Commercial High-Rise Rope-Descent Access Standard

Purpose

A rope-descent crew runs the same building week after week, often with a different descender rotating through the roster. This standard guarantees whoever is on the rope that day runs the identical pre-rig, descent, and teardown sequence, so a near-miss on one visit with one descender does not become a fatality on the next with another. Without a standing sequence, the crew's safety depends on whichever individual remembers the checklist that day, and the building owner sees a different level of professionalism depending on who shows up.

Scope

This SOP covers the day-of, on-site sequence for a rope-descent system (RDS) crew: pre-rig meeting through teardown. It does not cover: the anchorage certification and building-owner written-assurance requirement (owned by windowcleaning-osha-1910-23-fixed-anchor-rope-descent-requirement), the harness, lanyard, and connector rigging mechanics and fall-clearance math (owned by windowcleaning-safety-harness-rigging), the California-specific permit and licensing document stack (owned by windowcleaning-california-cooperative-bsis-rds-permit), and the weather go/no-go call (owned by windowcleaning-weather-hold-decision-standard-for-exterior-work, this batch). A crew that has not already satisfied those requirements has no business reaching step 1 here.

Procedure

  1. Pre-rig documentation check. Before equipment leaves the truck, confirm the building owner's current written anchorage assurance is in hand, on site, in the job folder. Acceptance: a dated document covering every anchor used today, resting on an inspection inside the last twelve months, per windowcleaning-osha-1910-23-fixed-anchor-rope-descent-requirement. Wrong looks like a crew relying on last year's memory that "this building is fine." Stop rule: no current written assurance, no descent, regardless of schedule pressure; call the office to obtain it before unloading rigging.

  2. Roof pre-rig meeting, and barricade the ground below before it matters. Gather the crew at the roof access point and state aloud: which anchors are used today, the rescue plan and who executes it, the day's weather status per windowcleaning-weather-hold-decision-standard-for-exterior-work, and any known roof hazard (parapet condition, other trades on the roof, mechanical equipment in the working path). The ground/roof monitor also sets up the street-level or plaza-level barricade or cones under the full working path before any line goes over the edge, since a dropped tool or a rope-strike hazard reaches pedestrians and building occupants long before it reaches the descender. Acceptance: every crew member can restate which anchor they are using and who performs rescue if they cannot self-rescue, and the ground-level barricade is confirmed in place and covering the full swept path below. Wrong looks like a descender who cannot answer "who comes for you if you're stuck," or a barricade set up after the first descender is already over the edge. Stop rule: any crew member unable to answer both questions, or no confirmed ground-level barricade, means repeat the briefing or finish the barricade before anyone rigs.

  3. Anchor selection and dual-line rig. Rig the working line to a certified anchor from the building's drawing, and the independent fall-arrest backup to a physically separate, drawing-matched anchor; a roof with only one anchor within reach is not rigged today; report it and select a different drop point or building side. Acceptance: both lines tug-tested and confirmed on separate, drawing-matched anchors before either is weighted. Wrong looks like a backup rigged to the same anchor as the working line because a second point is inconvenient to reach. Stop rule: visible corrosion, weld cracking, or fresh paint over a weld on a drawing-matched anchor means do not rig to it; select the next listed anchor and report the flagged one to the building engineer before the crew leaves the roof, so it gets re-inspected before the next visit rather than staying a silent trap.

  4. Edge protection and line management. Pad or protect both lines everywhere they cross a parapet edge or sharp roof detail, and set tag lines so neither line can swing into an obstruction below. Acceptance: both lines run clear of unprotected edge contact along their full working length. Wrong looks like a line resting directly on an unpadded parapet corner. Stop rule: an edge that cannot be adequately padded is not a usable path today; reroute the line or select a different drop point. An edge cutting a loaded line under fall force can part it faster than a shock-absorbing device can respond, and if padding does not fully cover the contact point, then the drop point changes, not the padding.

