Rot or Structural Surprise Found During Demolition Response

Purpose

The pre-demo assessment and the permit's pre-existing-conditions hold point both assume the compromise stops where the visible evidence stopped: the awl sank at the ledger, the siding showed staining, the quote priced a reflash and a section of band joist. Then the saw opens the wall and the rot keeps going, into the rim joist, past the first stud bay, into a beam pocket nobody could probe before the boards came off. This is the moment a shop either protects itself with a documented, sequenced response or loses the job to an argument about what was promised at the door. This procedure guarantees the extent gets measured before anyone prices it, a compromised load path gets supported before anyone works near it, and the customer hears the finding once, in order, with photographs rather than a guess.

Scope

Covers discovery of decay, insect damage, or structural compromise beyond what the pre-demo assessment or the original quote covered, from discovery through a documented, authorized repair scope. Applies during demolition and during framing, wherever a member is opened up and turns out worse than assumed.

Does not cover the demolition sequence itself or the routine pre-existing-conditions stop deckbuilding-permitted-deck-demolition already runs at its own step 7; that SOP hands off here once a finding exceeds a straightforward reflash-and-patch scope. Does not cover the pre-construction assessment of a standing deck, owned by deckbuilding-existing-deck-safety-assessment. Does not set the customer's change order paperwork itself; deckbuilding-customer-change-order-mid-build-protocol owns the authorization mechanics once a price is ready to present.

Procedure

1. Stop the saw the instant the cut reveals softness, galleries, or discoloration past what the original assessment described. Acceptance: the cut halted with the member otherwise intact, not opened further to see how bad it is. Wrong looks like finishing the planned cut on the theory that the tool is already in hand. Stop rule: any compromise beyond the quoted scope stops that cut; the rest of the planned demolition continues in an unaffected area. Hazard: a partially cut, compromised member can fail under its own weight or a hand's pressure with no warning, so nobody leans on or steps past the cut until it is assessed.

2. Support the load path before anyone works near the finding. If the compromised member still carries load, install temporary shoring under it before continuing work in that bay. Acceptance: shoring plumb, on solid bearing, and visibly taking load before the crew reenters. Wrong looks like propping a single brace at an angle and calling it braced. Stop rule: no shoring, no work in that bay, including photography that requires standing under the member. Hazard: a member that fails while being shored injures whoever is holding it, so shore from the side or below with the crew clear of the fall line, never standing directly beneath the piece.

3. Probe the full extent, not just the section already exposed. Using the awl-under-thumb-pressure method, work outward along the member and into the adjacent bay until reaching wood that resists penetration under 1/4 inch with fibers that splinter rather than lift. Acceptance: a measured start and end point in both directions along the member. Wrong looks like reporting the beam is rotted with no measured extent. Stop rule: if the probe reaches a splice, bearing point, or the ledger connection before finding sound wood, the finding is treated as structural regardless of how it started. Hazard: none in probing; wear eye protection, since old fastener heads sit at the depth an awl works.

4. Photograph and measure before anyone touches the area further. Document the finding against the original assessment: what was expected, what was found, and the extent from step 3, with the member's identity noted against the framing plan. Acceptance: photos keyed to the framing record, dated, with the extent written on the same sheet. Wrong looks like photos taken after the area has already been partially cleaned out. Stop rule: no further demolition in the affected bay until the record exists. Hazard: none; this is the step most often skipped under schedule pressure.

5. Classify the finding against a prescriptive limit, defaulting to the stricter read when the answer is not obvious. Surface weathering with no measurable penetration is cosmetic. Decay or insect damage that penetrates but stays clear of any splice, notch, connector, or bearing point may fall inside your local building official's accepted sistering practice; a compromised bearing point, splice, or connector location does not, whatever the area measures, since most jurisdictions require a stamp once a connection is involved. Acceptance: a written classification, cosmetic, prescriptive, or engineered, tied to the step 3 measurement. Wrong looks like classifying by eye with no reference to a bearing point. Stop rule: any classification other than cosmetic pauses work in that bay until step 8 or 9 clears it. Hazard: none; the hazard already sits in the step 2 shoring.

6. Protect the opening overnight regardless of how quickly a decision looks likely. Dry in exposed sheathing or framing with housewrap and temporary flashing before the crew leaves, whatever the classification. Acceptance: no exposed structural wood left uncovered through a forecasted wet period. Wrong looks like leaving the finding open since it is already ruined anyway. Stop rule: measurable precipitation forecast before the next work day means the opening gets covered before anyone leaves; deckbuilding-weather-hold-and-partial-completion-standard governs a delay past a single night. Hazard: wet, already-compromised wood on a partial platform is a fall hazard distinct from the structural one; treat the area as an unprotected edge until a barricade is back.

