no defensible estimate at all is itself a problem; bound it with the best available basis rather than omit a number entirely.
Determine whether the release meets a reportable threshold, and call the state agency's release line when in doubt. Reportable quantity and the office that takes the call both vary by state, and several states treat any sewage reaching a storm drain or surface water as reportable regardless of volume, so confirm against the current state rule rather than assume a national figure. Acceptance: the call made, the outcome, reportable or not, logged with the time and who was spoken to. Wrong looks like assuming septage does not trigger a reporting duty the way a fuel spill would. Stop rule: where the reportable status is genuinely unclear, report it; treating an ambiguous release as reportable costs a phone call, and treating a reportable release as ambiguous is the violation with consequences.
Begin cleanup only after the source is stopped and the reporting call is made, and never rinse it toward a drain. Apply absorbent to the wet area and bag the contaminated material for disposal; do not pressure-wash or hose the area toward a storm inlet or ditch to make it look clean, since that moves the pathogen load into the storm system instead of removing it. Acceptance: absorbent applied, contaminated material bagged, no rinse water directed toward any drain or ditch. Wrong looks like hosing a driveway spill into the street. Stop rule: if wash water cannot be captured on site, do not wash the area at all; leave it to dry and be picked up rather than rinse it anywhere.
Treat every item that contacted the spill as contaminated, not just rinse-and-reuse. Gloves, boot soles, and any tool that touched the release go through the pump truck decontamination SOP's routine steps, with the spill-contact items specifically flagged for the foreman rather than folded into the normal end-of-day wash. Acceptance: contaminated PPE and tools identified and decontaminated or bagged. Wrong looks like wiping down a wrench and putting it back in the general tray. Stop rule: any item that cannot be adequately decontaminated on site goes back to the shop bagged, not back into service from the truck.
File a spill report distinct from the routine job ticket. Record the failure point, the time the source was stopped, the volume estimate and its basis, the reporting call outcome, the cleanup method, and the failed component. Acceptance: a standalone spill report, not a line buried in the regular ticket's notes. Wrong looks like folding the event into the job narrative where it will not be found later. Stop rule: the ticket does not close until the spill report is filed; office holds dispatch open rather than letting it slide to end of day.
Notify the customer in person before leaving, factually and without assigning blame prematurely. Tell them what happened, what was done, and what to expect, possible odor for a day, grass staining where absorbent sat. Acceptance: the customer told the same visit, not left to discover a wet patch on their own. Wrong looks like leaving without a word. Stop rule: if the release crossed onto a neighboring property, the service manager, not the driver, makes that neighbor contact, since it carries the same liability weight as any other outside-party communication.
Feed the volume estimate into the day's manifest reconciliation before the load reaches the disposal facility. Note the spilled volume on the relevant manifest line as a subtraction from the expected load, per the hauling SOP's reconciliation step. Acceptance: the spill volume appears as a documented line item, and the office confirms the day's reconciliation accounts for it rather than showing it as unexplained loss. Wrong looks like an undocumented spill turning into a manifest variance the office spends a day investigating as a possible unauthorized dump. Stop rule: no spill report on file by the time the load offloads means the reconciliation step in the hauling SOP treats the shortfall as unexplained, which is worse for the driver than the spill itself.
The record this produces
One spill report per event: failure point and component, time stopped, containment and direction-of-flow findings, the volume estimate and its basis, the reporting-call outcome with time and contact, cleanup method, decontaminated items, customer notification, and the manifest line it feeds.
The shop foreman reads the failed-component field and tracks whether the same coupling or valve keeps failing across trucks. The office reconciles the manifest the same day rather than chasing an unexplained variance a week later. If a regulator or a neighbor follows up months later, this report is the same document either time, because it was written the day of the event rather than reconstructed afterward.
One run of this procedure
Mid-transfer at a residential stop, the cam-lock coupling on the discharge hose fails under pressure, and septage sprays across the driveway toward the street, roughly ten feet from a storm inlet at the curb.
Step 1: PTO killed immediately, hose capped at the tank end. Step 2: driver blocks the flow path toward the storm inlet with absorbent boom before doing anything else, since the direction-of-flow note makes that the priority; the wet area beyond the boom is then coned off. Step 3: tank sight gauge shows roughly 40 gallons lost, based on the drop before the pump was killed, logged as a range of 35 to 45 gallons.
Step 4 is where the call gets made correctly rather than skipped. The driver's instinct is that septage headed toward a storm drain but stopped short of it is not reportable. The service manager is called per the ticket routing, confirms the state's rule treats any release that reaches within a defined distance of a storm structure as reportable regardless of whether it entered the drain, and places the call to the state release line; outcome logged as reportable, with the time and the agency contact's name.
Step 5: absorbent applied to the contained area, bagged, no rinse water used anywhere near the curb. Step 6: gloves and the failed coupling itself bagged as contaminated rather than cleaned and reused; the coupling goes back to the shop foreman for inspection. Step 8: customer told on site what happened and that grass along the driveway edge may show staining for a few days. Step 9: the 40-gallon midpoint of the estimate entered on the manifest as a subtraction from that stop's expected volume, so the day's facility reconciliation shows the shortfall accounted for rather than as an unexplained variance.
