Scaffold and Lift Access Standard for Window Cleaning

Purpose

Between the ladder and the rope-descent rig sits mid-rise work: a two-story eave that overreaches a ladder's safe geometry, or a six-story office front that needs sustained presence a boom lift provides. This standard guarantees the same erect-inspect-use-strike sequence runs every time a Baker scaffold or a rented aerial lift goes up on a job, so a rushed erection at the end of a long day does not put a tech on an unguarded platform.

Scope

This SOP covers the day-of erection, inspection, operation, and strike sequence for supported (frame/Baker) scaffold and rented aerial lifts (scissor and boom) on residential and light-commercial jobs. Procedure

  1. Pre-job equipment confirmation. Before loading or before a rental delivery arrives, confirm the job ticket names Scaffold or Lift and matches what is actually being loaded or delivered. Acceptance: ticket and equipment match before the crew leaves the yard or accepts the rental. Wrong looks like a lift delivered to a job ticketed for scaffold because of a scheduling mix-up. Stop rule: a mismatch means call the office before proceeding; do not substitute equipment on site without confirming the original access-method decision still holds for actual site conditions.

  2. Erection or pre-shift walk-around. For scaffold: the Competent Person erects the frame progressively, working from an already-stable lower tier or the built-in access rungs rather than the open top level before its own guardrail exists, wearing personal fall protection during erection whenever the working level is not yet guarded, then inspects frame connections, cross braces, and base plates, and confirms all four wheel locks are engaged before anyone climbs to work. For a lift: run the OEM pre-shift checklist covering hydraulic leaks, tire and outrigger condition, and a function test of every platform control including the emergency stop. Acceptance: scaffold shows 4 of 4 wheel locks engaged and no visibly missing brace; lift passes every checklist item including a successful E-stop test. Wrong looks like climbing a scaffold with one wheel still unlocked because it is hard to reach, or an erector working an unguarded top tier without personal fall protection because the guardrail is "going up in a minute." Stop rule: any missing brace, unlocked wheel, hydraulic leak, or failed control function means the platform does not get used until cleared; an erector found working unguarded stops erection immediately until that protection is on, even if the delay costs the setup window.

  3. Fall-protection rig above the trigger height. For any working surface more than 10 ft above a lower level, rig a guardrail system with a top rail 38 to 45 in high, or a personal fall-arrest system anchored per windowcleaning-osha-scaffold-1926-subpart-l. Test the top rail's deflection by hand pressure from a secured position, such as through the access rungs while still harnessed, never by leaning unprotected over the open edge to reach it. Acceptance: the top rail does not deflect below 38 in under that test, or the PFAS anchor is rated to 5,000 lb per attached worker. Wrong looks like a guardrail that looks correct at rest but sags below 38 in under a leaning worker's weight. Stop rule: a rail that fails the deflection check is not a passing guardrail; correct the installation and re-test, and if it still cannot hold 38 in after correction, then PFAS becomes mandatory for that platform, not optional, until the rail is replaced.

  4. Load-rating confirmation. Before loading tools, a water tank, or extra material onto the platform, confirm the combined load against the scaffold's duty rating (light duty at 25 lb per square foot is standard for hand tools and a 5-gallon bucket, per windowcleaning-osha-scaffold-1926-subpart-l) or the lift's rated platform capacity on its data plate. Acceptance: the estimated combined load is under the rated capacity with margin, not calculated to the exact limit. Wrong looks like loading a full water tank onto a platform already carrying two techs and their tools without checking the total. Stop rule: an estimated load approaching or exceeding rated capacity means remove material until it clears with margin; the 4x structural safety factor behind that rating assumes the stated maximum, not a routinely-exceeded one.

  5. Access method to the platform. Climb only the built-in ladder, attached rungs, or a properly secured portable ladder to reach a scaffold platform, never the cross braces. For a lift, board only through the designated gate, closed and latched before raising. Acceptance: every ascent uses the designated access point, gate latched before lift-off. Wrong looks like a tech stepping over a lift's guardrail instead of walking around to the gate because it is faster. Stop rule: an unlatched gate or a cross-brace climb means the platform does not move until corrected; this is one of the most frequently cited violations on residential-scale scaffold work precisely because it feels like a minor shortcut.