7. Sequence the customer conversation after the record exists, never before. Present the finding with the photos and measured extent in hand, and do not quote a repair price or schedule impact verbally on the spot before the step 5 classification is written. Acceptance: the customer sees the photographed evidence and the classification before hearing a number. Wrong looks like a lead saying it's not too bad, maybe a day, while still holding the saw, which the office then has to walk back. Stop rule: no verbal commitment to scope or schedule until the classification, and where triggered, the design professional's input, exist. Hazard: none; this step protects the shop's credibility, not anyone's body.

8. Route to a design professional the moment step 5 classifies the finding as engineered. Acceptance: a stamped repair detail in hand before framing proceeds over or around the affected member. Wrong looks like a lead sistering a compromised bearing connection on judgment built for prescriptive repairs elsewhere. Stop rule: no field improvisation on an engineered classification; the detail governs even if it takes longer than the customer wants. Hazard: none beyond what steps 2 and 6 already control, provided the shoring stays in place until the detail is executed.

9. Get written authorization before the repair proceeds, following the change order protocol rather than a verbal go-ahead. Acceptance: a documented authorization on file before the affected area is worked further. Wrong looks like starting on a phone call with nothing in writing. Stop rule: no authorization, no work in the affected bay; the crew moves to an unaffected area instead of waiting idle. Hazard: none.

10. Call for reinspection before anything covers the repaired area. Whether the pre-existing-conditions hold point already passed or this finding is new since then, request the inspector's eyes on the repair before decking or siding closes it up. Acceptance: an approved inspection result on record for the repaired area specifically. Wrong looks like assuming the earlier hold-point inspection covers a finding discovered after it passed. Stop rule: no inspection result on the repair, no cover. Hazard: none.

The record this produces

One Discovered Condition Record per finding: the original assessment's stated scope; date and description of discovery; the probe results with measured extent; photos keyed to the framing plan; the classification and its reasoning; shoring dates; the stamped detail where triggered; the authorization date and method; and the reinspection result before cover.

The office reads it if the customer disputes what was found or when. The next crew reads the framing plan annotation so nobody reopens a repaired bay by mistake.

Worked pass, including the stop that fired

A ledger and band joist replacement quoted as a two-day repair after the pre-demo assessment found soft wood at three of eight ledger fastener locations, matching what deckbuilding-permitted-deck-demolition step 7 anticipated.

Step 1 fired on day one. Cutting back the band joist past the third soft location, the saw hit continuing soft wood rather than the sound framing the quote assumed. The cut stopped. Step 2 shored the joist above with a temporary post and header before anyone worked further in that bay.

Step 3 probed outward and found the compromise continued nine feet along the band joist, past the ledger's own footprint, reaching the first floor joist's rim connection at one end. Step 4 photographed and measured the full nine feet against the framing plan, noting the rim connection as the far boundary.

Step 5 classified it structural regardless of size, since the compromise reached a bearing connection, triggering the engineered path over a straightforward sistering repair. Step 6 dried in the opening before the crew left, since rain was forecast within 48 hours.

Step 7 held: the office scheduled a call with the homeowner for the next morning, photos and measurements in hand, with no price discussed on site the day of discovery. Step 8 routed the finding to a design professional, who specified a full band joist and partial rim joist replacement, about four times the linear footage of the original two-location repair. Step 9 got written authorization two days later once the homeowner reviewed the priced change order; the job held shored and dried in rather than proceeding on assumption. Step 10 called for a supplemental inspection on the engineered repair before new decking went down, separate from the framing inspection already passed on the untouched sections.

What the pass shows: the finding ran nine feet against a two-location assumption, and the stop that mattered was refusing to keep cutting once the second soft spot appeared past where the quote said the problem stopped.

When the site does not match this procedure

If the homeowner is unavailable for step 7's conversation and the shoring cannot hold indefinitely, document the finding, secure the opening per step 6, and hold the job rather than guessing at authorization; a repair started on assumed consent is the shop's liability, not the homeowner's. If the compromise turns out to be active insect activity rather than moisture decay, stop and involve a licensed pest control operator before further framing, since active infestation carries a different hazard and often a different disclosure obligation.