  5. Pre-descent equipment and comms check. Each descender inspects their own harness, lanyard or SRL, descent device, and connectors per windowcleaning-safety-harness-rigging, and establishes a working hand-signal or radio protocol with the monitor before weighting the system. Acceptance: the impact indicator on every device is unfired, and a two-way comms check succeeds before descent starts. Wrong looks like assuming yesterday's radio channel still works without checking. Stop rule: no working comms with the monitor, no descent; a descender out of contact cannot signal a problem, and the monitor cannot start a rescue clock they never knew had started.

  6. Descent and working sequence. Descend to the first working position directly under the anchor and work each elevation in sequence, keeping lateral movement inside a narrow cone under the anchor rather than swinging wide for adjacent glass. Acceptance: position stays close enough to plumb that the straight-down fall-clearance calculation from windowcleaning-safety-harness-rigging still applies. Wrong looks like reaching sideways for one more pane instead of re-anchoring closer to it. Stop rule: work requiring movement outside the safe cone means ascend and reposition the rig rather than reach; a sideways fall becomes a pendulum swing back into the building face, which the straight-down clearance math does not cover.

  7. Mid-descent problem response. Any line snag, equipment malfunction, tenant complaint from an occupied floor, or sudden weather change gets reported to the monitor immediately, before the descender attempts a self-fix. Acceptance: the descender stops working and reports before troubleshooting. Wrong looks like spending ten minutes trying to clear a snag alone rather than calling it in at second one. Stop rule: any equipment malfunction means ascend to the roof and swap the affected component before resuming; a malfunctioning descent device does not get field-repaired while a worker hangs from it.

  8. End of descent and line strike. Confirm every descender is off the rope and back on the roof, retrieve or properly stow both lines, and walk the parapet to confirm no equipment or debris remains at the edge. Acceptance: a roof headcount matches the crew roster, and both lines are accounted for and stowed. Wrong looks like leaving a line clipped off and dangling because the crew assumed someone else would retrieve it. Stop rule: a headcount mismatch means do not leave the roof; account for every crew member before packing equipment, since a missing descender is the one failure mode this entire standard exists to prevent.

Exceptions

  • The anchor drawing does not match what is physically on the roof (an anchor present but undocumented, or documented but missing). Treat every undocumented anchor as unusable regardless of appearance, and report the discrepancy to the building engineer and the office before rigging on anything not on the drawing.
  • A tenant or building security demands the crew stop for a non-safety reason. The Qualified Person, not the descender mid-rope, handles the conversation; the descender continues to a safe stopping point per step 8 rather than rushing an unplanned end.
  • The rescue plan's named equipment is unavailable that day. No RDS work proceeds until an equivalent rescue capability is confirmed on site; a rescue plan that exists on paper but not in the parking lot is not a rescue plan.

The record this produces

The job folder carries: the current anchorage assurance document, the pre-rig meeting attendance, which anchors were used and any anchor flagged and reported, the comms-check confirmation, and the end-of-descent headcount reconciliation. The office reads the flagged-anchor field to follow up with the building engineer before the next visit; the Qualified Person reads the attendance and equipment-check fields to confirm the standard was actually run, not just available.

Worked pass

A twelve-story office tower, quarterly service, two descenders and one ground monitor. Pre-rig documentation check passes: the anchorage assurance letter is dated eight months ago, inside the twelve-month window. Roof pre-rig meeting: both descenders correctly state their anchor assignment and the rescue plan.

Anchor selection: the drawing lists four roof anchors. Anchor two shows a bead of fresh paint running directly over one weld, the kind of touch-up the building's facade contractor does without telling anyone. This is the FAIL. Step 3's stop rule takes effect: the rigger does not rig to anchor two, selects anchor three for the backup line instead, and logs anchor two as flagged before the crew descends. Edge protection and comms checks pass on both lines. Descent proceeds elevation by elevation, both descenders staying inside their working cone.

Midway through, descender one reports a slight snag in the working line over a parapet corner. They stop and report to the monitor rather than working through it, and the rigger repositions the edge protection from the roof before the descender continues. End of descent: headcount matches, both lines retrieved and stowed, parapet walked clear. The flagged anchor is reported to the building engineer before the crew leaves, with a note in the job folder for next quarter's crew.