  6. Ground and overhead survey before raising a lift. Check ground slope and stability under the outriggers, and scan overhead for lines, branches, or building overhangs along the planned lift path. Acceptance: ground condition is within the lift's rated slope tolerance on its data plate, and no overhead obstruction sits within the minimum clearance for lines under 50 kV. Wrong looks like setting up on a slope that looks flat but exceeds the outrigger's rated tolerance. Stop rule: soft or sloped ground beyond the plate's rating means relevel with cribbing rated for the load or relocate the lift; an overhead line inside clearance means do not raise the platform into that path, reposition the base instead.

  7. Working position discipline. Stay inside the guardrails or the lift basket at all times; no climbing onto the rail, no leaning a ladder against a scaffold or lift platform to gain reach beyond it. Acceptance: both feet on the platform deck, harness connected per step 3 where PFAS is the chosen protection. Wrong looks like a tech standing on the top rail of a scissor lift basket to reach one more pane. Stop rule: a reach the platform genuinely will not cover means reposition the equipment rather than extending the tech's body past the guardrail; the platform's rated reach is the job's actual reach, not a suggestion.

  8. Repositioning protocol. Descend from a scaffold before rolling it to a new position; never ride a rolling scaffold with anyone still on the platform. For a lift, stow the platform to its OEM travel position before driving between spots. Acceptance: the platform is empty and the base is stowed correctly before any movement. Wrong looks like a two-person crew moving a rolling scaffold with one person still up top to save a climb-down. Stop rule: anyone remaining on a moving platform means stop the move immediately; wheels locked for work get unlocked only after the platform is confirmed clear.

  9. End-of-shift strike. Dismantle scaffold top-down, planks and frames stacked and accounted for; for a lift, lower fully, chock if left on site overnight, secure the keys, and confirm the rental return schedule with the Shop Lead. Acceptance: every scaffold component from the erection log is accounted for at strike, and the lift shows fully lowered and secured before the crew leaves. Wrong looks like leaving a lift raised overnight because striking it felt unnecessary for a one-night gap. Stop rule: an unaccounted scaffold component at strike does not get shrugged off as "probably in the truck"; find it before leaving the site, since a missing brace found weeks later on a different job means it was never actually removed correctly this time.

Exceptions

  • The rented lift arrives without a current inspection sticker or cannot produce its OEM manual on request. Treat it as failing step 2 regardless of how it looks; call the rental company for a replacement before using it.
  • Ground conditions do not support either base plates or outriggers within their rated tolerance, and no cribbing solution closes the gap. Reschedule the access method entirely per windowcleaning-ladder-vs-scaffold-decision rather than forcing an out-of-tolerance setup.
  • A second trade's equipment occupies the only viable staging area. The Competent Person coordinates timing with the other trade before erection; do not stage in a path that blocks required egress or another crew's active work.

The record this produces

The job folder carries the erection or pre-shift inspection log with the Competent Person's sign-off, the load-rating confirmation, any flagged and corrected item, and the strike-out component count. The Shop Lead reads the strike-out log to catch missing inventory before it becomes next month's mystery, and reads lift rental dates to avoid a job starting on an expired certification.

Worked pass

A three-story office building, atrium stairwell window run, Baker scaffold selected per the site's access-method decision. Pre-job equipment confirmation: ticket and delivered scaffold match. Erection walk-around: frame connections and cross braces check out, all 4 wheel locks engaged.

Fall-protection rig check: the working platform sits at 13 ft, above the 10-ft trigger, so a guardrail system is the chosen protection. The Competent Person tests the top rail by hand pressure from the access rungs on each side. Port-side measures 34 in under load, below the 38-in minimum. This is the FAIL. Step 3's stop rule takes effect: that bay does not get used. The Competent Person re-sets the rail connection, re-tests, and the rail now holds at 40 in under the same pressure. The bay is cleared for use.

Load-rating confirmation: light duty at 25 lb per square foot supports the two techs' hand tools and a 5-gallon bucket with margin; no water tank is loaded onto this platform. Access via the built-in ladder rungs. Working position discipline holds through the job; no reach beyond the rail is attempted. At shift's end, the scaffold is descended, wheels unlocked only after confirmed clear, and struck top-down. The strike-out count matches the erection log; the corrected guardrail connection is noted in the job folder for the next crew erecting this same equipment set.
